Meeting of Board of Commissioners for Johnston CountyNovember 14 1983The Johnston County Board of Commissioners met in special session Monday,November 14, 1983, at 7 oclock pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton, and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following businesswas transacted1 Pine Level Water Line Extension - Dick Braswell PropertyDick Braswell, property owner, and Tim Broome, Engineer, met with theboard again regarding the construction of a water line from the Pine Level watersystem along SR 2309 Peedin Avenue southward to property owned by RichardDaylon Braswell Dick and wife, Brenda Hester BraswellAs requested by the board, the engineer furnished the commissioners witha detail cost report for a 6 line and an 8 line to serve the proposed developmentarea south of Pine Level The engineer advised the total cost for an 8 pipelinewith fire hydrants, materials and labor, including technical services; 56,53523;total cost for a 6 pipeline, materials and labor; 16,89744; with the differencein cost of an 8 pipeline with fire hydrants over a 6 pipeline of 39,63779The board discussed this proposal at length They also discussed the proposedsewer line and pumping station to serve this area to be built and maintainedby Mr Braswell Mr Braswell told the board that if he does not maintain thesewer facility an agreement will be worked out with the Town of Pine Level TheBoard of Commissioners is very concerned about cost for customers to tap -on tothe sewer line, and they questioned Mr Braswell about this cost He assured thecommissioners, he is only interested in recovering some of his cost of buildingthe line and does not intend to attempt to make a profit from customers tapping -onMr Braswell also assured the board the cost for this service will be fair andreasonable, and further, he would work with the engineer regarding a fair andreasonable price to the customers2 Pine Level Water Line Extension Braswel I Property Resol ut ion of AppropriationRESOLUTION OF APPROPRIATIONWHEREAS, Richard Daylon Braswell and wife, Brenda Hester Braswell,own certain real property outside Pine Level upon which they plan to constructfacilities for the elderly, and;WHEREAS, a water line must be constructed to their premises to meet buildingrequirements, and;WHEREAS, the Braswells have requested permission to connect to the County -owned water line in Pine Level A six inch water line will meet said requirementsfor the Braswell project, and;WHEREAS, a minimum water line of eight inches in size is required tomeet County specifications, and;WHEREAS, eight inch water line wi I I serve other residents, businesses,and future industry near Pine Level, and;WHEREAS, the County of Johnston has agreed to pay to Richard DaylonBraswell and wife, Brenda Hester Braswell, funds necessary to meet constructionexpenses for the difference between a six inch water line and an eight inch waterline, and;WHEREAS, Richard Daylon Braswell and wife, Brenda Hester Braswell,have agreed to dedicate and convey to the County of Johnston the said water lineupon its completionNOW, THEREFORE, upon motion by Commissioner Howard Benton and secondedby Commissioner John M Booker, it was resolved and adopted that sufficient Countyfunds be appropriated for payment of the expenses for the difference between asix inch water line and an eight inch water line referred to herein and that paymentof said funds be disbursed to Richard Daylon Braswell and wife, Brenda HesterBraswell, upon completion of said construction and upon the dedication and convey-ance of said water line to the County of JohnstonaNovember 14, 1983 Continued3 Subdivision - Howard Olive, Jr Lot # 7Upon the recommendation of the County Planning Board,, CommissionerFrank B Holding moved that Lot # 7 of the Howard Olive, Jr Subdivision, StateRoad # 1007, east of Brogden, Boon Hi I I Township, be approved and the Chairmanauthorized to execute the platCommissioner James W Cash seconded the motion which was carried4 Proclamation - Education A Family AffairUpon a motion by Commissioner James W Cash, duly seconded by CommissionerFrank B Holding and carried, the following Proclamation was adoptedPROCLAMATION - JOHNSTON COUNTYEDUCATION A FAMILY AFFAIRWHEREAS, the Johnston County Board of Education has adopted a Resolutionon a Parent Involvement Campaign; andWHEREAS, we support the Boards belief that education of children isan ongoing process that extends from home -to- school - community -to -home and involvesthe total family and the community at large, and that the parents of public schoolchildren;
