BoardJuly 17, 1973Countv of JohnstonThe Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, Tuesday, July 17, 1973, at 8 oclock pm,with the following members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Building, Equipment and Containers for LandfillThe Board of County Commissioners discussed at length with Roland Hatcher, Landfill Manager,plans and specifications for a 40 ft by 80 ft metal type building with a cement floor, managersoffice, baths, storage area and maintenance area,for the landfill equipment,to be erected at thenew Johnston County Landfill siteThe Board also talked with Mr Hatcher regarding specifications for landf ill equipment andgarbage containersAfter much discussion regarding the building, landfill equipment and garbage containers,Commissioner Frank B Holding moved that Roland Hatcher be authorized to advertise for bids on a 40ft by 80 ft metal type building separate contracts for the electricalservice, heating and plumbingto be specified 400 garbage containers of 4,6 and 8 cu yards, 50 - 8 cu yd, 75 - 6 cu yd and275 - 4 cu yd, two 2 truck chassis for front -end loading compaction body 38 cu yd, two 238 cu yd bodies, a landfill compactor and two 2 Landfill Crawler Track -Type Loaders Bids to beopened Tuesday, August 14, 1973, at 8 oclock pm, in the County Commissioners Room, Johnston CountyCourthouse, Smithfield, North CarolinaCommissioner Howard Benton seconded the motion which was carried unanimously2 Trailer for Landfill UseCommissioner Freddie Adams moved that Roland Hatcher be authorized to purchase a trailer tobe used in hauling containers from one site to anotherCommissioner Frank B Holding seconded the motion which was carried3 County Continues Support to Municipalities for Garbage DumpsCommissioner Freddie Adams moved that the county continue to pay the participating municipalitiesin the county for the use of their garbage dumps through June 30, 1974, at the same rate they are beingpaid now, since it is uncertain when the new landfill will begin operationCommissioner Hoyt Castleberry seconded the motion which was carried unanimously 4 Payment - Clayton Rescue Squad AmbulanceThe Board of County Commissioners authorized the County Auditor to issue a check in the amountof 9,000 to Crain Garage M -M Sales, Inc, Kinston, North Carolina, in payment of the Countys sharefor an ambulance purchased by the Clayton Rescue Squad5 Purchase of Old Hospital Property Discussed by BoardThe Board of County Commissioners discussed at length the possibility of the County buying theOld Hospital property Commissioner Frank B Holding stated that he hadtalked with Dr V A Davidian,owner of the property, and he had set a sale price at 210,000After this discussion, Commissioner Freddie Adams moved that Commissioner Frank B Holding beauthorized to offer Dr D avidian 200,000 for this property and that any necessary financing carry aninterest rate of six 6 percentCommissioner Howard Benton seconded the motion which was carried unanimously6 Property on North StreetW R Britt, County Attorney, advised the Board that a house and lot next to property alreadyowned by the County on North Street may be for sale, and that the owner had indicated that he wouldgive the County first chance at purchasing this propertyThe Board asked Billy Britt to find out what the owner is asking for this property and reportback to the Board7 Resignation - Clerk to Board of County CommissionersCommissioner Hoyt Castleberry moved that the resignation of Eleanor N Creech, Clerk to theBoard of Commissioners, be accepted reluctantly Commissioner Howard Benton seconded the motion which was carried500July 179 1973 ContThe Clerks resignation had been submitted to the Board on July 2, 1973, to be effective July31, 1973, however, the Board asked the Clerk -to work with them through the regular monthly meeting inSeptember to give them more time to get someone to fill this position The Clerk agreed to workuntil this timeUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried the Board adjournedM4029eYw-,Norman C Denning, Chairman0l N Cree -Clerk
