May 7, 1973 - Regular1 6Fit width44a,Meeting of Board of Commissioners for the County of JohnstonMay 7, 1973The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse,S mithfield, North Carolina, May 7, 1973, at 1000 - oclock am, withthe following members presentNorman C Denning, Chairman, Frank B Holding, Howard Benton and,Hoyt CastleberryMember Absent Freddie -AdamsCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transacted1 Road Petition - S R # 1700Mr B M Creech and other property owners on S R # 1700 in Wilders Township appeared beforethe Board petitioning that this road be pavedCommissioner Hoyt Castleberry moved that the petition be mailed to the North Carolina StateHighway Commission in Wilson, North Carolina, with the Boards recommendation for considerationCommissioner Howard Benton, seconded the motion which was carried2 Road Petition - S R # 1327Commissioner Howard Benton presented the Board with a road petition from property owners onS R # 1327 in Elevation Township, the petition requesting that this road be pavedCommissioner Howard Benton moved that the petition be mailed to the North Carolina StateHighway Commission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Hoyt Castleberry seconded the motion which was carried3 ReportsThe following reports were filed with the BoardLeon Allen Extension ServiceM W Knott Electrical InspectorHarper Godwin Tax CollectorRubert C Barbour Dog WardenLibrary WrittenWilson Broadwell Civil DefenseMr Knott again talked with the Board about a full -time county inspection office Mr Knottexplained that the electrical inspections were getting extremely heavy The Board advised Mr Knottto get some help at times when needed and that they would take his recommendationsttnder advisement4 Minutes Approved1973The Board of Commissioners reviewed the minutes of the Board meetings of April 2, 9 and 24,Commissioner Howard Benton moved that,the minutes of the above meetings be approved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously5 Manpower Data Analysis - BudgetPaul Keller, Director, Johnston County Community Action, and a member of the Region J ManpowerArea Planning Committee, presented the Board of Commissioners with the approved Manpower budget forfederal funded programs for Johnston County, and also for other counties in Region J for the comingfiscal year 143,996 has been earmarked for Johnston County for two programs, NYC and auto mechanicsat Johnston Technical Institute, with the Board of Education as sponsoring agency Mr Kellerisrequesting 98,600 in addition to the 143,996 to set up an NYC program for school dropouts, which wouldprovide 32 hours of work plus job trainingMr Keller strongly emphasized that manpower money was allocated to the State and Region J onthe basis of a formula which took into account the work force, number of unemployed and number of personsbelow the poverty line, and he felt that Johnston Countys situation played a large part in determiningthe amount of money received by the region However, when fund allocation was decided within the regionthe programs were allocated on a historical basis Mr Keller further emphasized that the JohnstonCounty Board of Commissioners should request additional federal funds from manpower and urge reconsider-ation of the allocation of funds for Johnston CountyAfter discussion, the Board agreed to authorize Chairman Norman C Denning to write a letterto the Regional Manpower Committee requesting reconsideration of the allocation of funds from Manpowerto Johnston County? IIi llMay 7, 1973 ContMr Keller further urged that a County Commissioner attend the next meeting of the regionalcommittee to help encourage approval of additional funds Commissioner Howard Benton stated that hewould try to attend6 County To Pay Grand Jury OfficerMr James C Woodard, Clerkof Superior Court, appeared before the Board and advised that upuntil this time the State had been paying the Grand Jury Officer, but he had been advised that theState is not authorized and can not continue paying this officerCommissioner Frank B Holding moved that the county pay the officerof the Johnston CountyGrand Jury at the rate of 8 per day for services rendered to the Grand JuryCommissioner Hoyt Castleberry seconded the motion which was carried7 County Planning Grant ApprovedMr N B Grantham appeared before the Board and introduced Mr Bob Hinshaw with the Divisionof Community Services, North Carolina Department of Natural and Economic Resources,The Board was advised of notification by the North Carolina Department of Natural and EconomicResources that a Federal Urban Planning Assistance Grant had been approved for the County of Johnston,and a proposed contract, designated County Contract No CPA- NC -04 -19 -1035, between the County andNorth Carolina Department of Natural and Economic Resources for the provision of planning services waspresented and discussed; that, under the terms of the said contract, the County will pay a total of2,60000 as its share of the planning costs, the same being due on August 10, 1973-Commissioner Howard Benton introduced the following resolution, which was readBE IT RESOLVED, by the Board of Commissioners of the County of Johnston1 That the contract between the County of Johnston and the North Carolina Department of Naturaland Economic Resources be and the same is hereby approved2 That the Chairman and the County Clerk be and they are hereby authorized to sign and executethe said contract for and on behalf of the County of Johnston and forward the same to the North CarolinaDepartment of Natural and Economic Resources3 That upon final execution a copy of the said contract be filed with the minutesUpon motion of Commissioner Howard Benton, seconded by Commissioner Frank B Holding, saidresolution was unanimously passedI, Eleanor N Creech, Clerk for the County of Johnston, Smithfield, North Carolina, do herebycertify that the foregoing is a true copy of so much of the proceedings of the Board of Commissionersof the County of Johnston, at a meeting held on May 7, 1973, as related to the contract between theCounty andthe North Carolina Department of Natural and Economic Resources, relative to the County ofJohnston planning projectWitness my hand and the corporate seal of the said County of Johnston, this the 8th day ofMay, 1973SEAL Eleanor N Creech, ClerkBoard of Commissioners8 Soil Mapping Johnston CountyMr N B Grantham, Chairman, Johnston County Planning Board presented the Johnston CountyBoard of Commissioners with recommendations that county funds be appropriated for soil mapping ofJohnston County Mr Grantham stated that a complete soil map will eventually be needed in land useplanning Mr Grantham stated in a letterto Norman C Denning, Chairman, that since this survey isessential to planning efforts in Johnston County, the Planning Board recommen s that the JohnstonCounty Commissioners meet with the Johnston Soil Conservation District and support efforts to speed upthis surveyIn discussion, the Commissioners expressed strong opposition to county funds being spent fora soil mapping survey In Johnston County and took no official action on this matter at this time9 Sanitary Landfill ProposalMr N B Grantham, Chairman, Johnston County Planning Board, presented to the Board ofCommissioners a proposed Management Program for Solid Waste Disposal in Johnston County prepared bythe Johnston County Planning Board Chairman Denning stated that the Board had been waiting for -thisproposal and expressed appreciation to Mr Grantham and his Board for the work done on the Solid WastePlan Chairman Denning asked Commissioners Frank B Holding, Freddie Adams and Hoyt Castleberry toreview and study this plan and report back to the Board of Commissioners with recommendations as soonas possibleMr Grantham further emphasized that this proposal meets the approval of the North CarolinaState Board of Health41,50M,qy Cont10 Newton Grove Fire District -__Sampson and Johnston Counties - County BuildingsAt -this time, repairs were discussed at the Courthouse and Annex buildings, Chairman Norman CDenning appointed Commissioner Frank B Holding to be in charge of repairs of county buildings for athree month period April, May and June18 County Recreation DiscussedThe Board of Commissioners and Mr E S Simpson, Superintendent of Public Instruction, discusseat length tentative plans for a county wide recreation program directed by the school system TheJohnston County Board of Education has discussed appropriating funds 16,000 in next years schoolbudget to make playgrounds and gymnasiums available for public use after school and on week -ends TheBoard of Education has proposed that most of the appropriation would be used for supervisionCommissioner Frank B Holding emphasized that the money should be used for equipment and out -doorfacilities instead of administration and suggested that the Board of Education seek volunteer help tosupervise the recreation programMr Simpson stated that it was his feeling that qualified and consistent volunteer help for aprogram such as this would be very difficult to find452May 7, 1973 Cont19 Mental Health Request-Revenue Sharing FundsMr Fred Wright; Administrator, Johnston Countr Mental Health Center, appeared before the Boardof Commissioners requesting Federal Revenue Sharing Funds in the amount of 1459000 to provide in-patient psychiatric services and to expand out - patient services toward the development of a ComprehensivMental Health Center Mr Wright further explained that 125,000 would be used to implement the openingand operation of the in- patient area by Johnston Memorial Hospital and the remaining 20,000 for out-patient operations at the Mental Health Center - use of these funds to begin July 19 1973 Mr Wrightalso informed the Board that he had plans to interview a psychiatrist next week for full -time employmentat the Mental Health Center The Board was very attentive to Mr Wrights request Commissioner FrankB Holding stating that the in- patient unit at the Mental Health Center needs tobe activatedAfter much discussion the Board of Commissioners took no official action on the RevenueSharing request at this time20 Mental Health Budget AmendedMr Fred Wright, Administrator, Johnston County Mental Health Center, advised the Board ofCommissioners that the South Central Regional Alcoholism Program had granted the Johnston County MentalHealth Center 3,86000 to be identified as Alcoholism Grant # 3, to be used from April 11 1973 toJune 30, 1973, and requested that the Mental Health Fund Budget be amended by 3986000After discussion, Commissioner Howard Benton moved that the Johnston County Mental HealthBudget be amended in the amount of 3,86000 and identified as Alcoholism Grant # 3 and disbursed inthe following manner 1;50000 Devendra Sharma, M D ContractualM D Services to Alcoholism 1150000 Johnston Memorial Hospital - Tax ProblemMr C E Bingham of Smithfield appeared before the Board of Commissioners with a tax probleminvolving the 1967 taxes on a house and lot,on North 4th Streets Smithfield, owned by Grady Poston 1967Mr Bingham explained that this property had changed owners several times, and it seems that the 1967taxes have not been paid Mr Bingham stated that he did not feel that he should be responsible forthe 1967 taxes on this property, since he did not get the property until 1968 Mr Bingham explainedthat he paid the 1968 taxes in the name of James Clifton BallanceHarper,Godwin, Tax Collector present -at this time, advised the Board that he would work withMr Bingham on this matter and if they could not get it straighten out-they would come back before theBoard ,22 Johnston County,Rescue Squad Association Budget Request for 1973 -74Bruce Creekmore, Smithfield, Art Mercer, Clayton and Tony Johnson, Four Oaks, - members of -theJohnston County Rescue Squad Association, appeared before the Board of Commissioners requestingfinancial assistance for the 1973 -74 fiscal year in the amount of 104,700 for rescue squads throughoutthe countyMr Creekmore supported their request with facts and figures based on calls for assistancereceived during the first quarter of 1973 565and the year 19721292 These squads provide rescueand ambulance service by volunteer help - which requires time,,and dedicated effort Mr Creekmorefurther stated that they plan to take a request before the Town,Boards also ,Mr Johnson stated with financial assistance from the county and towns and the dedicatedservices of the 145members of the Counties seven rescue units they could handle the ambulance and_rescue service in Johnston County_, and would like to have the opportunity to tryMr Creekmore presented to the Board an itemized budget request for 1973 -74 in the followingform1 300 per month per squad for operating expenses2 Clayton - Johnston County AirportPershing Braswell, Smithfield and Jerry Moore, West Smithfield, appeared before the Boardexpressing opposition to the Countys plans to build a County Airport Mr Braswell stated that itwas his feeling that the county should support more projects for the people, such as the rescue squadrequest that was presented, he feels that Johnston County does not need an airport and that it couldnever become self- supportingMr Moore stated that an airport at the proposed site would be hazardous and cause air pollutionto the Whitley Heights sub-divisionThe_Board of Commissioners after listening very attentively to this opposition informed MrBraswell and Mr Moore that they would have the opportunity to request a public hearing on the JohnstonCounty Airport project, at which the,Federal Government would be present and if the site proveddetrimental in any way it would not be approved by the Federal Government24 Request for Old Mobile Units from Sheriffs OfficeJiggs Broadwell, Director, Johnston County Civil Defense, approached the Board and asked theCounty for the old mobile units from the Sheriffs Department for-Civil Defense to be used by theAuxiliary Police Mr Broadwdrl stated that he felt like the Auxiliary Police needed communicationequipment;The Board advised Mr Broadwell that the County was obligated to place these old units in theCounty Fire Departments and Rescue Squads - vehicles, however he could work with Chairman Denning onthis matter25 Selma Rescue Squad - RadiosDiggs, Broadwell advised the Board that a base station had been donated to the Selma RescueSquad and asked the Board if they could get two mobile units, instead of one 1 mobile unit and onebase station as originally plannedThe Board gave their approval to this request26 Access Road to Cutter LaboratoriesCommissioner Frank B Holding moved that the Johnston County Board of Commissioners request theNorth Carolina State Highway Commission to build an access road to Cutter Laboratories off highway 70near Clayton, N CCommissioner Hoyt Castleberry seconded the motion which was-carried27 Payment to S T Wooten Construction CompanyCommissioner Frank B Holding moved that S T Wooten Construction Company be paid in theamount of 13,85560 for paving the parking lot area as per contractCommissioner Hoyt Castleberry seconded the motion which was carriedUpon a motion by Commissioner Howard Benton and duly seconded by Commissioner Frank B Holdingand carried, the Board recessed to meet again Monday, May 7, 1973, at 730 pm for the purpose ofa public hearing on the Johnston Technical Institute site, and other unfinished businessEleanor N Cree ClerkNorman C Denning, Chairman it
