Johnston County Community Action AgencyPaul Keller, Executive Director, along with supervisors and directors of the Johnston CountyCommunity Action Agency, appeared before the Board and reported at length on the various departmentalfunctions and accomplishments of programs operated by the antipoverty agencyThe following reports were given `a Peggy Wilson, Supervisor - General Services Division Nutrition Programb Gloria Bryant, Director - Community DevelopmentC Swarzett Eason, Coordinator - Transportationd Earlene H Nixon, Secretary - Pace, Ince Shirley Prevette, Home Health Agencyf Eleanor S Parker, Director - Alcohol Recovery Programg Franklin J Matthews, Director - Head Starth Leon Penny, Deputy Director Manpoweri Two mothers spoke in behalf of the Head Start Program operated through Community Actiontelling how valuable this program was to preschool children,After these reports, Mr Keller stated that the agency was not asking for more money right now,but would be requesting assistance financially at budget time, and he wanted the Board of CountyCommissioners to know what Community Action is doing in Johnston County The Board stated that theywere very much impressed with Community Actions activities and what they are doing for unfortunate peoplein this county2 ReportsThe following reports were filed with the BoardHarper GodwinC W TarltonBobby CorbettM J OliverRoland HatcherTax CollectorExtension ChairmanElectrical InspectorFire Marshall Annual ReportLandfill ManagerC W Tarlton in making his report stated that some plans had been developed by Cameron Garrison the old hospital building The Board agreed that they needed to get started on the renovation ofthis building as soon as possible and authorized the assistance of an architect, if needed, and toproceed with plans¦Wilson Broadwell,Director, Emergency Preparedness,in making his report, ask theBoard ofCounty Commissioners forconsideration of 509000 for a newoffice building for the JohnstonCountyEmergency Preparedness AgencyMr Broadwell had prepared a rough sketch of what he feltEmergencyPreparedness would needMr Broadwell further advised theBoard that land was availablefrom the Townof Selma at the corner ofOak and Webb streets, if he couldget a definite commitment fromthe Board of¦spaCounty Commissioners for funds to construct this buildingAfter discussion, the Board asked Mr Broadwell to come back before the Board on April 16, 1974Mr Broadwell also talked with the Board regarding new rescue vehicles for Rescue Squad unitsin the County, Mr Broadwell stated that federal funds will be available to match local funds for newrescue vehicles for the departments in the countyAfter discussion, Commissioner Frank B Holding moved that 3,00000 be appropriated in the 1974-1975 fiscal year budget to be matched with federal funds for the purchase of new rescue vehicles foreach rescue squad unit in the countyCommissioner Howard Benton seconded the motion which was carried3 In- Patient Mental Health ClinicMr M W S tancil, Chairman, Area Mental Health Board and Mrs Ann Dunigan, Nurse Supervisor,appeared before ,the Board regarding staffing of the in- patient unit at the Mental Health Center4 Four Oaks Re uest Water Line from Smithfield to Four OaksMayor Theodore Thornton met with the Board of Commissioners asking the Board to again considera county water line from Smithfield to Four OaksMayor Thornton stated that the water supply right now is all right, but in the dry months theTown of Four Oaks will have problems After much discussion, Commissioner Howard Benton moved that Ragsdale Engineers be authorized tomake a preliminary cost estimate•of a 16 inch water line from Smithfield to Four Oaks and report back tothe Board at the next meeting on April 16, 1974Commissioner Frank B Holding seconded the motion which was carried5 Courthouse Grounds - Irrigation System for PlantingsMrs Hubert Denning and Mrs Marvin Taylor of the Smithfield Garden Club, along with Bobby Stanley,appeared before the Board regarding irrigation of the plantings in the courthouse parking lots MrsTaylor stated they had checked with several companies regarding an irrigation system to water theseplantings in the parking areas and had been unable to find a contractor that does this type work, withthis quality at any less than 3,34000, quoted by Raindrops, Incorporated of Raleigh, North CarolinaAfter much discussion about price-and quality of work, Commissioner Howard Benton moved thatRaindrops A Inc , be authorized to install an irrigation system for plantings of the courthouse areasprovided the price quoted at 3,34000 does not increaseCommissioner Frank B Holding seconded the motion which was carried6 Guard Rail -- Attorney W R Britts,Office for Protection of BuildingThe Board asked Buck McLamb, Maintenance Supervisor to install a guard rail on the west side ofW R B ritts office building to protect the building from cars and trucks using the parking lot7 Janitor Tom Crocker Salary RaisedCommissioner Frank B Holding moved that the salary,of-TomCrocker, Janitor, be raised to 34666per month effective April 1, 1974Commissioner Howard Benton seconded the motion which was carried8 Secondary Road # 1503 Landfill RoadMr Edward Johns6n, landowner adjacent to the county landfill appeared before the Board and statethat the State Highway Commission had left a big ditch in construction of S R # 1503 for paving and hecould not get across to his farm landCommissioner Frank B Holding moved that the county absorb the cost of road tile for a path, ifthe State Highway Commission will put the tile in and Mr Johnson will sign -right of way agreementICommissioner Howard Benton seconded the motion which was carried9 Night Dispatchers - Salary IncreaseUpon the recommendation of Sheriff Rayford Oliver, Deputy Sheriff Bobby Davis appeared beforethe Board and requested that the night radio operators salary be raised to 30000 per month effectiveApril 1, 1974Commissioner Frank B Holding moved that the above request be grantedjCommissioner Howard Benton seconded the motion which was carried7In571April 1, 1974 Cont10 Revenue Sharing ReportW H Britt, Auditor, gave a report on Revenue Sharing expenditures and receipts11 Willie Banks-- Landfill EmployeeThe Board of County Commissioners ordered that Willie Banks, employee with the Johnston CountyLandfill, be paid for two 2 additional days worked in the month of February, based on his monthlysalary rate12 Tire Slicing Machine for LandfillCommissioner Frank B Holding moved that Roland Hatcher, Landfill Manager, be authorized topurchase a tire slicing machine for use at the Johnston County Landfill at an estimated cost ofapproximately 4,500 to 5,000Commissioner Howard Benton seconded the motion which was carried13 Transfer of Funds Board of EducationCommissioner Howard Benton moved that the Board of Education be authorized to transfer 50,000from the new construction line item 68136 to additional sites line item 6811in the 1973 -1974budgetCommissioner Frank B Holding seconded the motion which was carried14 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the March 4, 1974, board meetingCommissioner Howard Benton moved that the minutes of the March 4, 1974, meetingbe approved asrecordedCommissioner Frank B Holding seconded the motion which was carried15 Road Maintenance -
