Wolfe Summit Coal CompanyCommissioner Freddie Adams moved that the County share in the amount of 10718 of the1974 taxes 16935 billed in the name of Wolfe Summit Coal Company be release, as the countypurchased this property May 14, 1975Commissioner Hoyt Castleberry seconded the motion which was carried unanimously3 Property Tax Release - Heating, Air Conditioning and Electrical - Old Hospital BuildingCommissioner Howard Benton moved that Harry McGee, Architect, be authorized to advertisefor bids for heating, air conditioning and electrical contracts at the old hospital building beingrenovated for the Johnston County Department of Social Services These bids to be opened January21, 1974, at 8 oclock pmCommissioner Freddie Adams seconded the motion which was carried unanimously7 Johnston County Health Department Budget ShortageKramer Jackson, County Administrator had determined prior to the Board meeting that fundsappropriated for all expenditures within the Health Department Budget, otherthan salaries, wereexhausted and that there had been a substantial overestimation of revenue sources within the medicarevenue item, this meaning that the Johnston County Health Department is approximately 35,000 shorin their revenue budget appropriations for the 1974 -75 fiscal yearMrs Helen Ray, Nursing Supervisor, with the Johnston County Health Department, meetingwith the Board, told the Commissioners that clinical services could not be provided without fundsto purchase medicines and other supplies needed to render clinician services to department patientsDr Pomerans, Director, had earlier asked the Board of Commissioners for an additional50,000 to purchase new furniture and equipment for the new addition now being added to the JohnstoiCounty Health DepartmentItKramer Jackson, County Administrator, advised the Board of Commissioners that temporarilythe department could use salary money to fund the other functions at the Health Department untiladditional monies could be found to balance the budget8 Sheriff Elect Aaron WoodAaron Wood, Sheriff Elect, appeared before the Board requesting permission to use thedepartments station wagon for his official duty, until a car should become availableThe departments station wagon has previously been used to transport prisonersThe Board of Commissioners granted this request9 Tax Complaint Regarding PenaltyKramer Jackson, County Administrator, talked with the Board regarding the taxes of LarryJohn Crowder of Clayton It appearing that Mr Crowder has not listed taxes for the past five 5years Mr Jackson advised the Board that there was a question about the penalty that Mr Crowderwas responsible forAfter discussion, the Board instructed Mr Jackson to check the General Statutes with W RBritt, County Attorney, and report back to the Board10 Retiring Sheriff Rayford OliverSheriff Rayford Oliver, retiring after twelve 12 years as Sheriff of Johnston Countyappeared before the Board and expressed to the Board his appreciation for their cooperation andsupport through the years Sheriff Oliver also stated that it had been areal pleasure working withthe BoardAll the Commissioners praised Sheriff Oliver for his twelve years of dedicated and devotedservice to the citizens of Johnston CountyIt was noted by the Board of Commissioners that Johnston County had had more law enforcementfor less money than any county in North Carolina11 Appointment - County AttorneyCommissioner Howard Benton moved that W R Britt, Attorney be reappointed as County Attorneyfor a term of two 2 yearsCommissioner Freddie Adams seconded the motion which was carried unanimously12 Appointment - Dog WardenCommissioner Hoyt Castleberry moved that Rubert C Barbour, Dog Warden, be reappointed asCounty Dog Warden for a term of two 2 yearsCommissioner Howard Benton seconded the motion which was carried unanimously13 Appointment - 1974 Recreation GrantCommissioner Freddie Adams moved that the Johnston County Rural Club be granted 3,00000in payment of their approved 1973 -1974 recreation grantCommissioner Howard Benton seconded the motion which was carried unanimously20 Reorganization of the Johnston County Board of CommissionersAfter the oath of office was administered to all elected officials in ceremony in theJohnston County Superior Court Room by the Honorable William I Godwin, the Board of CountyCommissioners proceeded to reorganizeChairman Norman -C ° Denning called themeetng,tetorderrCommissioner Frank B Holding moved that Norman C Denning be elected as Chairman of theJohnston County Board of Commissioners for a term of two years, and moved nominations closedCommissioner Freddie Adams seconded the motion which was carried unanimously21 Vice - ChairmanCommissioner Hoyt Castleberry moved that Frank B Holding be elected as Vice- Chairman ofthe Johnston CountyBoard of Commissioners for a term of two years, and moved nominations closedCommissioner Howard Benton seconded the motion which was carried unanimously22 1975 -1976 Funds Committed to Board of EducationMr Ray Boyette, Chairman, Johnston County Board of Education, and other members, alongwith E S Simpson, Superintendent, Johnston County Schools, met with the Board of Commissionersrequesting a commitment of county funds in next years budget in the amount of 290,000 to completethe financing of the new Smithfield- Wilsons Mills Junior High SchoolMr Boyette advised the Board of Commissioners that the project will cost approximately16 million and the school board has in hand most of the money for this project and with thecommitment from the Board of County Commissioners the Board of Education will be able to letcontracts on,this projectAfter much discussion, Commissioner Frank B Holding moved that the County commit to theJohnston County Board of Education funds up to 290,000 in next years school budget to be usedfor the completion of the new Smithfield Wilsons Mills Junior High School with the understandingthat this amount will be part of the regular school budget request and will not represent anincrease in the revenue alloted to the county school system next yearCommissioner Freddie Adams seconded the motion which was carried unanimously23 Secondary Road # 2376 Deleted from Johnston Countys Secondary Road System MapPaul Anderson, District Engineer, North Carolina State Department of Transportation andHighway Safety, met with the Board of Commissioners and advised that road number 2376 appearingon the Johnston County Secondary Road map has been abandoned and does not exist as a countysecondary road and requested that it be deleted from the Johnston County Secondary Road mapAfter determination by the Board of Commissioners that this road does not exist, CommissionerFrank B Holding moved that road number 2376 be deleted from the Johnston County Secondary Road mapCommissioner Freddie Adams seconded the motion which was carried unanimouslyfIIJM24 Bonding of County EmployeesMax Creech, Insurance Agent, met with the Board regarding bond coverage for County employeesMr Creech explained that all County employees were covered under an employees blanket bond, however,there are public officials that needed to be bonded under public official position bonds in an amountsufficient to cover their positionsAfter discussion, Commissioner Frank B Holding moved that the Finance Director and theDeputy Finance Director new county positions be bonded in the amount of 100,000Commissioner Freddie Adams seconded the motion which was carried unanimously25 Public Officials and Department Heads BondedCommissioner Howard Benton moved that the following officials be bonded in the followingamountsAaron Wood, Sheriff 5,00000Gerald Coley, Coroner 2,00000Harper Godwin, Tax Collector 50,00000Edith Park, Director Social Services 5,00000W G Massey, Register of Deeds 10,00000Commissioner Hoyt Castleberry seconded the motion which was carried unanimously26 Road Petition - Add to SystemThe Board of Commissioners received a petition from property owners Wilders Townshiprequesting thata road one mile turning off 1003 at Red Hill Church g of a mile south of N C #42 be added to the North Carolina Secondary Road System for maintenanceCommissioner Freddie Adams moved that the petition be mailed to the North Carolina StateDepartment of Transportation and Highway Safety, Wilson, North Carolina, for considerationCommissioner Hoyt Castleberry seconded the motion which was carried unanimously27 Discussion Charges at County LandfillThe Board of Commissioners again discussed briefly fees for landfill usersCommissioner Hoyt Castleberry advised the Board that he and Mr Hatcher had made plans tovisit Randolph County and explore their systemThe Board of Commissioners asked Commissioner Castleberry, Mr Hatcher, Landfill Manager,and Kramer Jackson, County Administrator, towork on this matter of charges for industrial usersand see what information they could get and report back to the BoardUpon motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried unanimously, the Board recessed until December 11, 1974, at 730 pmEleanor N Creech, ClerkNorm n ,
