Wine PetitionsMr Carvus Byrd again appeared before the Board of Commissioners regarding petitions to circulateto sell unf ortified wine in the County W R Britt, County Attorney, being present was asked by theBoard to check the statute regarding this and advise Mr Byrd the proper and legal procedure to takein this matter2 Mental Health AdministrationMr M W Stancil, Area Mental Health Board Chairman, along with Fred Wright, Administrator,appeared before the Board requesting that Mr Wright be reclassified Mr Stancil explained to theBoard that Mr Wright had not been classified correctly by the State Department of Mental Health lastyear and that he was the lowest paid Mental Health Administrator in the Stater4-781July 12, 1973 ContMr Wrights salary had originally been-set for this fiscal year at 159096 and Mr Stancilrequested that he be moved up one 1 step to step three 3 15,852 in his pay grade of 75 whichis one grade below standard pay or a minus one 1 pay grade;Mr Stancil and Mr Wright further explained that PatriciaB?arguth had been hired by the MentalHealth Department in June 1973, at an annual salary of 9,420, the was advised that Mrs Guth had herMasters Degree in Social Work and specialtraining in Mental Retardation Mrs Guths salary hadoriginally been set for this fiscal year at 9,4449 which only gave Ker a 24 annual raise It wasrequested that Mrs Guth be moved up one 1step to step three 3 in her pay grade of 65 which isone grade below standard pay or a minus one 1 pay gradeAfter much discussion, Commissioner Howard Benton moved that Mr Sfancils requests be granted,that Fred Wrights salary be raised to 15,852 for the fiscal year 1973 - 1974 and that Patricia TGuths salary be raised to 9900 for the fiscal year 1973 -1974Commissioner Hoyt Castleberry seconded the motion which was carried unanimously3 Electrical Inspection Fees IncreasedM W Knott, County Electrical Inspector, appeared before the Board of County Commissionersregarding electrical inspections feesMr Knott presented a breakdown of Income and Expenses for the year 1972, which showed a netincome after expenses of 3,40658 Mr Knott stated that according to this report and the increasedwork load, he recommends that the electrical inspection fee be increased Mr Knott had earlierinformed the Board that he has plans to retire, but would be willing to work with `a new man for someperiod of timeAfter much discussion, Commissioner Hoyt Castleberry moved that the minimum electricalinspection fee be set at 6 per trip effective August 1, 1973, Commissioner Castleberry further movedthat if the second trip for inspection is necessary because of poor workmanship that this trip beconsidered a regular inspection and the original fee be chargedCommissioner Howard Benton seconded the motion which was carried4 Assistant Veterans Service Officer - Salary IncreasedL P Creech, Veterans Service Officer, appeared before the Board of Commissioners requestingthe Board to raise the salary of his assistant to 500 a month -Mr Creechs assistants salary hadoriginally been set for this fiscal year 1973 -1974 at, 47080 per monthMr Creech further explained that this would put her salary in line with other assistantsin County GovernmentAfter much discussion, Commissioner Hoyt Castleberry moved to grant Mr Creechs request andraise this position to 500 per month effective July 1, 1973, for this fiscal year 1973 -1974Commissioner Frank B Holding seconded the motion which was carried5 Civil Defense Budget - Appropriation of Janitorial Services IncreasedCommissioner Howard Benton moved that the line item amount of Janitorial Services in the CivilDefense budget be increased from 360 to 480 for the fiscal year 1973 -1974Commissioner Hoyt Castleberry seconded the motion which was carried unanimously6 Water Supply Grant Application - Russell Representatives - Waste and Dump Haul EquipmentRepresentatives from Roach - Russell, Incorporated, talked with the Board about equipment cansand trucks for the landfill operation9 Discussion of Landfill Operation With Roland Hatcher - ManagerThe Board of County Commissionerstalked at length with Roland Hatcher, Manager, Johnston CountyLandfill about various types of equipment for the operation of the landfill Mr Hatcher presentedand displayed material on different types of equipment The Board asked Mr Hatcher to get prices oncontainers and equipment The Board also asked Mr Hatcher to start to work on the building thatwill be needed at the landfill site for office space and storage of equipment and advised that thebuilding will need to be large enough for maintenance workMr Hatcher is to report back to the Board with information on July 17, 197310 Adoption of Budget for the Fiscal Year 1973 -
