1 4Fit width474Meeting of Board of commiss- ioners, for the County of JohnstonJuly 2, 1973y g am Room ofSmithfield, North Carolina, July 29 1973, at 10 oclock ,The Johnston Count Board of met in regular session in the Commissioners withthethe Johnston County Courthouse, Sm ,following members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Hoyt Castleberry opened the meeting with prayerPUBLICBUDGET HEARING1 Johnston County Rescue Squad AssociationThe Johnston County Rescue Squad Association represented by Bruce Creekmore, Tony Johnson and,others, appeared before the Board of Commissioners regarding the 1973 -1974 Budget appropriation forSelma Rescue Squad, Johnston County Civil Defense Rescue Squadand Clayton Rescue Squad Mr Creekmoreexplained that the Johnston County Rescue Squad Association was asking the Board of County Commissionersto reconsider and appropriate 5,400 to be added to the present appropriation of 27,000, making a totalof 32,400 and to divide this amount between Clayton Rescue Squad and the Johnston County Civil DefenseRescue Squad so that they could purchase two of the emergency receiving units Mr Creekmore furtherexplained that this vehicle is equipped to carry the emergency room to the scene of an accidentIt was also explained that theJohnston County Rescue Squad Association would like to purchasetwo of these emergency receiving units each year for the next three years to equip the rescue squadsin the county with this type ambulanceMr Creekmore, also, asked the Board of Commissioners what could be done to help the parkingsituation around the Emergency Room entrance at the hospital The Board of Commissioners advised MrCreekmore to take this to the Hospital Board of TrusteesThe Board of Commissioners listened very attentively to the request of the Rescue SquadAssociation, but took no official action on the request at this timeNorman C Denning, Chairman, at this time, appointed a committee of himself, Commissioner FreddieAdams, Tony Johnsbn °and Jiggs Broadwell to draw specifications for the new ambulance and are to reportback to the Board at -a special meeting called for July 12, 19732 Department of Social ServicesEmployees representing the Department of S ocialServices appeared before the Board renewingrequests for salaries to be brought up to the State Governments standard pay scale in this departmentThe Social Services employees in a written statement say that their second concern is,improvement ofphysical facilities They stated that the general opinion is that it would not be worthwhile to renovatethe current Social Services Building, but if they must remain in the same building, repairs are neededas soon as humanly possible It was also called to the attention of the Board of the,unreliablejanitorial servicesMrs Walter Elsee, Department;of Social Services Board member, representing this department,also stated that it is a mistake not to pay these workers what they deserve and they deserve standardpay - more than the county needs an airportThe Board of Commissioners discussed these matters at length with these representatives Theyagreed to inspect the Thornton Building Department of Social Services to see what the county could doimmediately to help the physical facilities of this building and also promised to see that the buildinggets better janitorial services3 Helen Ray, Acting Director - Health DepartmentMrs Helen Ray, Acting Director, Johnston County Health Department, came before the Board ofCommissioners and advised that 2 million had been appropriated by the 1973 General Assembly to bringcounty health services up to minimum state standards, this includes money to supplement health departmentemployees salariesMrs Ray requested that the Board of Commissioners allow her to request funds- from the Statein the amount of 15,2529 appropriated for Johnston County,to supplement the Health Department employeessalaries, by moving them up in step at a minus one grade, which will be equivalent to standard pay andto employ two additional part -time employees, a practical nurse and a sanitarian aide_After much discussion, Commissioner Howard Benton moved to grant Mrs Rays request, that shebe allowed to request State funds in theamount of 15,252 to supplementHealth Department employeessalaries and,to hire two additional part-time employees for one year, however, Commissioner Bentonfurther moved if State funds are withdrawn, the County will not be responsible for the continuation ofthese supplementsCommissioner Freddie Adams seconded the motion which was carrired unanimouslyTheBoard of Commissioners received a letter of appreciation from Harriet G Creech, SocialWorker, Department of Social Services, regarding the salary increases, mileage expense increase and,thefunding for childrens services^a475-REGULAR MEETING1July 29 1973 ContThe following business was transactedReports,The following reports were filed with the BoardM W Knott Electrical InspectorC W Tarlton Extension ChairmanL P Creech Veterans Officer WrittenWilson Broadwell Civil Defense DirectorHarper Godwin Tax CollectorMr Tarlton in making his report advised the Board that the auditorium at the AgricultureBuilding had been painted and the oil tank problem had been correctedAt this time the Board also talked with Mr Tarlton about the timber on the County Home PropertyAfter discussion, Commissioner Frank B Holding moved that Mr Tarlton be instructed to proceedusing his best judgement in marking and pricing the timber on the County Home propertyCommissioner Freddie Adams seconded the motion which was carried2 Anna H Cox - Home Economics Extension Agent - Leave of Absence RequestBy letter, Anna H Cox, Associate Home Economics Extension Agent, requested a leave of absencefrom her job beginning August 1, 1973 through January 31, 19749 due to the anticipation of an additionto her familyCommissioner Hoyt Castleberry moved that Mrs Anna H Cox be granted a leave of absencebeginning August 1, 1973 through January 31, 1974Commissioner Freddie Adams seconded the motion which was carried unanimously3 Josephine Hawthorne - Temporary Employment - Home Extension AgentCommissionerFreddie Adams moved that Mrs Josephone Hawthorne be employed as a Home EconomicsExtension Agent with the County Extension Service on a temporary basis beginning August 15, 1973 throughNovember 30, 1973Commissioner Hoyt Castleberry seconded the motion which was carried unanimously4, Interim ResolutionUpon the recommendation of W H Britt, Auditor, Commissioner Howard Benton moved that thefollowing Interim Resolution be adoptedRESOLVE, that under authority of Chapter 153; Public Laws of 1943, as amended, Section 1289 theAuditor of Johnston County and Treasurer of Johnston County be, and they are hereby authorized to approveand pay current expenses in the several departments of the County Government not to exceed 90 ninetydays from the date hereof pending the making of the annual appropriation as authorized in said law, andfurther that the expenses so authorized be charged against the final appropriation of the severaldepartments of the County respectively when said appropriations are made for the current yearCommissioner Hoyt Castleberry seconded the motion which was carried unanimously5 Secondary Road # 2147 - Beulah TownshipCommissioner Frank B Holding called to the attention of the Board that Secondary Road # 2147in Beulah Township was in very poor condition and needed upgradingCommissioner Hoyt Castleberry moved that the Board of Commissioners request the North CarolinaDepartment of Transportation and Highway Safety to upgrade and improve Secondary Road # 2147Commissioner Howard Benton seconded the motion which was carried unanimously6 Fuel Oil For County BuildingsWH Britt, Auditor, called to the attention of the Board that it was time to advertise forfuel oil for the County buildings for the fiscal year 1973 -1974The Board indicated that they would like to renew the present contract if the Board has thisauthority, and asked Mr Britt to check into this matter7 Airport FinancingMrs Linda Creech of Smithfield appeared before the Board and asked if ABC Funds would be usedto finance the Johnston County Airport Mrs Creech explained that she had been informed at a recentmeeting that ABC Funds would be used for this purpose Mrs Creech further stated that it was herthinkingthat ABC Funds were used to finance the construction of wager and -sewer lines to new industryin the County The Board explained that the County intends to use revenues from sources other than advalorem taxes to finance the airport, but whether or not it will be ABC Funds or local sales tax moneyis yet to be determinedJuly 2, 1973 Contif81 Petition Re ardin Condition of Old Highway 70Mrs Irene Benson, Route 21 Clayton, NorthCarolina, appeared before the Board representing theproperty owners on old highway 70 beyond the Clayton City Limits in Johnston County A petition signedby property Dwners was also presented to the Board stating that this road is in very poor condition andneeds immediate attention and repair, shoulders of this road are much lower in places than the pavementwhich is very hazardous and has caused numerous wrecks The petitioners are also requesting a 45 MPHspeed limit from Griffis Forestry to Clayton City LimitsAfter discussion, Commissioner Frank B Holding moved that this petition be mailed to theNorth Carolina State Department of Transportation and Highway Safety with the Boards recommendationsfor consideration of upgrading and bringing this road up to the state maintenance standardsCommissioner Hoyt Castleberry seconded the motion which was carried unanimously9 Johnston County Landfill Manager Em loyed by Board of County CommissionersCommissioner Frank B Holding moved that the Board of County Commissioners hire Roland Hatcherof Route # 2, Selma, North Carolina, Soil Conservationist, as manager,of the new Johnston County Landfilleffective July 1, 1973, at an annual salary of 7,20000Commissioner Freddie Adams seconded the motion which was carried unanimouslyCommissioner Frank B Holding further moved that Mr Hatcher use his own truck at the rate often 10? cents per mile until such time as the County can furnish a vehicleCommissioner Howard Benton seconded the motion which was carriedAt this time the Clerk was instructed to advertise for bids for one -1973 Pickup truck to beused by the Johnston County Landfill management Bids to be opened at 3 o,clock pm, August 6, 1973,at a regular meeting of the Board of County CommissionersThe Chairman asked Mr Hatcher to work with Commissioners Frank B Holding, Hoyt °Castleberryand Freddie Adams in getting information and specifications on various types of equipment trucks,containers and etc and also to check on a trailer for an office buildingThe Board also instructed Mr Hatcher to contact C W Tarlton, County Extension Chairman,about therpine trees on the landfill property106 Rescue Squad AmbulancesThe Board talked with Jiggs Broadwell, Civil Defense Director, about specifications for rescueambulances for the Selma, Clayton and Johnston County Civil Defense Rescue SquadsMr Broadwell, at this time, also reminded the Board that he had requested an increase in hisbudget request for Janitorial Services from 360 to 480 for the fiscal year 1973 -19749 however, therequest according to the-tentative budget had not-been granted,Mr Broadwell also asked the Board of Commissioners if he was suppose to get an eleven percent11 salary increase as the other department headsThe Board deferred action on this matter at this time and further stated that all mattersconcerning the tentative budget adoption -would be deferred until Thursday night July 12, 1973, at whichtime the Board plans to officially adopt the 1973 -1974 Budget11Q Frank Lewis - North Carolina Association of County CommissionersMr Frank Lewis,,North Carolina Association of County Commissioners, visited with the Board ofCommissioners and discussed new legislation that would affect County Government72n Vic Ogburn - Waste Disposal CompanyThe Board of Commissioners talked with Vic Ogburn regarding pick up service for the new Countylandfill operation,13, Unf ort if ied Wine PetitionsMr Carvus A Byrd, Jr, appeared before the Board requesting petitions to circulate for thesell of unfortified wine on or off premises in the countyThe Board advised Mr Byrd that he needed to talk with the County Attorney14 Tax Supervisor AppointmentThe Board was reminded that the two year term of W H Britt, Tax Supervisor, would expire today,July 2, 1973Action was deferred until a later date on this appointment15 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the Board meetings of May 7th 10 am meetinEMay 7th 730 pm meeting, May 16th, 23rd, 28th, 30th and June 4th, 1973f477July 2, 1973 ContCommissioner Howard Benton moved that the minutes of the above meetings be approved as recordedCommissioner Freddie Adams seconded the motion which was carried unanimously15 Letter of Resignation -
