Meet i nq of Board of Comm_i ss iOctober 17, 1983The Johnston County Board of Commissioners reconvened in regular sessionMonday, October 17, 1983, at 730 pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, James W Cash, John M Booker, DVM, andHoward BentonMember Absent Frank B Holding, Vice ChairmanThe Chairman called the meeting to order and the following business wastransacted1 PUBLIC HEARING- 730 pmThe Johnston County Board of Commissioners called a public hearing to considergranting a cable TV franchise to Channel Master Cable TV for the area designatedas the one mile extra - territorial jurisdiction around Kenly, Micro and PrincetonNo one appeared at this Public Hearing representing Channel Master CableTVKountry Kable TV, on May 12, 1983, was granted a franchise for all ofJohnston County north of US Highway 70, excluding the corporate municipalitiesof Clayton, Smithfield, Selma, Micro, Pine Level and Princeton Kountry Kable wasrepresented by Jack Owens, Construction Supervisor, and Ray WoodardChairman Denning addressed the group stating that the board has no desireor intention of working a hardship on anyone that wants cable TV The board wouldlike for everyone to have what they want as soon as possibleBen Strifert spoke representing seventeen homes located seven tenths 7of a mile from Kenly on the Princeton highway Mr Strifert stated that these peopleassumed and thought that Channel Master would come out and serve this area Theyhad indicated they would ask the Board of Commissioners to consider a franchiseAt this time, Kountry Kables rates were not competitive with Channel Mastersrates and this was the primary reason for favoring Channel Master Mr Strifertcontinued that last week Kountry Kable issued new rates comparable and very com-petitive to Channel Master, and Billy Braswell of Kountry Kable has assure himof service by December I, 1983Mr Strifert emphasized they are looking to the company that can bestserve this area, as they are concerned about 11good cable TV at good competitiveprices , and Kountry Kable seems to have this now He stated they wanted to beassured of 1 comparable rates 2 good cable TV and 3 in reasonabi timeThey do not wish to lose the opportunity to go with Channel Master if KountryKable does not get cable TV by the first of December as promisedGerald Wh i tehurst, Mayor of Kenly, told the board the Town of Kenly isserved by Channel Master and they are getting good service, however, if KountryKahle can give good service this is the main concernCommissionerJohn M Booker statedthat peoplein these areas one mileMobile Homeextra - Council on the Status of WomenCommissioner Howard Benton moved that Marty C Pope of Smithfield, andJudith S Williams of Smithfield, be appointed to the Johnston County Council onthe Status of Women for two year terms beginning November, 1983Commissioner John M Booker seconded the motion which was carried7 Surplus Property - Old Landfill EquipmentCommissioner Howard Benton moved that an old international 250 loaderand an old EIMCO bulldozer used at the county landfill be declared as surplusproperty, authorized the County Manager to sell the equipmentCommissioner John M Booker seconded the motion which was carriedi1i8 Resolution - Johnston County Industrial Development CommissionUpon a motion by Commissioner Howard Benton, duly seconded by Commis-sioner John M Booker and carried, the following resolution was adoptedA RESOLUTION CREATING THEJOHNSTON COUNTY INDUSTRIAL DEVELOPMENT COMMISSIONWHEREAS, The Johnston County Industrial Development Commission wasformed and organized pursuant to and by virtue of the authority of Section 158 -8to 158 -15 of the General Statutes of North Carolina; andWHEREAS, The Johnston County Industrial Development Commission is createdfor the purposes of aiding and encouraging the location of manufacturing enterprises,making industrial surveys and locating industrial and commercial plants in JohnstonCounty; andWHEREAS, The Johnston County Board of Commissioners recognizes the concernsof municipalities and their desire to have representation on the Industrial DevelopmentCommission; andWHEREAS, The Johnston County Industrial Development Commission shallconsist of II members appointed by the Johnston County Board of CommissionersandWHEREAS, Each municipal area of the County shall have a minimum ofone representative serving on the Industrial Development Commission ;, andWHEREAS, The terms of office of the members of the commission shall betwo years - except that the original appointments shall designate four membersto serve a one year term, four members to serve a two year term, and three membersto serve a three year term9 Waterline Extension - SR 2309Dick Braswell had met with the board on April 5, 1983, requesting countyfinancial assistance to extend a water line to a site located at US 70 and SR2309, approximately one mile south of the Pine Level city limits to serve two proposedrest homes and proposed future construction The County Manager reported engineersestimated cost at 102,800Mr Braswell is asking the board for a decision on this request Theboard deferred action10 Cat Vaccination -
