February 11, 1974 - Recessed1 4Fit width546Meeting of Board of Commissioners for the County of JohnstonFebruary 11, 1974The Johnston County Board of Commissioners met in special session in the Commissioners Room ofthe Johnston County Courthouse, Monday, February ll, 1974s at 730 pm, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Contract Awarded - Landfill Equipment - ScraperCommissioner Hoyt Castleberry moved that North Carolina Equipment Company, Raleigh, North Carolitlow bidder, be awarded the contract to furnish the Johnston County Landfill with one 1 model 412international eleven 11 yard elevated payscraper f or42,98000, plus North Carolina Sales Tax,delivery to be worked out with Roland Hatcher, Landfill ManagerCommissioner Frank B Holding seconded the motion which was carried unanimously,2 Contract Awarded - Landfill Equipment - Truck Chassis and BodiesCommissioner Hoyt Castleberry moved that Sanco Corporation, Winston Salem, North Carolina, beawarded the contract to furnish the Johnston County Landfill with two 2 Dempster Dumpmasters DP60 -38at 13,52000 each, one 1 White RX64 with NH230 Cummins engine and Fuller LL958 -9 speed transmissionchassis only @ 23,85214, and one 1 White RX64 with 1160 Caterpillar engine, and Allison MT650automatic transmission chassis only @ 22,07000Commissioner Howard Benton seconded the motion which was carried unanimously3 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the January 21, 1974, board meetingCommissioner Howard Benton moved that the minutes of this meeting be approved as recordedCommissioner Freddie Adams seconded the motion which was carried unanimously4 Resolution - Study - Waste Treatment Management 208 Water Quality Management PlanningThe following resolution was introduced by Commissioner Howard Benton, duly seconded by,Commissioner Frank B Holding and was carried unanimouslyRESOLUTIONRESOLUTION INDICATING INTENT TO JOINT WITH OTHER GENERAL PURPOSEUNITS OF LOCAL GOVERNMENT IN THE RALEIGH- DURHAM STANDARD METROPOLITANSTATISTICAL AREA TO DEVELOP AND IMPLEMENT A PLAN RESULTING IN ACOORDINATED WASTE TREATMENT MANAGEMENT SYSTEM FOR THE AREAWHEREAS, pursuant to Section 208 of the Federal Water Pollution ControlAet Amendments of 1972,P L 92 -500 hereinafter called the Act , the Administrator of the United States EnvironmentalProtection Agency has by regulation published guidelines f orthe iddntification of those areas which,as a result of urban-industrial concentrations or other factors, have substantial water quality controlproblems 40 CFR Part 126 ; andWHEREAS, the Raleigh-Durham Standard Metropolitan Statistical Area, as enlarged for Section 208planning purposes satisfies the criteria contained in the Act and guidelines and designation of the areapursuant to Section 208 and those guidelines is desirable; andWHEREAS, Section 12610 of the guidelines requires, among other things, that the affected generalpurpose units of local government within the problem area must show their intent, through formallyadopted resolution, to join together in the planning process to develop and implement a plan which willresult in a coordinated waste treatment management system for the area; andWHEREAS, Section 208 of the Act requires that the planning agency have in operation a continuingareawide waste treatment management planning process within one year of its designation by the Governor;andrWHEREAS, section 208 of the Act requires that the initial plan resulting from the planning processbe certified by the Governor and submitted to the Administrator within two years of the commencement ofthe planning process; andWHEREAS, such planning process and waste treatment management systemis a necessary and significantmeasure to control present point and non -point sources of water pollution and to guide and regulatefuture development and growth in the area which may affect water quality, in order to prevent, abateand solve existing and potential substantial water quality control problems;NOW, THEREFORE, IT IS RESOLVED THAT the County of Johnston, recognizing that the Raleigh- Durhamarea has substantial water quality problems, supports designation of the Area pursuant to Section 208and the EPA guidelinesliiiGI}i549February 11,1974 ContIT IS FURTHER RESOLVED THAT,the County of Johnston intends to join with other affected generalpurpose units of local government within the boundaries of the area to develop a plan designed to producea coordinated waste treatment management system for the area and, when the plan has been mutually adoptedby the County of Johnston and the North Carolina Board of Water and Air Resources or its successor, toimplement the planIT IS FURTHER RESOLVED THAT, inasmuch as the Triangle J Council of Governments is a singleorganization with elected officials or their designees from local governments and is capable of developinan effective areawide waste treatment management plan for the Area, the County of Johnston supports thedesignation of the Triangle J Council of Governments as the planning agency for the AreaIT IS FURTHER RESOLVED THAT, the designated planning agency will submit the required planningprocess to the Governor for review and approval within ten 10 months following approval by theEnvironmental Protection Agency of the delineation and designation and withintwo±nty on _01 monthsafter submission of the planning process will submit the developed plan to the Governor for review andapprovalIT IS FURTHER RESOLVED THAT all proposals for grants for construction of publicly owned treatmentworks within the boundaries of the designated area will be consistent with the approved plan and will bemade only by the management agency or agencies as included in the mutually adopted planApproved this 11th date of February, 1974Chairman - County Board of Commissioners5 Portion of Old Hospital Property to Board of EducationMr E S Simpson, Superintendent of Schools, P ? P appeared before the Board of Commissioners with moreexact dimensions of the area needed of the old hospital property by the Board of Education for theconstruction of an administration building The Board of Education was requesting 340 feet along SeventhStreet, 215 feet on North Street and on the back 340 feet paralleled and then on the south side 215 feetback to Seventh Street, this area consisting of approximately one and one -half 12 acresThe Board discussed this matter at length with Mr Simpson and agreed to make available a portionof the old hospital property described as 340 feet facing Seventh Street, 190 feet facing North Streetand from thence in the direction of Hancock Street for a distance of 280 feet, then turning at approximately a forty -five degree angle for a distance of 70 feet and from thence to Seventh Street a distance of154 feet, approximately 145 acresThe Board emphasized that a large parking lot would be developed to service the County Agriculturebuilding, the Department of Social Services and the School Administrative OfficeThe Board of County Cbmmissioners also asked Mr Simpson and the Board of Education for anexchange of property when the present administrative building is no longer needed by the Board of Educatio The Board of Commissioners also discussed with Mr Simpson the sewage disposal problem of theresidents in Rollingwood near Cooper School in Clayton The Board of Commissioners expressed that theydesired that the Board of Education cooperate with the citizens of Rollingwood in solving their sewageproblem, by letting them connect into the Board of Education sewer line serving Cooper School at aminimum costMr Simpson told the Board of Commissioners that he would take this up with the Board of Education6 Taxi Permit to Serve Outside City LimitsJames Smith of Route 2, Selma, N C, appeared before the Board requesting a taxi permit to servecitizens outside the city limits Mr Smith explained that he was disabled and that the North CarolinaDepartment of Vocational Rehabilitation would° -furnis ^h, him a car to get him started in the taxi businessfor himself, this being a part of rehabilitation for disabled personsThe Board informed Mr Smith that they were not sure they had the authority to grant such arequest and would have to check with W R Britt, County Attorney, and further advised Mr Smith tocheck with the Board at its next meeting7 County Hires Maintenance SupervisorAfter review and due consideration of each application for Maintenance Supervisor,- CommissionerFrank B Holding moved that Wilbert McLamb, Jr, Route # 19 Smithfield, North Carolina be employed asMaintenance Supervisor for the County of Johnston at an annual salary for 1973 -74 at``925000 t -o 930000,date of employment subject to Mr McLambs notice to present employerCommissioner Holding further moved that Commissioner Hoyt Castleberry be authorized to purchasea truck for the maintenance supervisorCommissioner Howard Benton seconded the motion which was carried8 Funds Available - Water Supply Grants ProgramCommissioner Howard Benton moved that Chairman Denning be authorized to execute the necessary- documents to request partial payment 56 of approved grant or 38,95360 under the Water Supply GrantsProgram Clean Water Bond Application SBH -071 - Cutter Laboratories550February 11,1974 ContCommissioner Hoyt Castleberry seconded the motion which was carried unanimously9 Appropriation of Unencumbered Surplus to Mental Health FundCommissioner Frank B Holding moved that the Mental Health Fund Budget be amended by appropriatin5,22000 of unencumbered surplus to the Expense Account 4381033 -1 for repayment of money receivedin error from the South Central Regional Alcohol Program SCRAP under this budget itemCommissioner Hoyt Castleberry seconded the motion which was carried10 Sponsorship of Manpower Program in Johnston CountyUpon motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Benton andcarried, the following resolution was adoptedRESOLUTIONWHEREAS, the Johnston County Board of Commissioners ask that the City of Raleigh form W ithJohnston County a consortium for the purpose of prime sponsorship of the Manpower Programs in JohnstonCounty;BE IT FURTHER RESOLVED, that the Johnston County Board of Commissioners recommend that theJohnston County Board of Education be the sponsor of the Neighborhood Youth Corps Programs for JohnstonCountyThis the 11th day of February, 1974Norman C DenningNorman C Denning, Chairman11 Resolution - Jail Project Triangle Commission on Criminal JusticeRESOLUTIONWHEREAS, the Johnston County Board of Commissioners herein called the Applicant has thoroughlyconsidered the problem addressed in the subgrant application entitled Jail Construction and has reviewedthe project described in the application;
