S R # 1700Mr B M Creech of Oneals Township appeared before the Board requesting that the remainingportion of SR # 1700 about 2 miles be paved The Board explained the priority system to Mr Creechand advised that he may want to forward another petition to the State Highway Commission6 Paul Keller - Manpower Area Planning CouncilPaul Keller, Executive Director, Johnston County Community Action, appeared before the Boardand discussed the Manpower Area Planning Council-and activities in this region Mr Keller stated thathe had been attending council meetings and that Johnston County had not been represented, counties haveseats on Manpower Council, if the county is not represented it will not know what is happening in theregion Money-has been granted to Manpower,, if the counties have no recommendations funds will not beallocated to regions Mr Keller suggested that Johnston County stay with the Region J Council ofGovernments7 ReportsThe following reports were filed with the BoardHarper GodwinFire MarshallElectrical InspectorLibraryVeterans Service OfficerWilson BroadwellTax CollectorWrittenWrittenWrittenWritten January FebruaryCivil Defense8 Discussion Property ForeclosureHarper Godwin, Tax Collector, called to the attention,of the Board several pieces of propertyreal estate remaining on the tax books as far back as 1928 where taxes have not been paid MrGodwin emphasized that this property should be foreclosed by the county and put up for saleAfter discussion the Board encouraged Mr Godwin and Miss Rhetta Martin, Tax Attorney, to workon this and try to clear up some of this property9 Grant - LEAA Law Enforcement Assistance Administration to County for Additional DeputiesMr Jim Liles of the Triangle Commission on Criminal Justice Region J appeared before theBoard of Commissioners and explained that the Governors Committee on Law and Order had approved a13,500 grant to assist Johnston County in employing three 3 additional deputies Johnston Countysshare will be 4,500, this grant to cover just one year, but renewal of grants for two or three yearsalmost certain, according to Mr Liles It was noted that Johnston County Sheriffs Department was themost undermanned law enforcement agency in Region JSheriff Rayford Oliver advised the Board that with three additional deputies, this would givehim the opportunity to assign special investigation duty to one or two of his more experienced menMr Liles also advised the Board of Commissioners that the Governors Committee had tentativelyapproved a 50,000 grant for remodeling of the Johnston County Jail and stated that this was a numberone priority of funding Mr Liles further explained that this grant would have to be matched dollarfor dollar by county funds, but they did not need a final decision by the Board at this time on theJail grant Sheriff Oliver remarked that there was a lot of work needed in the county jail and suggestedthat the County Board consider hiring an architect to draw plans for remodeling and do as much work ascan be done with available fundsAfter much discussion, Commissioner Freddie Adams moved that the following resolution be adoptedFROM Johnston County Board of CommissionersTO Committee On Law and OrderThe Board of County Commissioners of Johnston County has reviewed the attached planentitled Three Deputy Sheriffs prepared by the Sheriff of Johnston County for submission to theNorth Carolina Committee on Law and Order requesting funding in the amount of 13,50000 for which alocal matching contribution of 4,50000 will be required from the above namedgoverning bodyThe County of Johnston has granted permission to the Region J to include this plan in thelocal planning units comprehensive plan for the improvement of Criminal Justice in the area being plannedforIt is the intent of the County of Johnston to provide its matching share of the funds necessaryto implement this plan to the finance officer of the local planning unit as prescribed by applicableregulations promulgated by the Committee on Law and Orderiitt483March 5, 1973 ContSigned this 5th day of March, 1973Signed Norman C Denning , ChairmanBoard of County CommissionersCommissioner Howard Benton seconded the motion which was carried unanimously10 Board Rejects Bingo Parlor RequestMr Dewey Bryant and Roy Strickland, Jr of Goldsboro North Carolina ? , appeared before the Boardof County Commissioners requesting a permit to establish a bingo parlor in ,Johnston CountyAfter discussion, Commissioner Frank B Holding moved to reject this requestCommisgioner Freddie Adams seconded the motion which was carried unanimously11 Johnston County Planning - ConsultantMr Norman B Grantham, Chairman, and Mr M A Morgan, Johnston County Planning Board, appearedbefore the Board of Commissioners and reported on the Reconnaissance Survey recently made for JohnstonCounty Mr Grantham informed the Board that a planning work program had been proposed and the PlanningBoard was making a recommendation that a part -time technical planning consultant be employed to helpthe Planning Board in drawing up long -range plans for Johnston Countys development and growth MrGrantham further stated that the Countys share for this project would be 2,600 and would be matchedby the Federal Government in the amount of 4,000 The approval of a consultant placed in JohnstonCounty will have to be made by the Division of Community Services, but this seems almost certain,according to the State DepartmentAfter discussion, Commissioner Frank B Holding moved that Johnston County participate in thisprogram and apply for the first years planning grantCommissioner Howard Benton seconded the motion which was carried12 Landfill Discussion Commissioners Visit Bladen CountyCommissioners Frank B Holding, Hoyt Castleberry and Howard Benton visited Bladen CountyElizabethtown to see how this county operated its sanitary landfill Commissioner Holding stated thatBladen County operates a rural container type system, with large metal containers at locations throughoutthe county Commissioner Holding and Commissioner Benton commented that except for industrial wastes,Bladen County excepts all ggrbage free of charge - this landfill well supervised and they were verymuch impressed it was a model operation The Board discussed this matter at length, along with N B Grantham, Chairman, Johnston CountyPlanning Board The Planning Board is currently studying the Countys garbage disposal needs TheBoard of Commissioners decided to study this matter further, and in detail, before making a finaldecision on a landfill operationIn regards to the landfill, Commissioner Frank B Holding moved that the Clerk be instructed towrite Mr 0 W Strickland, Supervisor, Solid Waste Management, North Carolina State Board of Health,asking him to prepare and submit a plan to the Johnston County Planning Board for the operation of asanitary landfill that will be feasible for Johnston CountyCommissioner Hoyt Castleberry seconded the motion which was carried13 Office Space for Planning BoardN B Grantham, Chairman, Johnston County Planning Board, talked with the Board about officespace for the Planning Board Mr Grantham stated that he had examined an office an the third floorof the Courthouse, but this space was not suitableThe Board of County Commissioners at this time commented to Mr Grantham how much theyappreciated the Planning Boards time and efforts of planning for Johnston County14 Request for Road - Webb Street Extension - SelmaA petition was presented to the Board from property owners on the Webb Street Extension southSelma, North Carolina, near Ricks Road, asking that a road be cut through to serve people living on thisextension,Commissioner Frank B Holding moved that this petition be approved and mailed to the NorthCarolina State Highway Commission in Wilson, North Carolina, with the Boards recommendationsCommissioner Hoyt Castleberry seconded the motion which -ons carried15 Road Petition - State Grant Under Clean Water Bond Act Cutter LaboratoriesTom Moore ?and Gene Cobb with Ragsdale Engineers, presented the Board of Commissioners withan application for a State Grant, under the Clean Water Bond Act, in the amount of 86,950 to helpfinance the construction of water line and elevated storage facilities to Cutter Laboratory site,Town of ClaytonCommissioner Frank B Holding moved that the application be approved and that the -
