Lead Agency Smithfield -Selma Area Waste Water Treatment FacilityUpon a motion by Commissioner Hoyt Castleberry, seconded by Commissioner Howard,Benton,andCarried the following resolution was adoptedRESOLUTIONBe it resolved that the County of,Johnston desires and agrees to participate and enter,intoproject for, the purpose of certification, of Step One Federal Grant for the Smithfield - Lead Agency Dunn - Benson Area Facilityllanning ReportUpon a motion by Commissioner Howard Benton, seconded by Commissioner Freddie Adams and carried,-the following resolution was adoptedRESOLUTIONWHEREAS, The Dunn, Benson, Erwin Area of North Carolina has been delineated as a 201 PlanningArea;WHEREAS, THE Environmental Protection Agency and the State of North Carolina Department ofNatural and Economic Resources have approved and authorized grant funds to aid in the preparation of a201 Facilities Planning Report for this Area;WHEREAS, It is mutually agreed that the preparation of said Facilities Planning Report wouldbe beneficial to all local governments in this Area;NOW, THEREFORE BE IT RESOLVED, by the Johnston County Board of Commissioners, Johnston County,North Carolina;That the City of Dunn will serve as the designated Lead Agency in the preparation of theFacilities Planning Report for the 201 Area known as the Dunn Complex Planning Area, and will disbursefunds required for the preparation of this report That the City of Dunn will enter into an agreementwith the Consulting Engineering firms representing the governments in this Area; Harnett County andErwin, N C - Physician III Ps chiatrY y i s tFred Wright, Administrator, Mental Health Center, appeared requesting that the Board ofCommissioners approve the state standard pay grade grade 89 - step 6 for the physician III Psychiatrisposition at the Mental Health Center Mr Wright advised that the state standard pay grade was necessaryto meet the minimum salary required by the applicant being considered and also that approval of thisrequest would not require any additional fundsAfter discussion, Commissioner Freddie Adams moved that the pay grade of the physician IIIposition psychiatrist be, raised to standard grade 89 -ste p 6 effective March 1, 1974, at an annualsalary of 36,108, requiring no additional county fundsCommissioner Hoyt Castleberry seconded the motion which was carried18 Rescind-Order of December18, 1974 Item # 3 Page 536Commissioner Hoyt Castleberry moved that motion of Commissioner Howard Benton to pay Claytonsshare 20,000 of the cost for installation of water lines to Cutter Laboratories directly to J PRogers Construction Company, Smithfield, North Carolina, provided that the Town of Clayton had notalready paid J P Rogers be rescinded, Ttem # 3, Page 536 - Johnston Central AlumniThe Board of Commissioner s received a request for recreation funds in the amount of 3,000maximum for a building for indoor activities from Johnston Central Alumni,,Smithfieldg North CarolinaAfter discussion, Commissioner Howard Benton moved that Johnstonscentral Alumni be granted3,000 maximum grant for recreation facilities These funds appropriated from Revenue Sharing funds,and to be disbursed from the recreation accountCommissioner Freddie Adams seconded the motion which was carried20 Tire Slicing Machine DiscussedMr Buck Casey appeared before the Board regarding a tire slicing machine Mr Casey wanted toknow if the County Landfill was going to,require,tires to be sliced before acceptance for disposal MrCasey indicated an interest to purchase a tire slicing machine, if,the County was going to uphold thisrequirement The Board indicated that this was th?,jr rule and intentions, however, they could not makeany definite commitments, realizing that some tires will probably be buried without being sliced21 Renting of Crop Land -
