4g 72-1Meeting of Board of Commissioners for the County of JohnstonJune 20, 1973The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, June 20, 1973, at 730 PM, with thefollowing members present,Norman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt-,CastleberryMembers Absent NoneThe following business was transacted1 Dr John Tart Johnston Technical InstituteDr John Tart, President, Johnston Technical Institute was asked by the Board to come back tofurther discuss the 1973•- 74 Technical Institute budget presented to the Board of Commissionerslat anearlier meeting2 Budget Work Continued -- Salaries Set for Departments for 1973 - 1974The Board of Commissioners continuing their budget work discussed salary increases in theCounty departments at lengthAfter much discussion, Commissioner Frank B Holding moved to grant the deputy sheriffs and thesecretary in the sheriffs department a straight fourteen 147o percent pay raise Commissioner Holdingfurther moved that an eleven 11 percent increase be granted?f or all County employees not under theState merit system and that an additional three 3 percent be grant to department° heads to use attheir own discretion,- these departments to include the Auditors Office, Tax Supervisor, Tax Collector,Register of Deeds, Treasurer, War Veterans, County Jail -and the County Extension Service the 3 inthe County Extension Service to be applied to the three secretarial positions only - the otherprofessional workers in the Extension Service to get an 11 increase County employees to get astraight eleven 11 percent raise are the Dog Warden, Courthouse Janitor, Secretary to the Board ofElections,;Civil Defense employees and Secretary for Johnston Soil and Water Conservation DistrictCommissioner Freddie Adams seconded the motion which was carried unanimously3 Paving In Back of CourthouseJames C Woodard reported that he had not as of this date received an estimate for,the pavingin back of the CourthouseAfter discussion, Commissioner Frank B Holding moved that Commissioner Freddie Adams beauthorized to work with Mr Woodard on this pr oject and if they are satisfied with the price estimateto go ahead with the workCommissioner Hoyt Castleberry seconded the motion which was carried4 Adoption of County Pay PlanCommissioner,Frank B Holding moved that,subject to the approval of the North CarolinaPersonnel Board, and State Agencies, namely State Department of Social Services, State Health Departmentand the State Mental Health Department, the county adopt the following pay plan for the Local SocialServices Department, Local Health Department and Local Mental Health Department, effective July 1, 1973;Social Services DepartmentDirector minus 1 gradeProfessional minus 1 gradeClerical minus 1 gradeHealth DepartmentDirector minus l gradeProfessional minus 1 gradeClerical minus 1 gradeMental Health DepartmentDirector minus 1 gradeProfessional minus 1 gradeClerical minus 1 gradeCommissioner Howard Benton seconded the motion which was carried unanimously5 Modification of County Pay PlanCommissioner Freddie Adams moved that W H Britt, Auditor, be authorized to execute thenecessary forms requesting modification of the County pay plan and forward same to the State PersonnelDepartment along with a copy of this orderThe motion was seconded by Commissioner Hoyt Castleberry and was carried unanimouslytIJune 20, 1973 Cont6 Recreation Program473Commissioner Frank B Holding moved that the recreation program through the school system belimited to an expenditure of 50 of the recreation appropriation from Revenue Sharing for administrationof the recreation programCommissioner Freddie Adams seconded the motion which was carried unanimously7 Ambulances for Rescue SquadsCommissioner Hoyt Castleberry moved that 27,000 be appropriated from Revenue Sharing to theJohnston County Rescue Squad Association for the purchase of three ambulance type rescue vehiclesThese vehicles to be purchase for Selma Rescue Squad, Johnston County Rescue SquadSmithfield andClayton Rescue SquadCommissioner Howard Benton seconded the motion which was carried unanimouslyAt this time, Commissioner Frank B Holding moved that the County make a contribution of 2,500to the Selma Rescue Squad to be used to assist the Selma Rescue Squad with construction of its newbuilding, provided that the Town of Selma matches this contributionCommissioner Freddie Adams seconded the motion which was carried unanimously8 Rescue Squads to File Annual ReportCommissioner Hoyt Castleberry moved that the rescue squads in the County be requested to filean,annual- report of receipts and disbursements during the month of January each year with the Board ofCounty CommissionersCommissioner Howard Benton seconded the motion which was carried unanimously9 Appropriation of Equalizing Funds to Medicaid Account of the General Welfare FundCommissioner Hoyt Castleberry moved to appropriate 59,000 equalizing funds which were receivedas unanticipated revenue to the Medical Assistance,Account of the General Welfare Fund to take care ofan over expenditure in this accountCommissioner Howard Benton seconded the motion which was carried10 Adoption of Budget TentativelyThe Board of County Commissioners continued their study of budget requests and in conclusion,Commissioner Freddie Adams moved that the following resolution be adoptedWHEREAS, W H Britt, Auditor, has presented to the Board of Commissioners the estimated budgetsfor the County and Schools, respectively, for the fiscal year 1973 -1974;THEREFORE, did order that the county and schoolsbudgets for the year 1973 -1974 be acceptedtentatively, and the tax rate for 1973 -1974 be accepted tentatively at the rate of 187 per hundred,which is distributed as followsGeneral Fund 5500General Welfare Fund 2530Debt Service Fund 0520Technical Institute Fund 0300Revaluation Fund 0050General School Fund 6300Vocational SpecialFunds 3500TOTAL COUNTY WIDE RATE 187Fire DistrictsArcher Lodge 1500Micro 1500Beulah 0800Boon Hill 1000Commissioner Frank B Holding seconded the motion which was carried unanimouslyUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Benton andcarried the Board adjourneddLa CNorman C Denning, Chairmanr,Eleanor N Creech, rk
