Previous page1 2Fit width4S4Meeting of Board of Commissioners for the County of JohnstonMay 7, 1973The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, May 7, 1973, at 730 pm, for thepurpose of a public hearing on the Johnston Technical Institute site The following Board members werepresentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneJohnston Technical InstitfiteBoard of Trustees W R Britt, Chairman, Mrs Robert L Holt,John Shallcross; Dr C C Sox, Mrs, J Don Johnson, N L Canaady, M L Wilson, Edward L White, E JCorbett, Jr, Shelton Benson, Stanley C Peele -and Dr John N DenningMembers Absent NoneChairman Norman C Denning opened the hearing by recognizing W R Britt, Chairman, Board ofTrusteesMr Britt stated that the Board of Trustees had been looking for a suitable site for the newJohnston Technical Institute campus for some time and had consulted outside experts for help MrBritt introduced Mr Ezra Meir, Engineering Consultant of Raleigh, who acknowledged,thatsoil conditionsat the Smith site were suitable for one or two story buildings, but for more than two stories it wouldrequire f oundat ion re inf orcements Mr Meir s tated that this property has `a high water tabl e whichprevents water runoff in this area during heavy rains, however, he- explained that this could beeliminated with proper engineering Mr Meir concluded by saying he saw nothing alarming about thecondition of this site - that you can build one or two story buildings in a normal mannerMr Thomas Anderson of Community Planning Associates, consulting firm of Raleigh; stated thatthe Smith property seems excellent for campus development - that 95 of the property can be used for-building and parking if needed because of its rectangular shape Mr Anderson further stated that thisproperty meets all criteria for a good building siteMr Vincent Outland, Director of Facility Planning, North Carolina Department of CommunityColleges, advised the-Board of Commissioners that the Board of Trustees looked at a number of sitesand asked the Department of Community Colleges to come and look at the sites`, which they did - andthey favored the Smith property Mr Outland pointed out the accessibility from all parts of thecounty and stated that it seems to be adequate for future growthChairman Denning recognized at this time the delegation and commended them for showing enoughinterest in the Technical Institute to attend this public hearing-Chairman Denning at this time askedfor opinions from anyone who wished to be heardMrs J Don Johnson of Benson and Shelton Benson of Route # 1, Angier, favored and expressedexpansion of the present campus since the land adjacent to the present institute is available, butindicated to the Board of County Commissioners that they would accept and support the final decisionwhatever it might be and thanked the Board of Commissioners for holding this hearingMr Bill Canaday of Four Oaks asked if other sites were considered and if the Board of Trusteesjust disregarded other sites W R Britt again explained that many sites were considered and visitedTrustees Ed White of Pine Level stated that the committee had worked night and day consideringsites and further explained that the water level at the Smith property site was the same ,at Sylvafiiaand Shallcross, just a matter of getting water off, there would be no problem with water levelSarah Ann Sasser of Smithfield stated that this site Smith property would be an excellentsite, since its located at the crossroads of the county - its visibility from a major highway she feelswill encourage the community to take advantage of many opportunities Mrs Sasser also noted that itwould be convenient for student nurses at the institute to coordinate work at the hospitalBill Barnes of Smithfield, a -1 student-at-the University of North Carolina, asked the CountyCommissioners and Board of Trustees to consider`perserving as much of the natural beauty at this siteas possible, especially the large pine treesThe Board of County Commissioners expressed much concern about making the right decision inselecting the proper and most suitable site for the newTechnical Institute campus, however, they alsofeel, as expressed that they must respect the wisdon of the Board of Trustees The Board of Commissionerfurther stated that their questions about this site Smith property had been answered-After discussion, Commissioner Freddie Adams moved, upon the recommendation of the JohnstonTechnical Institute Board of Trustees, and with the cooperation of the North Carolina State Departmentof Community Colleges, that the County of Johnston purchase the William Smith property located at,theintersection of I -95 and ,70, east of Smithfield, for the new campus site of the Johnston TechnicalInstitute Commissioner Adams further movedthat the General Fund Budgettbe amended by appropriating90,000 form unencumbered surplus to the Johnston Technical Institute Acc6 -,Unt f -or the purchase ? ofLthispropertyCommissioner Hoyt Castleberry seconded the motion which was carried unanimously1455May 7, 197`3 Cont2 Water and Sewer Contracts to Cutter Laboratories Awarded TankN CCommissioner Hoyt Castleberry moved that Rogers - Construction Company of Smithfield, low bidder,be awarliqthe contract to run water and sewer lines to Cutter Laboratoriesplant site southeast ofClayton, connecting the plant with the Town of ClaytonCommissioner Castleberry further moved that Universal Tank and Iron Works, Inc, of IndianapolisIndiana, be awarded the contract for construction of a pedestal -type water tankat a price of 112,7730Commissioner Howard Benton seconded the motions which were carried unanimously3 Resolution - Revenue Sharing Funds to Board of EducationCommissioner Frank B Holding introduced the following resolution and moved its adoptionA RESOLUTION ESTABLISHING A CAPITAL IMPROVEMENT AND CONSTRUCTION FUNDBE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF JOHNSTON COUNTYSection I The 1972 --73 budget resolution of Johnston County adopted on July 13,1972 and appearing at page 375 of the Minute Book of the Board of Commissioners of JohnstonCounty is amended by inserting therein a new fund as followsCAPITAL IMPROVEMENT AND CONSTRUCTION FUNDAppropriationsJohnston County Schools for Construction Projects 235900000RevenueContribution from Revenue Sharing Trust Fund 235,00000Section II This resolution is effective upon its adoptionCommissioner Freddie Adams seconded the motion which was carried unanimously4 Road Petition - S R # 1989Pernell G Wilder presented the Board of Commissioners with a road petition from propertyowners on S R # 1989 in Wilsons Mills Township requesting that this road be pavedCommissioner Frank B Holding moved that this petition be mailed to the North Carolina StateHighway Commission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Freddie Adams seconded the motion which was carried5 Clean -up Program for County DiscussedThe Board discussed a clean -up campaign for Johnston County, and stated that it would?be agood-program this summer, could provide summer jobs for youth The Board discussed the possibilityof purchasing a used dump truck to help, keep the county clean and asked Commissioners Frank B Holdingand Freddie Adams to check into thisUpon a motion by Commissioner Howard Benton and duly seconded by Commissioner Hoyt Castleberryand carried the Board recessed to meet again Wednesday, May 16, 1973, at 8 oclock pmNorman C Denning, Chairman1eanor N Creech Clerk
