December 10, 1973 - Recessed1 3Fit width5132December 10, 1973The Johnston,C ounty Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Monday, December 109 1973, at 9 oclock am, with thefollowingmembers presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe Johnston County Board of Commissioners met with Norman B Grantham, ;;Chairman, JohnstonCounty Planning Board, David Stanaland, Associate Agriculture Extension Agent, who is working with thePlanning Boardand Dr Leon Danielson and Dr Paul Stone, Economists, with the North Carolina StateUniversity Extension Se -rVi ee,533December 10, 1973 ContDr Stone and,Dr Danielson, presented a program on Land Use PlanningDr_ Stone made a presentation on economic growth and land use planning, discussing urbanizationof rural areas, emerging problems and community planningDr Danielson presented land use planning process and tools for implementing land use plans,explaining steps in planning, new concepts and discussed what some of the problems are in land useplanningAfter these various topics were presented, the commissioners had a general discussion andquestions about land use planning and zoning in Johnston CountyThe following business was transacted1 Clayton Request GrantedThe Town of Clayton some time ago had requested that the County finance the Town of Claytonsshare 20,000 of the water line being constructed from theTown of Clayton to Cutter LaboratoriesThis request related to the fact that the Town of Clayton has had much expense in digging wells to findwater to supply CutterAfter much discussion and consideration, Commissioner Hoyt Castleberry moved that the Countyfinance the Town of Claytons share of 20,000 of the water line being installed from the Town of Claytonto the Cutter Laboratories site This expenditure to be incorporated into the original county contractfrom Rogers Construction Company and paid from the Water and Sewer Account of the Capital Improvementand Construction FundCommissioner Howard Benton seconded the motion which was carried unanimously2 Selma Request for Financial Assistance to I -95 and 70 -A InterchangeThe Board again discussed the request from the Town of Selma of 45,500 to help finance waterand sewer lines to areas under development in the I -95 and 70 -A InterchangeThe Board asked Commissioner Frank B Holding to discuss this matter with Town of Selma officials3 Selma Rescue Squad Request AffirmedSometime ago the Board of Commissioners had granted the Selma Rescue Squad a grant of 2500provided that the Town of Selma match this grant There was some question as to whether the town wasgoing to match this amount, however, Commissioner Frank B Holding had discussed this matter with rescuesquad members and it was decided that the Town of Selma had matched this amount with contributions andin -kind servicesTherefore, Commissioner Frank B Holding moved that this grant of 2,500 to the Selma RescueSquad be affirmedCommissioner Freddie Adams seconded the motion which was carried unanimously40 Rent of Old Nursing HomeThe Board discussed whether or not to continue renting the old nursing home building, actiondeferred5 Membership Dues —North Carolina Association of County CommissionersCommissioner Freddie Adams moved that membershipdues for 1973 -74 to the North Carolina Associatiof County Commissioners be paid in the amount of 130000Commissioner Frank B Holding seconded the motion which was carried6 Employment of Health DirectorThe Board of County Commissioners concurred with the action of the Board of Health in theemployment of Dr Mark Pomerans, as Johnston County Health DirectorAfter discussion, Commissioner Frank B Holding moved that the position of Johnston County HealthDirector be raised to the standard pay grade and that Dr Ponerans be paid accordinglyCommissioner Freddie Adams seconded the motion which was carried unanimously7 Soil and Material Engineers Inc - Employed for Soil Test Borings at LandfillCommissioner Hoyt Castleberry submitteda written proposal from Soil and Material Engineers, Inc,of Raleigh, North Carolina, for soil investigation at the Johnston County Landfill This proposal forapproximately 25 borings on the remaining 65 acres that has not been investigatedThe Board reviewed this proposal and by motion of Commissioner Frank B Holding authorizedCommissioner Hoyt Castleberry to employ this firm for soil investigations according to the fee schedulesubmitted with their proposal Commissioner Holding further moved that Commissioner Castleberry befurther authorized to have soil test borings made on the Lassiter farm adjacent to the Johnston CountyLandfill, if the county decided to purchase this propertyX34December 109 1973 ContCommissioner Howard Benton seconded the motion which was carriedUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Hoyt Castleberryand carried the Board recessed to meet again Tuesday, December 11, 1973, at 10 oclock amFNorman C Denning, ChairmanYEleanor N Creech, Clerk
