Mental Health -__Budget RevisionFred Wright, Administrator, Johnston County Mental Health Center, presented a budget revisionrequest to the Board of County Commissioners and the Area Mental Health Board, to use additional 1972 -1973 Medicaid receipts, which is proposed at 14,64711 in the following mannera Social Worker I - Grade 61, Step 2, at an annual salary of 750000, 62500 per monthMarch 1, 1973 - July 1, 1973 Needed for this position 72 - 73 3,17957b Social Worker II - Grade 649 Step 4, at an annual salary of 942000, 78500 per monthMarch 1; 1973 - 73 2,64625Mr Wright explained that additional Medicaid receipts not budgeted were 14,64711, the amountproposed for a Social Worker I, Social Worker II and Day Care Rehabilitation Therapist I would be9,94408, the remaining 4,70303 to be placed in Mental Health General Fund tobe used as needed orin event of error in projection of receiptsTotal increase of Medicaid receipts in the amount of 14,64711 for 1972 -1973 budget2 Alcoholism GrantsMr Wright also advised the Board that the South Central Region of the Department of MentalHealth has granted the Johnston County Mental Health Center Alcoholism money in the amount of 10,51312to be used in the following mannerAlcoholism Grant # 1 5;51312 February 1, -1973 June 30, 1973a Alcoholism Counselor, Grade 62, at an annual salary of 750000, 62500 per month at theend of six months would qualify for an increase to 784800, 65400 per month Needed forthis position for 72 - 73 3,30781b Salary increase for Earl Marett end of six months raise from 59800 per month to 62500per month, effective March 1, 1973 - needed for this position for 72 - 73 11432Travel for above 45100C Inservice Training for two counselors plus travel 130000d Public Educational Materials on Alcoholism 33999Grant # 1 - 1973 buds4i0February 21, 1973 ContMr Wright informed the Board at this time that 13,00000 had been anticipated in the 1972 -73budget from Alcoholism grants and that actual receipts including the new grants would be 20,91812,therefore the 1972 -73 receipts from alcoholism grants would be increased by 7,91812Full -Time Psychiatrist Needed at Mental Health Center - No 1 Priority3Mr Wright further explained to the Board that the Mental Health Center was in desperate needof a full -time psychiatrist, which they considered number one priority, and requested that the centerbe given permission to establish a physician III position at an annual salary of 31,17600, usingRevenue Sharing money to fund this postion when a suitable person can be hired4 Request for Reclassification of Typist II to Typist IIIMr Wright further requested that the Typist II position Grade 52, Step I be reclassified toa Typist III position Grade 54, Step I retroactive to January 1,1973, and the salary raisedaccordingl form 39700 per month to 43500 per month Mr Wright explained that the money neededwas already in the present budget as line item, part-time typist 120000, and requested that thismoney be used for the reclassification 5 Mental Health Budget RevisionAfter a lengthy and thorough review and discussion of the proposed revision in the MentalHealth Budget, with Mr Wright and the Area Mental Health?Board, Commissioner Frank B Holding movedthat the Mental Health Center be granted the following new positions, which are to be self- supportingthrough Medicaid receipts and alcoholism grant receipts, and that these receipts be incorporated intothe Mental Health FundSocial Worker I, Grade 61, Step 2, Social Worker II, Grade64, Step 4, Day Care RehabilitationTherapist I, Grade 61, Step 2 MedicaidAlcoholism Counselor, Grade 62, Research Assistant and Travel for Research Assistant, Travelfor ICAR Staff, Contractual M D Services, Contractual Supportive Funds Johnston Memorial HospitalAlcoholism Grants Commissioner Holding further moved thatEarl Marett, Alcoholism Counselor be granted an endof six months raise from 59800 to 62500 per month effective March 1, 1973, and also a re-classification of the Typist II position to a Typist III position, from 39700 to 43500 per month,retroactive to Januaryl, 1973 ,Commissioner Hoyt Castleberry seconded the motion which was carried unanimously6 Recruitment of Full -Time PsychiatristCommissioner Howard Benton moved that the Area Mental Health Board, with the assistance of theJohnston Memorial Hospital Medical Staff, begin recruitment immediately for a full -time psychiatristCommissioner Frank B Holding seconded the motion which was carried unanimously7 In- Patient Facility at Mental Health CenterThe in-patient facility at the Mental Health Center was discussed and the Board of Commissionerssuggested to Mr Wright that he work with Mr Lloyd Gilbert, Administrator, and Mr Bob Terrell,Assistant Administrator, Johnston Memorial Hospital, and work out -some feasible plans of operation forthe in- patient services at the centerUpon a motion made, duly seconded and carried the Joint Board adjournedNorman C Denning, ChairmanCEleanor N Cree , Clerk
