Triangle J Council of Governments 208 Water Quality Management PlanningPearson Stewart, Executive Director, Triangle J Council of Governments, appeared asking theBoard of Commissioners to participate at no cost with neighboring governments in a regional study ofwater quality and water quality management Mr Stewart explained that this study is to determine causesand ways to prevent water pollution in the Raleigh- Durham Metropolitan area, which would include part ofClayton Township, Johnston County, Mr Stewart further advised the Board that the Town of Clayton hadalready agreed to participate in the regional water - quality study The Board discussed this with MrStewart thoroughly, asking if this study would have any effect on the Countys plan for developing aCounty wide water system Mr Stewart emphasized that this regional study would be for sewage or waste-water disposal not water supplies - and that this was only a study, meaning that the County Board wouldhave the opportunity to adopt or reject final results of the studyThe Board took no official action on participating in the water quality study at this time13 Special Deputies Pay Raise for Serving Papers Warrants or Court PapersCommissioner Freddie Adams moved that Sheriff Rayford Oliver be authorized to increase the payof special deputies from 200 to 350 for each warrant or court paper they serve for the countyCommissioner Frank B Holding seconded the motion which was carried unanimously14 Patricia P Brown - Four Oaks DelegationA delegation of citizens from Four Oaks appeared before the Board of Commissioners opposing theeast Smithfield site selected to build a new campus for the Johnston Technical Institute This groupof citizens favor the expansion of the existing campus located on the east side of Highway 301 near FourOaks, and presented their argument accordinglyMr C A Dandelake, spokesman for the delegation, advised the Board that land adjacent to thepresent site could be purchased at a reasonable price Mr Dandelake further stated that the landadjacent to the present sitewas good high, dry land, and that the Smithfield site was very wet,according to test and observationsMrs Lassiter also with thisgroup added that the present site has much more to offer than thesite that has been chosen off I -95 at SmithfieldThis group wanted to know if the Board of County Commissioners could do anything to stop theaction that had already been taken on the East Smithfield site, and reconsider the expansion of thepresent institute site Chairman Denning stressed the fact that the Board of County Commissionersaccepted the decisions of the Johnston Technical Institute Board of Trustees, just as they would anyboards decisions, respecting their opinionsThe Technical Institute site was discussed at length with the Board of Comnissioners and W RBritt, Chairman of the Technical Institute Board of Trustees This group after discussion, requesteda hearing before the Institute Board of Trustees19 Payment to Braswell and Raper Construction Company and Ragsdale EngineersCommissioner Frank B Holding moved that Braswell and Raper Construction Company, Inc, Wilson,North Carolina, be paid in the amount of 25,03823 for Johnston County Water and Sewer project Ken 73 -1Commissioner Holding further moved that Ragsdale Engineers, Smithfield, North Carolina, be paid in theamount of 2,77502 for engineering services Johnston County Water and Sewer project, Kenly, NorthCarolinaCommissioner Freddie Adams seconded the motion which was carried20 Payment to Universal Tank and Iron Works Cutter Project and Ragsdale EngineersCommissioner Hoyt Castleberry moved that Universal Tank and Iron Works, Inc, Indianapolis,Indiana, be paid in the amount of 49,83570 for installation of concrete foundations and delivery offabricated tank components to the job site Cutter Laboratories Commissioner Castleberry furthermoved that Ragsdale Engineers, Smithfield, North -
