June 19, 1973 - Recessed1 2Fit width4700The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, Tuesday, June 19, 1973,, at 7 oclock pm,with the following members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneThe following business was transacted1 Marking of Parking LotsJames C Woodard again talked with the Board regarding the marking of the parking lots MrWoodard advised that he had left word- with the dispatcher at the Town Hall for the town workers to holdoff, but they had failed to get the message and had marked off about two lanes of parking spacesChairman Denning stated that he had checked and the State Highway t4ould not mark off the parkingots, °in turn the Board instructed Mr Woodard to tell theTown of Smithfield to go ahead and completethis workMr Woodard, at this time, reported to the Board regancng the repairs to the bathrooms in thebasement of the Courthouse and also talked with the Board about some of the windows in the, Courthousethat need immediate attention Mr Woodard stated that he had checked with several contractors aboutthis worki471June 19, 1973 ContThe Board aware that this repair work in the Courthouse to the windows and bathrooms is welloverdue, and after discussion, authorized Mr Woodard to do whatever necessary to get the bathrooms andwindows repaired at the best possible arrangement and priceMr Woodard also reported to the Board that he had talked with a representative from S TWooten Construction Company regarding black topping the parking area directly behind the Courthouse andthat he was suppose to get an estimate of the work in a few daysChairman Denning stated that he would talk with the ladies of the Smithfield Garden Club regardingthe resurfacing of the area and get their opinionMr Woodard further advised the Board that the areas near the back steps of the Courthouse thathad been dug out for flower planters were causing leakage, as water settles it runs into the basementThe Board felt that if these open areas were causing water damage in the basement of theCourthouse that they should be closed2 West Smithfield Sanitary District RequestW B Strickland, Chairman, West Smithfield Sanitary District Board of Trustees, appeared beforethe Board requesting 200,000 to help the Sanitary District construct its sanitary sewer system MrStrickland told the Board of Commissioners that the district needs to reduce the amount of the loanbecause of the districts valuation Mr Strickland stated further that the North Carolina LocalGovernment Commission had advised the West Smithfield Sanitary District officials to keep the totalindebtedness within 14 percent of the total property valuation of the area Mr Strickland also advisedthe Board that the present loan request was beyond 20 of the total valuationThe Board took no action on this request at this time, however noted that they may be able todo something from Revenue Sharing3Members of the Johnston County Tax Supervisors Office and Auditors Office appeared before theBoard of Commissioners for discussion and to express their views regarding salary increases in thesedepartments4 Budget Amendment to Water and Sewer AccountsCommissioner Howard Benton moved that the General Fund Budget be amended by appropriating 90,000of unencumbered surplus to the Water and Sewer Account 1058073 for the payment of water and sewernoteswCommissioner, Hoyt Castleberry seconded the motion which was carried unanimously5 County Travel AllowanceCommissioner Hoyt Castleberry moved that travel allowance for all county employees be set atten 10? cents per mile effective July 1, 1973Commissioner Howard Benton seconded the motion which was carried unanimously6 Budget WorkThe Board of Commissioners continued work and study of the 1973 - 1974 budget requests7 Communications System - County Extension Service• rChairman Norman CDOnning talked with the Board of Commissioners about a two -way radio systemfor the County Extension Service, he stated that they would need four 4 mobile units, which the Countyalready had surplus form the Sheriffs old equipment a base station and a tower pole, and had estimateda cost of approximately 2,50000After discussion, Commissioner Howard Benton moved that the Board of County Commissioners approvethe Communications system for the County Extension OfficeCommissioner Frank B Holding seconded,the motion which was carriedUpon a motion by Commissioner -Hoyt Castleberry, seconded by Commissioner Howard Benton andcarried the Board recessed to meet again Wednesday, June 20, 1973, at 730 pmNorman C Denning, Chairman1 Eleanor N Cr eeh, Clerk
