Renew Request for Revenue Sharing FundsMr Ray -Boyette, Chairman, and members of the Board of Education, along with Mr E S Simpson,appeared before the Board and again requested funds from revenue sharing money to help financethe construction projects at Princeton, Clayton and North Johnston Mr Boyette emphasized theimportance of letting these contracts in the next three or four weeks, so that the buildings would beready by September of 1973After much discussion, the Board indicated they were not ready to make any commitments of therevenue sharing money, however, advised the Board of Education to go ahead and advertise for bids onthe three schools projects, Princeton, Clayton and North Johnston stating that additional fundsneeded could be provided either by next years school capital outlay budget or by county revenue sharingmoneyMr Simpson urged the County Commissioners to make the requested 225,000 allocation from revenuesharing funds, it at all possible, and not from next years capital outlay budget, since there will beother pressing school construction needs next year2 Request to Amend BudgetW H Britt, County Auditor, appeared before the Board and requested the County Commissionersto amend the Countys General Fund budget by appropriating 85,000 unincumbered surplus to the JohnstonTechnical Institute budget for the purpose of land purchase, when suitable land becomes available, andsubject to the approval of the Board of County CommissionersrAfter much discussion and deciding to wait for a report from the Technical Institute Board ofTrustees on the soil test borings the Board took no offical action on this matter3 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanM W Knott Electrical InspectorRubert C Barbour Dog Warden4 Rayford Oliver, Sheriff - Request Detective AgencySheriff Rayford Oliver appeared before the Board of County Commissioners sand made a formalrequest that a portion of the revenue sharing allocation to Johnston County be placed in a most urgentand needed place - law enforcement Sheriff Oliver further requested that he be allowed to set up adetective agency within and under the supervision of the Sheriffs Department The Sheriff stated hewould need at least two 2 qualified investigators, office space which he has and automobiles, whichwould take about 40,000 to 50,000 to set up this detective divisionThe Board of Commissioners responded very favorably to Sheriff Olivers request to set up aCounty Detective Agency Commissioner Howard Benton stated that law enforcement is one of the mostrecommended uses of federal revenue sharing moneyUpon the recommendation of the Board, Chairman Denning appointed Commissioner Freddie Adamsand Sheriff Oliver to visit other counties where there are detective agencies to see how they operateand report back to the Board with their recommendationsAt this time Commissioner Freddie Adams stated that he personally would like the Board to goon record to encourage the reinstatement of capital punishment Sheriff Oliver agreed and stated thatdoing away with capital punishment had weakened our laws considerably5 Minutes ApprovedThe,Board of Commissioners reviewed the minutes of the Board meetings of December 4, 14 and 18,1972Commissioner Howard Benton moved that the minutes of these meetings be approved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyI; Ji23January 2, 1973 Cont6 County Tobacco AllotmentChairman Denning advised the Board that he was going to lease the Countys tobacco allotmentfor 25? per pound if possible, if not, at the best possible price7 Road Petition - S R # 1210Commissioner Howard Benton presented the Board with a road petition from property owners onSecondary Road # 1210 located in Banner Township, Johnston County, requesting that this road be pavedCommissioner Frank B Holding moved that this petition be approved and mailed to the NorthCarolina State Highway Commission in Wilson, North Carolina, with the Boards recommendationsCommissioner Howard Benton seconded the motion which was carried unanimously8 Roof-- Thornton Building Courthouse AnnexThe Board of Commissioners received an estimate of 64945 to repair the roof of the CourthouseAnnex Thornton Building from Protective Coatings, Inc of Selma, North Carolina H Harold HalesChairman Denning appointed Commissioner Hoyt Castleberry to check the roof at the ThorntonBuilding and to use his own judgment as what to do, unless he feels it necessary to advise the Boardof situation9 Maintenance and Housekeeping of County BuildingsChairman Norman C Denning appointed Commissioner Freddie Adams to be in charge of maintenanceand upkeep of the Courthouse and other County buildings and grounds for a period of three months Januar ,February and March Chairman Denning also appointed W H Britt, Auditor, to be in charge of house-keeping inside the Courthouse and Annex buildings for a period of three months January, February andMarch10 Board Meeting Time ChangedChairman Norman C Denning announced that the Johnston County Board of Commissioners will begintheir regular monthly meetings at 10 oclock am, effective February 1973, and until further notice11 Commissioner Benton Attends Meeting State Grant for Water LinesCommissioner Howard Benton reported to the Board on a meeting he attended with the SanitaryEngineering Division, North Carolina State Board of Health, regarding application for State grant forthe extension of water lines from Smithfield to Benson Commissioner Benton stated that the Countywould have to meet certain specifications in order to qualify for a State Grant, such as agreementswith towns to furnish water, maintenance of lines and etc This information to be completed and toState office by April 1, 197312 Maintenance of Road # 1199 Tuscarora Scout ReservationMr Reynolds Ivins, District Scout Director, and Mr John Grady, Engineering Services, BoyScouts of America, Goldsboro, North Carolina, appeared before the Board of Commissioners requestingthat the Board ask the North Carolina State Highway Commission for their cooperation in preparingSecondary Road #1199, that serves the Tuscarora Scout Reservation, so it will not erode into the lakeand to make this road -an all weather road maintaining its natural appearanceAfter discussion, Commissioner Frank B Holding moved that the North Carolina State HighwayCommission be requested to stabilize and maintain Secondary Road #1199, and to prevent erosion intothe lake to be best of their abilityCommissioner Hoyt Castleberry seconded the motion which was carried unanimously13 Johnston County Bicentennial Chairman AppointedUpon the recommendation of C Stanton Coats, President, Johnston County Historical Society,Commissioner Howard Benton moved that Mrs Wallace Jean Ashley of Smithfield be appointed as Chairmanof the Johnston County Bicentennial CommitteeCommissioner Freddie Adams secnnded the motion which was carried unanimously14 Water Tank Bid Opened Cutter Laboratories - ClaytonIt was determined that a water tank bid from Taylor Iron Works and Supply Company of Macon,Georgia, was in the Smithfield Post Office by December 4, 1972, before 330 pm, which was the deadlinefor acceptance of bids, but had not been delivered to the proper box in time for the bid opening dueto absence of postal employees because of sickness Therefore, it was determined that this was a legalbid and was opened by the BoardWater Tank Taylor Iron Works and Supply Company, Macon, Georgia5 Bid BondIB Total Bid Base 81,73300No Alternate Bid¦eN424January 2, 1973 ContThe Board took no action, as they decided to postpone awarding the water line and water tankcontracts to Cutter Laboratories, Clayton, N C, until their regular meeting in February, 197315Paymentof Statement - North Carolina Association of County CommissionersIt was brought to the attention of the Board that Johnston County had been billed with asupplemental service fee in the amount of 37300, due January 11 1973, from the North CarolinaAssociation of County Commissioners This supplemental fee represents an increase in duesNo action was taken on this matter17 Resignation - G Russell Britt, Deputy Tax CollectorCommissioner Frank B Holding moved that the resignation of G Russell Britt, Deputy TaxCollector, effective December 31, 1972, be accepted with regretsCommissioner Freddie Adams seconded the motion which was carried unanimously18 Johnston Memorial Hospital Board of Trustees - Two Members ReappointedCommissioner Howard Benton moved that J Marvin Johnson, Smithfield, and Darius E Wilder,Smithfield, be reappointed to the Johnston Memorial Hospital Board of Trustees for a term of six yearsending October 1, 1978Commissioner Frank B Holding seconded the motion which was carried unanimously19 Grand Jury ReportREPORT OF GRAND JURYNovember 28, 1972HONORABLE E MAUR I C E BRASW ELLJUDGE PRESIDINGThe Grand Juty meeting in regular session had 37 Bills of Indictment for considerationAll Bills were passed on consisting of 1 murder, 1 manslaughter, l embezzlement, 3 assaultwith intent to kill, 1 aiding and abetting in assault with intent to kill, 2 forgery of check, 8possession of a controlled substance with intent to distribute, 2 distribution of a controlled substance8 breaking and entering and larceny and receiving, 4 receiving stolen goods, and 6 breaking and entering4nd larcenyWe also inspected all the county jails and the youthful offenders camp and found them to beclean and orderlyWe wish to extend our appreciation for the assistance of the Sheriffs Department and otherlaw enforcement departments and to Mr W A ByrdWe ,also wish to express our thanks to the Honorable Judge E Maurice Braswell for hisassistance and instructions to the Grand JuryWalter S DavisForeman20 Johnston County Council on Aging -
