Member, Johnston County Jury Commission, appeared before the Board,requestingan increase in pay for the Jury Commission members Mr Thomas explained that the present pay was 20per day and with the expenses such as travel and telephone calls, he feels that this amount is not enoughto compensate the members for their time and expensesThe Board discussed this with Mr Thomas and advised that they would make a decision later onduring the day2 Mini Bus for Community ActionMr Paul Keller, Executive Director, Johnston County Community Action, appeared before the Boardagain regarding a vehicle to which was carried3 Resolution - Amended Boundaries of the Claytex Fire DistrictUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Benton andcarried unanimously, the following resolution was adoptedResolution Designating Amended Boundaries of the Claytex Fire DistrictWHEREAS, the matter of fixing and declaring the amended boundaries of the Claytex Fire Districtwas duly presented,AND WHEREAS, it appears that the Claytex Fire District has complied with minimum requirements,as contained in resolution adopted by the Board of Commissioners on October 3, 1955, pretaining to theestablishment of Fire Departments and Fire Districts in Johnston County,AND WHEREAS, the enlargement of its f ire district has met the approval of the North CarolinaFire Insurance Rating Bureau,NOW THEREFORE, be it resolved that the boundaries of the Claytex Fire District to be served bythe Clayton Fire Department be amended and officially designated and fixed as theBoard regarding placement of fire hydrants on the water line to Cutter Laboratories at ClaytonThe Board discussed this matter at length with Tom Moore, Engineer, Mr-Norris and Mr OliverMr Norris stated that he felt these fire hydrants were of great necessity because of the existingresidences and the future development of this area516October 1, 1974-- -Tr-Mr Moore related the potential maintenance problems that might occur as a result of hydranttaps and also informed the Board that each hydrant would cost 87500 complete and installedAfter much discussion, Commissioner Hoyt Castleberry moved that three fire hydrants be installedalong the new water line to serve Cutter LaboratoriesCommissioner Frank B Holding seconded the motion which was carried unanimouslyThe Board further suggested that guard rails be installed around these hydrants for protectionMr Norris advised the Board that he would take care of the installation of the guard rails5 Water Line to Cutter on Southern Railway Right of WayTom Moore, Engineer, told the Board that Southern Railway had advised that a rental fee of3,17250 per year would be assessed for putting the water line to Cutter council was using for transportation was completely worn out and they were in desparate need of anew bus Mrs Raulerson explained that this bus tOW-as -, used weekly to transport the elderly back andforth to town, social activities, clinics and etc, therefore a request was made for a contribution of3,750 from the county to be matched three to one by the federal government for the purpose of the Board and explained that Oakland Fire Districta Wayne County Fire District extends into a portion of eastern Johnston County Mr Oliver explainedthat Wayne County collects a 15? property tax-from the, residents of this district living in Wayne CountyMr` Oliver further explained that the State laws enables the Board of County Commissionersto levy adistrict fire tax without a vote of the people f at least two thirds of the affected areas propertyowners sign a petition and at a public hearing give their consent Mr Oliver presented a petition withthe necessary signatures from residents in this districtCommissionerFreddie Adams moved that a public hearing be held for the purpose of determiningwhether or not the residents in this area of the Oakland Fire District in Johnston County desire a specialfire tax Time and place to be set at a later dateCommissioner Frank B Holding seconded the motion which was carried unanimously9 Roy Brown Athletic Co- ordinatorRoy Brown, Athletic Co- ordinator, appeared before the Board with reports on recreational needsthroughout areas of Johnston County, along with statistics on matching funds from local sources-The Board discussed this matter at length in effort to come up with a program to meet therecreational needs in Johnston County, and noted from reports that several schools and communities hadsubmitted applications for recreational fundsChairman, Denning asked Commissioners Frank B Holding and Hoyt Castleberry to work with Mr- Brownon this project and to work out some suitable recreation -programAfter a short meeting with Mr Brown during regular session, Commissioner Holding reported thattentative plans were made to put up funds on a 60 - 40 basis, per cent depending on the communitygroups ability to raise money for recreational pu,rpcs;e„ all communities based on same per cent ofparticipation The agencys or schools percentage can not come from funds the county school board hasalready allocated for recreation Commissioner Holding and Commissioner Castleberry further indicatedthat the Board did not want revenue sharing money allocated for recreation spent on supervision, butbasically for capital improvementsThis committee also indicated that there would be a maximum project of 5,000 and a minimum of1,000 and that the county would not advance money until program is implementedi517October 1, 1973 Cont10 Representative - Triangle Housing Development CorporationMr John Herndon, Chairman, Triangle Housing Development Corporation, and Mrs Jeanie Beal,appeared before the Board of County C ommissionersregarding a new regionwide Region J nonprofit agencywhose purpose is to provide moderately priced housing of good quality for people of limited means Itwas explained that Johnston County could participate for a small grant in the amount of 1200 to theTriangle Housing DevelopmentCorporationMr Herndon explained that this corporation which had been organized a year ago to serve Durham,Orange and Wake Counties agreed to expand its area of coverage to include all of Region J, if the otherthree counties of Lee, Johnston and Chatham wanted to participate Mr Herndon further stated that thecorporation had attained low interest loan commitments to build 200 low rent housing units, which wouldgive Johnston County 32 units, if they chose to participate in this programThe Board was informed that this Housing Corporation would not conflict with pub -lie housingagencies in the County since these units would be owned by a private organization and fully taxableCommissioner Frank B Holding moved that Johnston County participate in this housing programand allocate 1200 to the Triangle Housing Development Corporation, subject to the approval and endorse-ment of the Johnston County Planning BoardCommissioner Howard Benton seconded the motion which was carried11 Johnston County Planning Program ReportMr John A Berndt presented the following reportMEMO TO Johnston County Board of CommissionersFROM John A Berndt, Planner, Division of Community ServicesSUBJECT Status of County Planning ProgramThe purpose of this memo is to bring the Johnston County Board of Commissioners up -to -dateregarding the work program undertaken by the Johnston County Planning Board with the assistance of theN C Department of Natural and Economic Resources, Divsion of Community ServicesThe Division of Community Services planner began °working with Mr Grantham and the planningboard in June of this year The planning board expressed concern over the proliferation of mobile homesin the county, and believed that they should be a first priority of study Since mobile homes are justone part of the total housing picture in the county, and since one of the contract elements is toprepare a housing work program, it was decided that mobile homes should be studied as part of the broaderhousing studyTo involve segments of the community interested in housing, an 18 member Housing Task Force wasestablished to study housing conditions in Johnston County, and to make recommendation to the planningboard One meeting of the task force has been held to discuss general housing problems in the countySubsequent meetings will be held pending collection of additional data on mobile homes in the countyMost of the research on mobile homes is being done by the Triangle J Council of Governments, which-0 isexpanding its three-county mobile home study to include the three new counties in °the COG One resultof their study is expected to be a model mobile home ordinance which could`be adopted by the county andlocal governments, if desiredOne item which the planning board felt was vitally important to the county, but was not includedin the DCS contract, was a development plan for the county There was some discussion about amending thecontract to do a velopment plan instead of the Community Facilities Plan and Program, however, since theTriangle J COG is expanding -its regional development guide to include Johnston County, it was decidedto meet with COG planners to determine if the scope -of their plan would meet the needs of the JohnstonCounty Planning Board A special meeting was held with a Triangle J COG staff planner, and it wasdetermined that the COGs Development Guide would be a suitable development plan for the county, andthat the planning board should proceed with the original contract elements Preparation of the countysDevelopment Guide by Triangle J COG will be closely coordinated with the county planning board, withmaximum local input and consultationAn outline for the Johnston County Facilities Plan has been approved by the planning board, anddata is being collected for that plan Items to be incorporated into the plan include administrativefacilities, public safety, public works, education facilities, recreation, libraryfacilities, health facilities, social service facilities, airport facilities, and public utilities Theamount of emphasis placed on any one subject area will vary considerably For example, recreation willbe studied in some detail, while public utilities will be little more than an inventory of existing andproposed facilities The planning board realizes how important it is to avoid overlap and duplicationof effort in the preparation of this plan For example, at its regularly scheduled meeting thisWednesday the planning board is meeting with Mr Roy Brown of the Johnston County Recreation AdvisoryCommittee to discuss the planning boards ,program and how it can assist other recreation efforts in thecountyMention should also be made of the good deal of assistance that is being rendered to the planningboard by David Stanaland, Associate Agricultural Extension Agent Mr Stanaland can serve as an excellentcoordinator of planning board activities between the Division of Community Services planner and TriangleJ COG staff planners With this kind of coordination and cooperation, Johnston County residents canexpect to get the most benefit from each planning dollar expended518October 1, 1973 Cont12 Mental Health Budget AmendedFred Wright, Administrator, Johnston County Mental Health Center, appeared before the Boardof Commissioners requesting that the Mental Health Budget be,amended to include receipts and disburse-ments of 18,000 additional revenue from the North Carolina Department of Mental HealthCommissioner Howard Benton moved that the Johnston County Mental Health budget be amended by18,000Commissioner Hoyt Castleberry seconded the motion which was carried13 County Property - Leased House on North StreetMrs Kathy Lancaster appeared before the Board regarding county property she has leased onNorth Street This property was leased from Dr Davidian and was under leased contract for three 3years, dated May 1, 1972, at the time the county purchased thispr operty_ from Dr Davidian MrsLancaster asked the Board of Commissioners if they would consider renewing her leaseThere was no official action taken on this matter at this time14 Volunteer Services Program - Department of Social ServicesMrs Edith Park, Director of Social Services, advised the Board that there was no money budgetedfor the Volunteer Services Program for the fiscal year 1973 -74 Mrs Park also stated that the Federalparticipation in this program was seventy -five 75 percent and the department had received contributiofrom churches and other groups, therefore, itwas necessary to request only 250 from the County to helpfinance this program However, Mrs Park further explained that she was expecting another contributionof 100 from the Episcopal Church, and if this contribution was made as tentatively approved, it wouldonly be necessary for the county to contribute in the amount of 150Commissioner Howard Benton moved that the county appropriate up to 250 to the Department ofSocial Services Volunteer Services ProgramCommissioner Frank B Holding seconded the motion which was carried15 Engineer- Division of HighwaysPaul - Anderson, District Engineer, and Don Creech, Assistant, visited with the Board of CountyCommissioners16 Representatives Micro RecreationWilliam Pierce, Principal Micro School, Community delegates and Town Officials appeared beforethe Board regarding recreation funds for the Micro Community Mr Pierce stated that the total projectwas estimated at 7500 and local funds available for the project are 1500Atthis timethe Board explained the formula that they had tentatively worked out on thedistribution of revenue sharing monies appropriated for recreational programs in the county, and advisedthis group to begin work on implementationa,t once17 Johnston Memorial Hospital - Improvements NeededMr J Marvin Johnson, Chairman, Mr Hubert Massengill, Johnston Memorial Hospital Board ofTrustees and Mr L1oydGilbert, Administrator, met with the Board regarding improvements and equipmentneeded at the hospital Mr Johnson told the Board that the hospital,needed new medical equipmentMr Gilbert related that the original 100 bed center section of the hospital needed renovating andnewexpanded- facilities Mr Gilbert further stated that he wanted to advise the Board of Commissionersthat the hospital board was seriously considering major renovationsMr Gilbert also informed the Board that the Johnston Memorial Hospital was receiving a grantfrom Duke Endowment in the amount of 65,00018 State Airport Grant - Contract AgreementCommissioner Howard Benton moved that the following contract agreement be adoptedCONTRACT AGREEMENTFOR STATE AID TO LOCAL AIRPORT DEVELOPMENTThis agreement made and entered into this lst day of October, 19739 by and between the NorthCarolina Department of Conservaton and Development,hereinafter called the Department of Conservationand Development, party,of the first part, and Johnston County, party of the second part;WITNESSETHThat Whereas, the Johnston County has made a formal application to the North CarolinaDepartment of Conservation and Development for State financial aid for airport development andmaintenance, and whereas the North Carolina Department of Conservation and Development, acting inaccordance with House Bill No 296 of 1967 session laws of the State of North Carolina, has reviewedthe aforesaid application and at a board meeting held in Elizabeth City on the 27th day of August, 1973,approved a grant in the amount of 81,25000 which represents 12 per cent of the total estimatedconstruction cost as described on the applicationsi1519October 1,- 1973 ContNOW THEREFORE, the parties do mutually agree as follows1 That Johnston County shall commence the described construction within 360 days from thedate of this contract2 That the Department of Conservation and Development will issue its voucher in the amountof 31,25000 or a lesser amount not to exceed 1221, of the latest revised estimated construction costs3 That Johnston County shall permit free access to its accounts and records by officialrepresentative of the State of North Carolina for the purpose of such audit or determination is neededto insure compliance with the authorizing act4 That if Johnston County shall have expended an amount less than stated in the latest revisedaccepted application, reimbursement will be made to the North Carolina Department of Conservation andDevelopment in an amount equal to the excess of 12210 of the actual approved and accepted cost5 That Johnston County agrees that in the event the approved project is not commenced withthe prescribed time period, that this contract shall become null and void unless a subsequent extensionis granted by the Department of Conservation and Development Any State funds obligated, to this projectshall revert to an unencumbered balance upon the dissolution of this agreement6 That Johnston County will cause the expenditure of State funds granted under this agreementto
