Board of EducationMr Ray Boyette, Chairman, Johnston County Board of Education, other board members, along withMr E S Simpson, Superintendent and Assistant Superintendents, met with the Board and presented theirbudget request for 1973 -74Mr Boyette concluded their request by asking the Board of Commissioners for 250,000 of nextyears revenue sharing moneyThe Board of Commissioners, along with the Board of Education, discussed this budget requestat length, but took no action at this time pending further budget work2 Recreation Advisory Committee - Budget Re uestMr Roy Brown, Chairman, of the recently organized Johnston County Recreation Advisory Committee,and other committee members met with the Board and presented the following recommendations1 Request an ordinance or resolution to create a recreation commission for Johnston County2 Employ a planning consultant to develop a master plan for sound recreational growth in theCounty Charlie Stott, a private consultant from Raleigh, is suggested as an advisor11 3 Employ a professional recreation director for the county program4 Request approval of the following budgetMay 10, 1973Professional study for master planProgram, activities, material, and suppliesSpecial eventsMaintenance equipmentProfessional meetingsOffice supplies and equipmentTelephoneSecretaryProfessional parks and recreation administratorPayroll taxes and fringe benefitsTransportationBudget Committee5,000005000050000250001,00000500003,0000013,000002,000002,00000 27975000Roy Brown, ChairmanWilliam ClaytonRalph TompkinsBruce CoatsSam GodwinRoss LaneKaye Castleberry458May 23, 1973 ContMr Brown also introduced Mr Charles Stott of Raleigh, a Recreational Planning Consultant, whohas been assisting the Recreation Advisory Committee Mr Stott talked with the Board at length regard-ing parks and recreation in Johnston County Mr Stott emphasized the need for recreation and advisedthat this is an excellent way to improve family life and help communities MrStott further stated -that careful planning can develop a good comprehensive programThe Board expressed feelings that the county needs more facilities rather than supervisionat this time, but would like to work toward parks and recreation and explained to Mr Stott that theschools are planning some type of recreation program Mr Stott told the Board of Commissioners thatthe school system has its own mission in recreation and can not provide the proper programs forcommunitiesIn conclusion the Board expressed a desire to give this a great deal of `study before movingahead with a county -wide recreation program, however, thanked Mr Stott and the,Recreation AdvisoryCommittee for appearing3 Library Board Presents 1973 -74 Budget RequestMr James Ellerbe, Chairman, Library Board, Mrs Raleigh Griffin, Board Member and Mr WilliamWard, Director, presented the Library budget request for 1973 -74It was discussed that the County during the year 72 -73 had appropriated an additional 6,000to help pay the salary of a new Library Director The Town of Smithfield was asked for the same amount6,000, but have failed to met this request Since the County of Johnston and the Town of Smithfieldoperates the Library on a 50 -50 basis, the Board of County Commissioners have asked Mr Ellerbe toapproach the Town Board again about this 6,000 request and find out what they intend to do before theCounty, makes any budget commitment for 1973 -74Commissioner Howard Benton stated that he feels the Library request is very reasonable, however,the Board took no official action on the request at this time pending further budget study4 Fire Departments - Budget RequestMembers of the Johnston County Firemens Association appeared before the Board of Commissionersrequesting 200 per month for each fire department in the County for the fiscal year 1973 -74Mr Aaron Wood, Chief, Blackmans Crossroads Fire Department, advised that the fire departmentsjust can not survive anylonger on the 125 per month because of the increased cost of equipment MrWood further stated that the people of Johnston County are getting a lot more in fire protection thanthey are paying forMr Hugh Talton, Smithfield Fire Chief, told the Board that the County Firemens Associationwould like to request for M J Oliver, Fire Marshall, a salary that would be in keeping, with his timeand duties Mr Talton also stated that Mr Olivers job was suppose to be part- time, but he wasputting in full -time with the County - the job was requiring full -time dutyThe Board took no action at this timeUpon a motion by Commissioner Freddie Adams`, duly seconded by Commissioner Frank B Holding andcarried the Board recessed-to meet again Monday, May 28, 1973, at 8 oclock pmNorman C Denning, ChairmanEleanor N Cre c , Clerkis
