Wildlife PreserveMr Rudolph Howell appeared before the Board of Commissioners and asked the Board to authorizethe appointment of Mr E M Denning as a special deputy to patrol some 2,000 acres of R A Howellland designated as a Wildlife Preserve and the land of R A Howell contiguous to the Wildlife Preserve,this property located in Bentonville and Ingrams TownshipAfter discussion, Commissioner Howard Benton moved that Sheriff Rayford Oliver be authorized toappoint Mr E M Denning as a special deputy, at no cost to the county, and that Mr Dennings jurisdic-tion be restricted to Mr Howells property within br-?contiguous to the Wildlife Preserve located inBentonville and Ingrams TownshipsCommissioner Freddie Adams seconded the motion which was carried2 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the October 1, 1973 board meetingCommissioner Howard Benton moved that the minutes of the October 1, 1973 board meeting beapproved as recordedCommissioner Freddie Adams seconded the motion which was carried3 Local Health Program Expansion OfferedMrs Helen Ray, Acting Director, Johnston County Health Department, presented a proposalconcerning the possibility of additional State participation for the Johnston County Health Departmentbeginning July 1, 1974 Mrs Ray further explained that this was an experimental project and the StateGovernment would assume 40 percent of the cost of delivering public health service in Johnston County,where as at the present the State funds cover about 12 percent of the County Health Department expensesIn a written proposal to the Board the following facts were outlined1 The agreement must have approval of Board of Health and Board of Commissioners2 State would bear approximately 40 of the cost of delivery of services3 There would be a contact person in the state4 Position and responsibilities of the local Health Director would not change5 All employees of the Johnston County Health Department would become state employees6 Thelocal Board of Health would continue to have its legal responsibilities7 All the money county parts included would be handled by the State and they in turnwould write all the checks, etcThe Board of Commissioners indicated that they were not interested in this proposal at this timeunless the Board of Health insisted522November 5, 1973 Cont4 Secondary Road # 2106 - Tax ExemptionW H Britt, Tax Supervisor, appeared before the Board and advised that due to revised legislatiGS 105 -284 all property, real and personal, would bg assessed for taxation at the value establishedunder this statute, which is true value in moneys thus beginning January 1, 1974, the appraised valueof property must be used as its tax value, therefore, abolishing the assessment ratio in all countiesMr Britt also advised that the Senior Citizens exemption Tax Relief for the Elderly and thePoor had been increased to 5,000 including real and personal property if used by the owner for personalpurposes Mr Britt further advised the Board of the Repeal of Dog Licenses Tax new GS 153 -153 ,Commissioner Frank B Holding, after discussion of the above, moved that the Tax Supervisor be authorizedto list dogs for privilege licenses or registration tax for the year 1974 as in the pastCommissioner Hoyt Castleberry seconded the motion ,which was carried21 Mrs Wallace Ashley, Jr, Bicentennial Chairman ResignsMrs Wallace Ashley, Jr submitted her resignation as Johnston County Bicentennial Chairman22 Landfill Report -
