Oneals TownshipHarper Godwin, Tax Collector, advised the Board of delinquent taxes from 1955 1971 on realestate 37 acres of Milton Airheart in Oneals Township in the amount of 61838 Mr Godwin stated hehad been in touch with this party and has been unable to collect these taxes,Commissioner Frank B Holding moved that Mr Godwin, Tax Collector, be authorized to sell theabove described property of Milton Airheart in Oneals Township ICommissioner Freddie Adams seconded the motion which was carried4 Request to Carry-Over Vacation -Department of Social ServicesMrs Edith Park appeared before the Board requesting that the Department of Social Services beallowed to carry-over unused vacation time from one year to the next Mrs Park explained that somedepartments carry-over unused vacation time, but the Department of Social Services has not been allowedthis privilegeThe Board discussed this subject at length, inquiring about other County departments vacationtime and policies inthe Courthouse, establishing that policies vary, Chairman Norman C Denning appointeda committee of James C Woodard, Commissioner Frank B Holding and Commissioner Freddie Adams to reviewvacation and sick leave policies for County employees and report back to the,Board with recommendatiofts5 Resignation - M W Knott, Electrical InspectorChairman Norman C Denning introduced and read the following letterJohnston,County Board of Commissioners December 3, 1973Smithfield, North CarolinaGentlemenI wish to express my deep appr6ciation, to this Board, every commissioner and all thepeople, that I have been privileged to serve, as the County Electrical InspectorThe volume of work has grown beyoqd the ability of one person, to give the type ofservice, the county wishes to render, therefore, I make the following recommendation, that theCounty furnish the inspector, an office, telephone, postage, printing and a part time secretaryI wish to resign, as of January 1, 1974, if I can assist my successor, in any way I willbe glad to do so, as my health will permit Respectfully,M W KnottDecember 3, 1973 ContThe Board expressed regret upon losing Mr Knott as County Electrical Inspector, stating that hehad done such a good job he would be hard to replaceMr Knott agreed to work with someone until a new employee could get fairly familiar with thisjob6 Permission to Widen Road Near LandfillMr Kelly Hayes with S T Wooten Construction asked the Board of Commissioners permission towiden a road on county property at the landfill site Mr Hayes explained it was his intention to buysand rights on the property back of the county landfill and it would be necessary to widen this road andmaintain it for use by heavy trucksThe Board discussed this with Mr Hayes and advised that he could contact Mr Holding aftertodays session7 Payment to Ragsdale Engineers - Landfill - Phase ICommissioner Hoyt Castleberry moved that Ragsdale Engineers be paid in the amount of 212100for engineering and surveying work done at the new landfill, from February, 1973 through October 31, 1973Commissioner Frank B Holding seconded the motion which was carried8 Termination of Contract - Old LandfillThe Board of Commissioners contacted the contractors of the Johnston County Landfill locatednear the oil terminal at Selma and it was agreed to terminate the operation of this landfill effectiveDecember 15, 19739 Community Carol Sing - CourthouseMrs Rebecca Stewart and Richard Williams with the Johnston County Arts Council appeared beforethe Board of Commissionersrequesting permission to use the area in front of the Courthouse on December10, 1973, at 630 pm to feature Christmas musicCommissioner Hoyt Castleberry moved to grant this requestCommissioner Frank B Holding seconded the motion which was carried unanimously10 Board of Education Seeks Old Hospital Property for Administration BuildingMr Ray Boyette, Chairman, Board of Education and Mr E S Simpson, School Superintendent, metwith the Board of Commissioners and asked for a portion of the Dr Davidian property, recently purchasedby the county, for a new Board of EducationAdministration Building Chairman Boyette emphasized that thepresent building occupied by the Board of Education was inadequate and susceptible to fire Commission-er Frank B Holding asked if the Board of Education would consider the old produce market site on high-way 301 between Selma and Smithfield or other county property Mr Simpson related that the old producemarket property or maybe some other county property would not be unacceptable, but he preferred the oldhospital propertyThe Board discussed this matter at length, but made no definite commitments at this time11 Selma Renews Water and Sewer Re uestMayor J Hayden Wiggs, Jack Holt, Mayor Elect and Leroy White, Town Manager, appeared before theBoard requesting 45,500 to help finance construction of water and sewer lines and an additional pumpingstation to serve new industrial development outside the Selma town limits in the I -95 70A interchangearea Mayor Wiggs reminded the Board of a,commitment that had been made a few years ago 1970between the Town of Selma and the County of Johnston in regards to financial assistance for water andsewer lines needed in this area for an expansionat Shallcross Manufacturing Company Shallcross didnot increase its operations at this time, however, Mayor Wiggs stated in the meantime, there has been anindustrial development of businesses, motels andrestaurants with an increase of 681 employees in thisarea Leroy White, Town Manager, pointed out that cash had already been put up to build water and sewerlines,and reimbursements, if any, from the county would go into the towns water and -sewer capitalimprovement fund and not into the towns general fundThe Board discussed this matter at length, but made no definite commitments at this time12 Report - Johnston County Airport AuthorityJimmy R Flowers, Chairman, Johnston County Airport Authority, met with the Board to give areport on tle- progress of the Johnston County Airport Mr Flowers advised that due to a personnel turn-over in Atlanta applications for federal funding had been slowed down Mr Flowers further stated thatif these funds were not available in time to purchase the land which they have options, the AirportAuthority plans to borrow the money to make a down payment, in order to maintain possession of thispropertyMr Flowers also told the Board that the authority believes that FAA is going to approve theairport project and Johnston County is going to get this airportThe Board of County Commissioners gave their concurrence0530December 3, 1973 Copt13 Report Courthouse Repairs_James C Woodard, CSC, reported to the Board on repairs that have been done in the CourthouseMr Woodard also mentioned to the Board that the Judge and Bar Association had recommended storm windowsto cut down on the noise in the Courtroom from MarketStreet Mr Woodard advised that he had oneestimate on this job, and the Board asked him to get one more and report back to the Board next firstMonday14 District Engineer N C State Highway CommissionPaul Anderson, District Engineer, Highway Division, visited with the Board15 C C George, Courthouse Custodian to RetireC Columbus George, Courthouse Custodian, talked with the Board regarding retirement earlyin1974 It was noted that Columbus had been a good faithful employee of the county for many yearsThe Board accepted Columbus resignation and asked James C Woodard, CSC, to accept applicationsfor a replacement16 Rates at LandfillThe Board talked with Vic Ogburn with Waste Disposal Company about some questions regardingthenew landfill operation - commercial rates, if any, and waste from other countiesNo definite decisions were made at this time17 Civil Preparedness - Duplicating Machine for AgencyWilson Broadwell, Director, advised the Board that his duplicating machine was completely wornout and he needed a new electric duplicating machine Mr Broadwell further stated that he could getone for 500 or 600CommissionerHoward Benton moved that Mr Broadwell be authorized to purchase a new duplicatingmachine Commissioner Benton further moved that funds for this machine be transferred from the ContingentFund if necessaryCommissioner Freddie Adams seconded the motion which was carried18 Frank Lewis - North Carolina Association of County Commissioners Frank Lewis, representative, North Carolina Association of County Commissioners visited withthe BoardAt this time, the annual membership dues were discussed, however, payment was deferred19 Extension of Time - Construction at Kenly Braswell and RaperThe Board of Commissioners received a request from Braswell and Raper Construction Company, Inc,of Wilson, North Carolina, for a sixty 60 day extension of time for the completion of Project # Jo CoW S Ken 73 -1 in Kenly This request for an extension due to a -delayed delivery date onra pumpingstationCommissioner Frank B Holding moved that Braswell and Raper Construction Company be granted asixty 60 day extension on this projectCommissioner Hoyt Castleberry seconded the motion which was carried20 Payment to Triangle Housing Development CorporationCommissioner Howard Benton moved that remittance in the amount of 1200 be made to the TriangleHousing Development Corporation in compliance with agreement of the Board `of Commissioners on October1,1973, to participate in Triangle Housing programCommissioner Hoyt Castleberry seconded the motion which was carried21 Certificate - Nursing Center Development CorporationThe following resolution was introduced by Commissioner Hoyt Castleberry, seconded by CommissioneHoward Benton and unanimously adoptedTHAT WHEREAS, Nursing Center Development Corporation is a domestic corporation, organized andexisting,under the Laws of the State of North Carolina, it being a development corporation; and WHEREAS,it was organized for the purpose of promoting community, agricultural and industrial development of thecommunity of and the City of Smithfield, County of Johnston, State of North Carolina, and environs, thisbeing the area in which its principal office is located, said office being located in Smithfield, JohnstoCounty, North Carolina; and WHEREAS, its primary objective is benefit to the communtiy and City ofSmithfield, Johnston County, North Carolina, and environs, as measured by increased employment, payroll,business volume, and corresponding factors rather than monetary profits to its shareholders; andWHEREAS, Nursing Center Development Corporation has plans to borrow 102,00000 from various persons andplans to execute securities in the form of 204 50000 subordinated Debentures, which debentures are{IIj531to bear interest at the rate of 8 per annum to evidence said indebtedness; and WHEREAS, under theNorth Carolina Securities Law, specifically G S 78- 403 , in order for these securities to be exemptfrom the operation of Chapter 78 of the General Statutes of North Carolina, it is necessary for thecounty commissioners of Johnston County to approve the offer and sale of said subordinated debentures;NOW, THEREFORE, BE IT RESOLVED, that the offer and sale by Nursing Center Development Corporationof said 204 50000 Subordinated Debentures, which are to bear interest at 8 per annum, be and arehereby approved to the end that said offer and sale of said debentures will be exempt from the operationof Chapter 78 of the North Carolina General StatutesIN WITNESS WHEREOF, I have hereunto set my ;hand and affixed the corporation seal of said Countyof Johnston, this 3rd day of December, 1973ISecretary, Board of mmissioners ofCORPORATE SEAL Johnston County, North Carolina22 Appointment -
