1974Paul Anderson, District Engineer, along with David R Roberts, Division Engineer and T E Ricks,Secondary Road Councilman, appeared before the Board and discussed at length secondary roads, conditionsand allocations for Johnston CountyMr Paul Anderson, District Engineer, withthe Division of Highways, North Carolina StateDepartment of Transportation and Highway Safety, appeared before the Board and presented the SecondaryRoad Program for Paving for 1973 - I -40The Board of Commissioners was requested by the Triangle J Council of Governments to suggest thenames of three or four people who would be suitable for membership on a fourteen 14 member advisorycommittee to review the proposed routings of Interstate Highway 40 through Region J, which includesJohnston, Wake, Chatham, Durham, Lee and Orange CountiesAfter discussion, Commissioner Howard Benton moved that the following named persons be submittedfor consideration by Chairman Tom Bradshaw to serve on the Regional Advisory Committee to study therouting of I -40 through Johnston County and Region JMr James W Rose, Benson, North CarolinaMr John Shallcross, Smithfield, North CarolinaMrs Macy Hoyle, Smithfield, North CarolinaCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Land Use Plan in9 f ar _Johnston ;County Mr M A Morgan and David Stanaland of the Johnston County Planning Board talked with the Boardregarding land use planning for Johnston County Mr Morgan invited the Commissioners to meet with thePlanning Board and consultants from North Carolina State Universitys Extension Service, who willexplainwhat to do about land use planning A tentative meeting date was set for December 10, 19735 Representative Named to Governors Energy PanelCommissioner Freddie Adams moved that Wilson Jiggs Broadwell, Civil Preparedness Coordinator forJohnston County, be appointed to serve as the local contact on the Governors Energy PanelCommissioner Hoyt Castleberry seconded the motion which was carried unanimously6 Rental of County PropertySam Stallings, Jr, representing a client, talked with the Board regarding the rental of acertain office building owned by the countyThe Board advised Mr Stallings that it had not, as of this date, been decided whether or notthis property would be rented7 Landscaping - Parking Lots - Courthouse AreaBobby Stanley of Willard Stanleys Seed Store, Smithfield, North Carolina, employed by theSmithfield Garden Club to do the landscaping of the parking lots, met with the Board regarding thisproject and ,a few minor changes in walkways and size of plantingsThe Board agreed to use a concrete walkway, which will be cheaper than brick, and to increase thesize of some of theplant ings Upon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberry andcarried the Board adjournedsEleanor N Creech, ClerkNorman C Denning, Chairman
