Benson Recreation CommissionThe Board received application for recreation funds from Benson Recreation Commission requestingcounty revenue sharing money appropriated for recreation projects in the amount of 60 of 5,000 or 3,00to be used for a lighted play area Little League Ball Park l After discussion of this above project, Commissioner Howard Benton moved that the above requestbe grantedCommissioner Freddie Adams seconded the motion which was carried unanimously5• Recreation Application - Corinth Holders Ruritan ClubThe Board of Commissioners received application for recreation funds from Corinth HoldersRuritan Club requesting county revenue sharing money appropriated for recreation projects in the amountof 60 of 5,000or 3,000 for the Corinth Holders Ruritan Club to be used for paved multi- purpose playarea and tennis courtsAfter discussion of the above project, Commissioner Hoyt Castleberry moved that the above requestbe grantedCommissioner Freddie Adams seconded the motion which was carried unanimouslyI9,34Au ust 5 19746 Johnston Memorial Hospital - Audit ContractsCommissioner Howard Benton moved that the Board of County Commissioners concur in the action ofthe Johnston Memorial Hospital Board of Trustees in ,the awarding of the auditing contract to the ,,firmof Koonce, Wooten and Hayward of Raleigh, North Carolina, for the period October 11 1973 to September30, 1974~Commissioner Hoyt Castleberry seconded the motion which was carried7 Funds Appropriated - Extra Help - Tax Collectors OfficeHarper Godwin, Tax Collector, met with the Board and requested funds in the amount of 2,00000for extra help needed in his office Mr Godwin explained that a member of, his staff had surgery andhad not recuperated as was hoped and he would need additional help after receiving the 1974 tax noticesAfter discussion, Commissioner Frank B Holding moved that the Tax Collectors Budget beamended by 2,00000 from the Johnston County Contingent Fund of the General Fund and appropriated forextra help 1046002 -7 in the ,Tax Collector s Office Commissioner Holding further moved that theappropriation be used only if absolutely necessaryCommissioner Howard Benton seconded the motion which was carried8 Boundary Lines Extension of Micro Fire DistrictN6 one appeared to oppose the extension of the boundary liners of the Micro Fire District,,however, Commissioner Freddie Adams advised the Board that he had received a complaint regarding theMicro Fire District, extending over into the Pine Level Fire District, the Board of Commis,s,ioners gettingthis matter cleared proceeded with the following business;Chairman Denning noted that a public meeting was scheduled for 11 00 am, August 5, 1974, forthe purpose of determining whether the Commissioners should approve extension of the boundary lines ofthe Micro Fire District to the four -mile limit A copy of the application for such extension signed byall of the owners of the new territory involved, together with a copy of statements by all the FireProtection Commissioners of the Micro Fire District and all of the members of the Board of Directors ofthe Volunteer Fire Department of Micro, Inc, the Fire Protection Agency were read by the chairman andfiled with the minutes of the Meeting The public hearing on this question was called to order byChairman Denning After discussion the following motion was made by Commissioner Freddie Adams,seconded by Commissioner Howard Benton and unanimously passedBe it resolved that the Board of Commissioners of Johnston County in accordance with G S 69-2511 1 do hereby approve the application of the owners of territory involved to extend and increasethe boundary lines of the Micro Fire District and do adopt the following new area description for saidDistrictBEGINNING at a point No 1 at the intersection of S R 2137 the Pittman Road with I -95,thence in a southwesterly direction with I -95 to a point No 2 at the intersection of I -95 and S RNo 1001 the Capps Road; thence in a northwesterly direction to a point No 3 on U S 301, 07mile west of its intersection withS- R No 2134 the Gaddy Road; thence in a northeasterly directionto a point no 4 on S R No 2134 the Gaddy Road, 10 mile northwest of its intersection with U,S301; thence in a northerly direction to a point No 5 at the intersection of S R No 2135 the ScottRoad and S R- No 1934 the Selma Road; thence in a northerly direction to a point No 6 at theintersection of S R No 2131 the Brown Road and S R No 1938 the Wellons Road, excludingproperties on S R No 2131 the Brown Road between this and the preceding point No 5 ; thence-,in,-a easterly direction to a point No 7 at the intersection of S R No 2129 the Flowers Road andS R No 2128 the Garner Road; thence in a northeasterly direction to a point No 8 on S; R no2130 the S tancil Chapel Road at the Little River Bridge, including all properties on S R No 2129the Flowers Road, between this and the preceding point No 7-;thence in a, southeasterly direction toa point No 9 on S R, No 2129 the Flowers Road at Little River; thence in a southeasterly directionto a point No-10 at the intersection of S R No 1934 the Shoe Heel Road and S R No 2143 the,Cash Corner Road thence in a southeasterly direction to a point No 11 at the intersection of U S301 and S R No 2144 the Weaver Road; thence in a southeasterly direction to a point No 12 onS R No 2335 the Bagley Road, 03 mile east of its intersection with S R No 2339; thence in asoutherly direction to a point No 13 on S R No 2339, 03 mile southeast of its intersection withthe S R No 2335 the Bagley Road ; thence in a southwesterly direction to a point No 14 on S RNo 1001 the House Road, 01 mile eastrof its intersection with S R No 2336; thence,in a south -westerly to a point No 15 on S R No 2141 the Princeton Road at its intersection with S R 2364the Parrish Memorial Road; thence in a southwesterly direction to a point No 16 at the intersectionofS R No2364 the Parrish Memorial Road and S R No 2365; thence in a northwesterly direction toa point No 17 at the intersection of S R No 2363 the Smith Road and S R No 2366 the LittleCreek Road; thence in a northwesterly direction to a point No 18 on S R No 2333, 01 mile north-east of its intersection with S R No 2363, the Smith Road; thence in a northwesterly direction tothe point of BEGINNINGPayment - Area Mental Health Board AuthorityPursuant to a joint meeting on July 30, 1974, with the Area Mental Health Board regarding theaut- hority of the Area Board, the Johnston County Board of Commissioners discussed this matter at lengthThe Area Mental Health Board had questions relative to their authority set out in the General Statute,authority to change line items in the budget subject to the approval of the State Department of MentalHealth and authority to set salaries by the state standard as long as the changes do not alter the totalbudget appropriations approved at the time the fiscal year budget is setThe Area Mental Health Board indicated its desire with the Commissioners blessings to exercisesome budgetary authority to give merit salary increases during the year, to raise salary levels in orderto recruit qualified personnel and to make line item adjustments if needed The Area Board members feelthis authority unique because state law recognizes local mental health programs as area or regionalunder State Government ratherthan County agencies controlled by county governmentThe Board of County C ommissioners`in conclusion feels that in regards to the other agenciesin the county under their jurisdiction that the present system and salary ranges adopted are sufficient• and that they Board of County Commissioners should continue to retain budgetary control over theCounty Mental Health program, if at all possible The Board of County Commissioners further emphasizedthe fact that they should retain control and not relinquish authority to any particular board to makesalary changes or adjustments were county supportedAfter this discussion the Board of County Commissioners asked Chairman Norman C Denning toexpress the feeling of the Board to the Johnston County Area Mental Health Board11 County Property Clayton TownshipUp for SaleAttorney E V Wilkins met with the Board and requested that county property in Clayton TownshipJohn C Austin property approximately eight or nine acres be put up for sale Attorney Wilkins advisedthat county taxes due since 1947-Commissioner Frank B Holding moved that the above property be put up for saleCommissioner Freddie Adams seconded the motion which was carried12 -,--Water and Sewer Facilities to New Smithfield - Wilsons Mills Junior High School - DiscussionTim Broome and Tom Moore, representatives of Ragsdale Engineers, along with E S Simpson,Superintendent of Schools, met with the Board of Commissionersand discussed engineers plans and costsummary for a water line extension or loop proposed to serve the new Smithfield - Wilsons Mills JuniorHigh School site - located north of Smithfield on the Buffalo RoadMr Simpson stressed the importance of an immediate decision on the water line, as they willneed water to begin construction,Ragsdale Engineers presented four 4 alternatives in running water and sewer lines to the newschool indicating the need for a 12 inch line to take care of potential residential growth in this areaMr Broome also advised the Board of the need to get Clean Water Bond application submitted tothe State in thenear futureAfter a lengthy discussion the Board took no official action at this time13 Secondary Road # 1502 - AbandonedIt appearing to ,the Board of Commissioners of Johnston County that State Road 1502 is no longer Iused by the public and that it is no longer necessary to remain in the State Highway system; it furtherappearing to the Board that it would he appropriate to recommend to the North Carolina Secretary ofTransportation that said road be abandoned and closed and further that said Chairman of the Board ofCommissioners be authorized to execute a quitclaim deed to Mr and Mrs NathanLassiterNow, therefore, upon motion of Commissioner Hoyt Castleberry and seconded by Commissioner HowardBenton, it is ordered that State Road 1502 be abandoned from the State Highway System and that it beclosed and further that the Chairman of this Board be and he is authorized to execute a quitclaim deedto Mr and Mrs Nathan Lassiter for said road It is further ordered that a copy of this resolution beforwarded to the North Carolina Secretary of Transportation14 Paul Anderson- District Engineer - N Ce State Department of TransportationPaul Anderson, District Engineer, North Carolina State Department of Transportation, Divisionof Highways, met with the Board and advised that the State has money allocated to pave a portion 6 ofa mile of,the Johnston Technical Institute road from US 70 down 6 of a mile to Technical Institute- property line, however, this will leave a portion of about 2 of a mile that the State does not havefunds allocated for Paul Anderson asked the Board of County t Commissioners if it was as agreeable with themto finish this project out of secondary road funds allocated to Johnston County The Board indicatedto Mr Anderson that they wanted all of this road pavedst 5, 1974 Cont15 Audit Contracts Approved - County of JohnstonCommissioner Howard Benton moved that Daniel G Matthews and Associates, Inc, CPAs ofSmithfield, North Carolina be awarded the audit contract for the County of Johnston for the fiscal year1973 -1974 for the amount of 4200,00, plus any additional man -hours needed at the rate of 1250 perhour This audit to include all county funds 340000, Rural Fire Protection Funds 62500,Johnston County Airport Authority 17500 and Johnston County Mental Health Fund 1250 per man -hourCommissioner Hoyt Castleberry seconded the motion which was carried16 County to Seed 01d Landfill SiteCommissioner Hoyt Castleberry moved that Roland Hatcher, Landfill Manager, be authorized to seedthe old landfill site in order to meet State Health regulations in closing the landfillCommissioner Howard Benton seconded the, motion which eras, carried17 Discussion - New County Civil Defense BuildinWilson Broadwell, Director, again met with the Board regarding the purchase of a -lot in Selmafor construction of a new Civil Defense Building Mr Broadwell and the Board have been negotiating -the purchase of this lot in Selma which is part of the urban renewal area The Board indicated thatthey may have to relinquish hopes of acquiring this lot because of construction restrfctions placed onthe purchase of urban renewal property However, the Board °did discuss other possibilities of how,theymight be able to start construction on the building in the near future18 Dues - North Carolina Association of County CommissionersCommissioner Howard Benton moved that,th e annual membership dues for 1974 -1975 to the NorthCarolina Association of County Commissioners be paid in the amount of 2,23500Commissioner Hoyt Castleberry seconded the motion which was carried by the following voteAye Howard Benton, Hoyt Castleberry, Frank B HoldingTay Freddie Adams,19 Payment - W R Britt Landfill RoadCommissioner Howard Benton moved that W, R Britt, County Attorney, be paid in the amount of25000 for professional services rendered regarding settlement of right -of -way of S R # 1502 at theCounty LandfillCommissioner Hoyt Castleberry seconded the motion which was carried20 Payment Ragsdale Engineers - Map of S R # 1502Commissioner Howard Benton moved that Ragsdale Engineers be paid in the amount of 6700 for sur-vey of road and map prepared of State Road on east side of old county home S R # 1502Commissioner Hoyt Castleberry seconded the motion which was carried21 Discussion - Joe Whitley Injury on County PropertyThe Board again discussed the injury of Joe Whitley, Kenly, North Carolina, which occurred oncounty property and asked Commissioner Freddie Adams to contact Mr Whitley regarding this claimMr Whitley has asked the County for compensation of medical expenses22 Bicentennial CorrespondenceChairmanDenning advised the Board that he had received bicentennial correspondence asking fora delegate to represent Johnston County in New BernCommissioner Frank B Holding moved that this correspondence be forwarded on to the JohnstonCounty Bicentennial Commission to handle as they see fitCommissioner Freddie Adams seconded the motion which was carried23 , Site Improvements - Mental Health CenterThe Board discussed the site improvement landscaping plans for the Mental Health Center againand asked Commissioner Freddie Adams to discuss this project with Fred Wright, Director, and to see whatcan be worked outs24 Payment to Architect Health ProjectCommissioner Frank B Holding moved that Harry K McGee, Architect, be paidin the amount of13,44903 80 of fee due architect for plans, specifications bid documents for the addition and re -novation for the Johnston County Health CenterCommissioner Hoyt Castleberry seconded the motion which was carried1{a637August 5, 1974 Cont25, -Offices Painted -
