Larry John CrowderLarry John Crowder of Clayton, North Carolina, met with the Board of Commissioners regardin penalty charged against him for back taxes recently listed Mr Crowder petitioned the Board ofCommissioners to allow him to pay a straight ten-percent 10 penalty, which has been the countyipolicy in the pastKramer Jackson, County Administrator, advised the Board of Commissioners the penalty policyon discovered property which has not been listed for taxes for a five 5 year period Mr Crowderadvised theBoard that he was prepared to pay his back taxes at a penalty rate of ten percent 10 After discussion, Commissioner Frank B Holding moved that tax receipt # 3029 billed toLarry John Crowder be released, that Mr Crowder be rebilled for county taxes due at a straightten P er cent10 penalty rate and that the Johnston County Tax Collector be instructed to acceptpayment of Mr Crowders taxes at this rateICommissioner Hoyt Castleberry seconded the motion which was carried unanimously2 Johnston County Arts Council - Recreation RequestRebecca Stewart, Director, Johnston County Arts Council, met with the Board requestingrecreation funds in the amount of 60 of 250000 or 150000 for recreation project to besponsored by the Johnston County Arts CouncilThe Board accepted the Arts Councils application and explained to Mrs Stewart and otherrepresentatives, that recreation applications would be accepted until the January meeting, at whichtime the Board would review all applications for considerationMrs Eleanor Hooks, at this time, thanked the Board of Commissioners for use of theCourthouse on Saturday, December 7, -1974, for an art display of the work of Jerry Miller, Artist3 Coroner Request Mobile Radio EquipmentGerald Coley, newly elected coroner, met withthe Board of Commissioners requesting new,mobile two -way radio equipment for the coroners car Mr Coley advised the Board that he hadchecked into the prices of this equipment with two or three different companies and the cost variesdepending on the unit and model from 1105 to 1685After discussion, Commissioner Frank B Holding moved that the Chairman be authorized toexplore the different models and confer with Frankie Flowers Southern Communications and Electronicand Wilson Broadwell, Civil Defense Director, regarding two way radio equipment for the coronerscar Commissioner Holding further moved that the Chairman be authorized to purchase this equipmentfor the coroners car if he considers the unit and price feasible1 Commissioner Freddie Adams seconded the motion which was carried unanimously,i4 Advertise for Bids for Sheriffs AutomobilesKramer Jackson, County Administrator, presented specifications for automobiles for theJohnston County Sheriffs Department for review and discussionSheriff Wood stated that he desired a safe secure car with a heavy chassis for the deputiesto carry out official duty with at least a 360 motorAfter further discussion, Commissioner Hoyt Castleberry moved that Kramer Jackson, County fAdministrator,r ise for bids for two 2 automobiles to be used by thebe authorized to advertiseGJohnston County Sheriffs Department, bids to be opene d January 6, 1975Commissioner Howard Benton seconded the motion which was carried unanimouslyj5 State and Federal Funds Available for County Food Stamp BacklogIKramer Jackson, County Administrator, and Edith Park, Director of Social Services, advisedthe Board of Commissioners that the State and Federal Government has appropriated matching fundsto counties to provide overtime pay only to county workers to receive and process applications andcertify people for Food Stamps The State will put up one dollar, the federal government two dollar,for each dollar spent by thecounty for overtime pay incurred in the Food Stamp Program of backlogapplicantsMrs Edith Park, Director, Department of Social Services, told the Board of Commissionersthat it is due to the economic situation existing today and that increasing numbers of people inDecember 11, 1974 Contthe county are applying and seeking certification to qualify for food stamps, the demand has grownso great in the past few weeks that many, many people are being turned away from the Food StampOffice because of lack of qualified personnel to certify these applicants so that they may purchasefood stamps Mrs Park also explained the certification requirements Mrs Park further explainedthat she did not know how much of the 400,000 would reach Johnston County and therefore,could not determine the cost for the county at this time, however, Kramer Jackson, County Administratoadvised the Board of Commissioners that there was Contingency and Emergency money in the departmentsbudget of about 30,000 which should take care of the countys shareAfter much discussion, Commissioner Frank B Holding moved that Johnston County participatein the States Emergency Food Stamp Program, authorizing the County to appropriate its matching fundsfrom Welfare Emergency and Contingency Funds Commissioner Holding further moved that Mrs Parkbe encouraged by the Board of Commissioners to fill any vacant positions on her staff and arrangefor qualified employees to work overtime hours if necessary to help clear up the certification backlogThere were several people attending this meeting on behalf of interest in the Food Stampbacklog of certification, Nathaniel Sanders, Frank Penny, Paul Keller6 Mobile Home Park Ordinance - Effective Date January 15, 1975James Paul Edwards, Route # 2, Smithfield, North Carolina, along with Tom Moore and GeneCobb, of Ragsdale Engineers, met with the Board regarding the Mobile Home and Mobile Home ParkOrdinance adopted by the Board of Commissioners on November 4, 1974 Tom Moore explained that MrEdwards had started a mobile home park by the old county health department regulations before thecounty commissioners adopted the new ordinance Mr Edwards explained that work on his park wassuspended when he learned that the new ordinance had been adopted by the Board of County Commissionersnot being able to ascertain what compliances he would have to meetThe Board of Commissioners discussed thoroughly the question of mobile home park projectsthat were started, but not completed, before the adoption of this County Ordinance Kramer Jackson,County Administrator, advised the Board that any ordinance without enforcement has no meaning, andthe County at this time has no one tosee that compliances are metAfter much discussion, Commissioner Freddie Adams moved that James Paul Edwards be per-mitted to complete expansion of his mobile home park by the County Health Department regulations,which were in effect at the time his park was started Commissioner Adams further moved that thedate of the Mobile Home and Mobile Home Park Ordinance be effective January 15, 1975Commissioner Hoyt Castleberry seconded the motion which was carried unanimously7 Kenly Rescue Squad Request County FundsRay Wallace and Jim Bishop, members of the Kenly Rescue Squad, and Mayor Gilbert Ray Whitley,met with the Board of Commissioners requesting financial assistance in the amount of 4,00000 to5,00000 to help the Kenly Squad complete a new building to house the rescue squad equipment andvehicles Mr Wallace pointed out that state regulations required indoor storage of rescue squadequipment during winter monthsIt was noted by the Mayor that the Town of Kenly had donated the space for the new buildingbehind the Kenly Town HallAfter much discussion, the Board told Mayor Whitley, Mr Wallace and Mr Bishop that theywould take this request under advisement8 County Employs SCS TechnicianBy request from Odell Edwards, member, Board of Directors, Soil Conservation Service, anddue to a backlog to certify qualifying farmers for federal assistance for things such as improvedfarm drainage and other erosion control methods, Commissioner Freddie Adams moved that the County ofJohnston appropriate 1,20000 from the County Contingency Fund to the Soil Conservation expenditureline item 1042057 -2 to employ extra help a Soil Conservation Technician for sixty 60 daysto aid the Soil Conservation Service with this programCommissioner Hoyt Castleberry seconded the motion which was carried unanimously9, Deficit - Health Department BudgetThe Johnston County Board of Health requested the Johnston County Board of Commissioners togrant the Health Department an amount of 20,00000 that it needs to make up a budget deficit causedby over - anticipated Medicaid Revenue expected to be received from theState in this fiscal yearsbudget The County expected to receive 1500 per medicaid case, however, later learned that 800per case would be received and possibly fewer casesThe Board was advised that 20,00000 would be needed to continue clinical services at theclinicsThe Board of Commissioners were very concerned that the State should expect the County toassume the liability, which they feel should be part of the States responsibilityI36Kramer Jackson, County Administrator ,advised the Board that the State Board of Health hasagreed to send the County Health Department additional funds and at this time an amount of 2,000to help with clinical expenses Mr Jackson further advised the Board that he is encouraged thatthe County will have additional funds for the Health DepartmentAfter much discussion, CommissionerFrank B Holding moved that action be deferred as thisdecision needs further study and considerationCommissioner Freddie Adams seconded the motion which was carried unanimously10 Tax Release --Leroy WilliamsCommissioner Howard Benton moved that the 1974 real estate property taxes listed andbilled incorrectly to Leroy`Williams, Route # 1, Smithfield, North Carolina, in the amount of3468 be released and recharged correctly in the 1974 afterlist in the Tax OfficeCommissioner Hoyt Castleberry seconded the motion which was carried unanimously11 Resolution - Johnston County School BoardUpon motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Bentonand carried unanimously, the following resolution was adopted;RESOLUTIONWHEREAS, the Johnston County Board of Commissioners believe it would be advantageous forthe School Board to sign their own checks and maintain their own bank account,AND WHEREAS, the procedure would benefit the Johnston County Finance Office through thereduction in its workload;AND WHEREAS, the Johnston County School Board has appointed a School Treasurer,AND WHEREAS, the School Treasurer has been bonded in the amount of 100,000 to the CountyFinance Officer,The Johnston County Board of Commissioners hereby authorizes the Johnston County SchoolBoard to use the facsimile signature of the County Finance Officer on all checks requiring thefacsimile signatureThis resolution adopted this the 11th day of December, 197412 Resignation - Bicentennial ChairmanThe Board of County Commissioners received a letter of resignation from Mrs Mary Taylor,Chairman, Johnston County Bicentennial CommissionAfter much discussion of Mrs Taylors resignation, the Board took no action on thisresignation at this time and asked Commissioner Howard Benton to work with the BicentennialCommission to see if he could come to some understanding in regards to the Bicentennial Commissionsfuture plans and or projects13 Resignation - Mental Health Board Member Dr Cleon SandersThe Board of Commissioners was advised of the resignation of Dr Cleon Sanders of Benson,North Carolina, from the Johnston County Area Mental Health Board,`this term expiring March 9,1976The Board deferred action on this matter at this time14 Rent of Farm Land at County LandfillCommissioner Frank B Holding moved that Chairman Norman C Denning be authorized to rentthe farm land owned by the county at the county landfill, getting the best possible priceCommissioner Hoyt Castleberry seconded the motion which was carried unanimously15 Tax Release - Mrs Delma AdamsCommissioner Hoyt Castleberry moved that personal property taxes car double listed toMrs Delma Adams be released and recharged correctly in the Tax OfficeCommissioner Freddie Adams seconded the motion which was carried unanimously16 Tax Release - Dogwood Garden - Clayton TownshipKramer Jackson, County Administrator, received a request from Dogwood Garden, ClaytonTownship, asking for a tax release, stating that an error had been made in listing the net bookvalue of Dogwood Garden for 1974 taxesThe Board deferred action and asked Mr Jackson to acquire more information on this requestand report back to the BoardiiyDecember 11 Cont17 Landfill Charges - Letter from State Health DepartmentKramer Jackson, County Administrator, presented a letter from the State Board of Health inregards to charges at the County Landfill It was the States recommendations that no fees becharged at the County LandfillThe Board deferred any action on this matter at this time18 Road Petition - Paving RequestThe Board of Commissioners received a petition from property owners on Secondary Road 41187requesting that this road be pavedCommissioner Howard Benton moved that this petition be forwarded to the North Carolina StateHighway Commission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried unanimously, the Board adjournedN Creech Clerk
