1 2Fit width456Meeting of Board of Commissioners forthe County of JohnstonMay 16, 1973The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse,- Smithfield,, North Carolina, May 16; 1973, at 8 -- oclock pm, with thefollowing members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneThe following business was transacted1 Health Department - Budget Request 1973 -74Mrs Hel en Ray, Acting Director, presented the Health Department budget request for 1973 -74The Board listened very attentively to Mrs Rays request, but took no official action pendingfurther budget studyHowever, in Mrs Rays request the Board noted a request for dental services rendered by DrN VanderMeer at a very reasonable-cost fro the County Dr VanderMeer works in the schools duringschool term Mrs Ray stated that Dr VanderMeer did not have a suitable place to work this summer,and advised the Board that space used at the hospital last summer was not suitable, the room was verysmall and hotCommissioner Frank B Holding moved that Johnston Memorial Hospital make the necessaryarrangements for adequate and comfortable office space for Dr Vandermeer to- render dental servicesthis summerCommissioner Hoyt Castleberry seconded the motion which was carried2 Extension Service - Budget Request 1973 -74Mr C W Tarlton, Extension Chairman, presented his budget request for 1973 -74The Board took no action at this time pending further budget studyMr Tarlton further advised the Board that the auditorium at the Agriculture Building neededpaintingAfter discussion, Commissioner Frank B Holding moved -that Mr, Tarlton be instructed to get theauditorium painted at the best - possible price and further_ moved that funds to cover this expenditurebe transferred from the Contingent Fund 1081300 and appropriated to the Agriculture BuildingMaintenance Fund, account # 100-50315Commissioner Freddie Adams seconded the motion which was carried unanimously3 Oil Tank at Agriculture BuildingC W Tarlton also talked with the Board regarding problems with the oil tank at the AgricultureBuilding Mr Tarlton explained that water wa-s getting into the tank and that•he hadto have the tankpumped out several times Mr Tarlton stated that at the present time he had a temporary tank setupabove ground until he could get the underground tank repairedCommissioner Frank B Holding moved that Mr Tarlton be instructed to correct the deficiencyin the oil tank at the-Agriculture Building, and if necessary, that funds be transferred from theContingent Fund1081300 and appropriatedto the Agriculture Building Maintenance Fund, account1050315 to cover this expenditureCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Sheriffs Department - Budget Request 1973 -74Mr RayfordOliver, Sheriff, presented his budget request for 1973 -74 for the SheriffsDepartment and the county jailThe Board took no action at this time pending further budget study5 State -Man dated Child Welfare Services - Funds CutCommissioner Frank B Holding called to the attention of the Board of Commissioners the matterconcerning withdrawal of State support for State - Mandated Child Welfare services - these services forfour child -care programs; adoption service, temporary foster -home care, juvenile probation counselingand child abuse protection Commissioner Holding further stated that he had had many calls,regardingthe cut back of these state funds and that he was very concerned It was also noted that RevenueSharing money can not be used for these servicesDr T M Daniel appeared before the Board and expressed much concern regarding the cut -backof these child -care services and indicated to the Board that he very sincerely hopes these serviceswill be continuedAfter much discussion, Commissioner Frank B Holding moved that the Johnston County Board ofCommissioner express its concern regarding the withdrawal of State funds for State - Mandated ChildWelfare Services and request Johnston Countys legislators to strongly support the refunding of thesechild-care programsri47May 16, 1973 ContCommissioner Howard Benton seconded the motion which was carriedCommissioner Frank B Holding and CommissionerFreddie Adams contacted Johnston Countyslegislators during this meeting regarding above orderUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Bentonand carried the Board recessed to meet again Wednesday, May 23, 1973, at 7 oclock pmNorman C Denning, Chairmanleanor N Creec Clerk
