Benson Rest AreaSteve Harrell, Administrator, Town of Benson, metcounty participation in the cost of running water and1 -40 rest area near Benson Mr Harrell advised that th8 water line and a 6 sewer line to serve the restthat the county participate in order to increase the sizeand enhance future growth around the interchangeThe board was advised that a total local cost offrom the county to increase the size of the water andthe proposed rest area projectThe board discussed this matter at length, hethis time11 Airport Projects- Funds Requestedwith the board requestingsewer lines to the proposedState wi I l pay for anarea Mr Harrell proposesof the lines to accomodate216,400 would be requiredwastewater lines to serveevert, deferred action atPaul Johnson, Chairman, Johnston County AirportAutority, met with theboard requesting the board approve matching funds of15,200for the T- Hangartaxiway and antenna project The North Carol ina Departmentof Transportationhas approved additional State Airport Aid Funds for theJonston County Airportthis fiscal year in the amount of 15,200, and this amountrequires a matchingshare from the county These funds are to be used to completeconstruction of theT- Hangar area taxiway and to install an improved antenafor the radio beaconThe Airport Authority suggested that the sum of 13,122previouslyallocated forthe runway extension project be transferred to this projectand a portion of therecent 50,000 grant from the State be used to fund the ,localshare of the runwayextension projectandthe Chairman authorized to executeThe Airport Authority Chairman also asked the board to approve a newallocation of 21,000 to fund construction of a T- Hanger pad 19,000 and to providethe additional matching funds 2,000 required for the T- Hanger taxiway and antennaprojectAfter much discussion, Commissioner Frank B Ho ding I moved that matchingfunds in the amount of 15,200 for the T- hangar taxiway and antenna project beapproved and that the 13,122 previously allocated for the runway extension projectbe transferred to the project and a portion of the rec nt 50,000 grant from theState be used to fund the local share of the runway extension project CommissionerHolding further moved that a new allocation of 21,000 to fund construction of aT- hangar pad 19,000 and to provide the additional matching funds 2,000 requiredfor the T- hangar taxiway and antenna project be appr ved and funded from theContingency Fund by transferring, 21,000 to Airport C pital Outlay - DiscussedThe County Manager reviewed the p6oposed Animal Control Ordinance withthe, board The County Dog Warden also discussed some of the problems with animalcontrol in the county without some type of ordinance and guidelines CommissionerJohn M Booker in discussion of the ordinance with the board stated that JohnstonCounty does not have a big problem with dogs and with a few minor changesthis could be a very good ordinance Commissioner Booker_ further stated that thecounty does not need to adopt an ordinance that would create any type of infringementon an individuals rights of having a dog The board agreed the county neededand desired an ordinance that would help the Dog Warden control animal nusiancein the county, however, took no action pending further consideration14 Landfill - Tractor Loader - 67,21015 Johnston Technical College Computer Building FundsDr John Tart, President, Johnston Technical College, met with the boardand advised that Johnston Technical College had been awarded federal job fundsof approximately 250,000 for the construction of a computer technology center Dr Tart also told the board that Johnston Tech is the only community college inthe country to be awarded federal job funds for this type of construction Dr Tart ifurther advised that at least 550,000 would be needed to build a two -story buildingfor the computer center, and asked the county for a commitment of 100,000 towardthe construction of this building This building must be completed by September,1984 to comply with federal job fund regulationsNovember 7, ,1983 ContinuedAfter discussion, Commissioner Frank B Holding moved that the countymake a commitment of 100,000 to Johnston Technical College to be used towardthe construction of the Computer Technology Center Commissioner Holding furthermoved that the following budget amendment be made; Johnston Technical CollegeSales Tax Revenue -
