S R # 1725The Board was presented with a petition for paving of S R # 1725 located in Wilders TownshipThe Board noted that this road has a priority number of 54Commissioner Hoyt Castleberry moved that this petition be mailed to the North Carolina StateDepartment of Transportation and Highway Safety with the Boards recommendationsCommissioner Frank B Holding seconded the motion which was carried unanimously2 State Highway Division Requested to Build New RoadThe Board was presented with a petition from property owners,in Pleasant Grove Townshiprequesting the North Carolina State Department of Transportation and Highway Safety highway Divisionto build a new road This road described as the Lexie Pleasant roadCommissioner Howard Benton moved that this petition be mailed to the Highway Division withthe Boards recommendationsCommissioner Freddie Adams seconded the motion which was carried unanimously3 Reports -The following reports were filed with the BoardOttis H Ross, Jr FHA Annual ReportLibrary WrittenHarper Godwin Tax CollectorM W Knott Electrical InspectorRubert C Barbour Dog WardenL P Creech Veterans WrittenWilson Broadwell Civil DefenseEdith Park Dept of Social ServicesC W Tarlton Extension ChairmanC W Tarlton in making his report advised the Board that he had air conditioning problemsat the Agriculture Building Mr Tarlton explained that the 2 year old compressor compressor thatwas replaced 2 year ago is now out of order The Board asked Mr Tarlton to check the voltage goinginto this compressor to see if the problem could be there, since the unit is only about 2 years oldMr Tarlton advised the Board that he had received two bids to replace this unit - 1,000 fora new unit and 500 approximately for a rebuilt Westinghouse unitAfter discussion, Commissioner Frank B Holding moved that Mr Tarlton be instructed -to workwith the lowest bidder and also to have the voltage checkedCommissioner Freddie Adams seconded the motion which was carried unanimously501August 6, 1973 ContThe Board also discussed with Mr Tarlton the demolition of a house owned by the County onNorth Street near the Agriculture BuildingCommissioner Denning stated that`he would work with Mr Tarlton on this projectMr Tarlton also reported to the Board that he had had no reasonable bids on the pulp woodtimber located on the Landfill property The Board instructed Mr Tarlton to sell this timber assoon as possible at the best price he can get4 County Lien - James Massey Lot - Wilsons MillsMr James Massey of Wilsons Mills appeared before the Board of Commissioners and asked theCommissioners if they could release a lien of 881 that the County has on his lot located in WilsonsMills Township Mr Massey stated that he is no longer receiving assistance from the Department ofSocial Services However, Mr Massey also advised the Board that W B Oliver has a 200 note onthis same lotThe Board discussed this matter with W R Britt, County Attorney After legal consultation,the Board instructed Mr Britt to conduct a foreclosure sale on this lot of James Massey, WilsonsMills Township5 Old Tax Receipts - Tax Collectors OfficeHarper Godwin, Tax Collector, appeared before the Board and advised that he was conductinga clean up program in his office Mr Godwin stated that there are old tax receipts in his officeof property that no longer exists, this property was not located in the last revaluation, possiblysold to other parties - changed names, etc Therefore, the Tax Collector presenteda list of thisproperty and asked the Board for consideration in releasing sameThe Board took no action at this time pending further study on this matter and asked MrGodwin to discuss this with Daniel G Matthews, CPAMr Godwin also mentioned to the Board that his office had located property that had notbeen transferred to rightful owner6 Paul Burgess - Reappointed to Zoning Board of AdjustmentCommissioner Frank B Holding moved that Paul Burgess of Smithfield be reappointed to theSmithfield Zoning Board of Adjustment for a term to expire August, 1976Commissioner Freddie Adams seconded the motion which was carried7 Kenly Project - Estimate # 1 - Water and Sewer LinesCommissioner Howard Benton moved that Estimate # 1 from Braswell and Raper Construction co,Inc, for Water and Sanitary S ewer Improvement, Kenl y, N C , in the amount of 14,18571 be approvedfor paymentCommissioner Freddie Adams seconded the motion which was carried8 Clayton Project — Estimate # 1 - Water and Sewer LinesCommissioner Hoyt Castleberry moved that Estimate # 1 from Rogers Construction Company forWater and Sanitary Sewer Improvement, Clayton, North Carolina Cutter Laboratories in the amount of67,79160 be approved for paymentCommissioner Castleberry further moved that Ragsdale Engineers, Smithfield, North Carolina,be paid in the amount of 2,53200 payment # 2 for engineering and inspection fees of this projectC6mmissioner Howard Benton seconded the motion which was carriedJames H Griffin presented the Board members with copies of An Appraisal of Potential forOutdoor Recreation Development in Johnston County, North Carolina 9 Pre- Treatment Plant for Cutter Laboratories at ClaytonDouglas McCormac, Commissioner, Town of Clayton, appeared before the Board of CountyCommissioners and explained that the North Carolina Department of Water and Air Resources had advisedthe Town of Clayton that it will be necessary that Cutter Laboratories pre -treat its industrial wastebefore emptying into Claytons Sanitary Sewer System Therefore, it will be necessary that a pre-treatment plant be installed at an estimated approximate cost of 15,000After discussion, Commissioner Hoyt Castleberry moved that the County of Johnston participatein the amount of two - thirds of the cost of the pre - treatment plant not to exceed 10,000Commissioner Howard Benton seconded the motion which was carried unanimously10 Dues - Institute of GovernmentCommissioner Frank B Holding moved that membership dues in the amount of 30869 for thefiscal year 1973 - 1974 to the Institute of Government, Chapel Hill, be paidCommissioner Hoyt Castleberry seconded the motion which was carried55lJ2August 6, 1973 Contll Payment to L E Wooten and Company, Consulting Engineers rCommissioner Howard Benton moved that L E Wooten and Company, Consulting Engineers, be paid1,66600, which represents payment # 2 of engineering fee for the preliminary study and report WaterSupply and Water Distribution from Smithfield to BensonCommissioner Frank B Holding seconded ,the motion which was carried12 Secondary Road Priorities RevisedPaul Anderson, District Engineer, North Carolina State Department of Transportation andHighway Safety Highway Division presented a revised priority list of secondary road improvements ,forJohnston County This list pertaining to the first thirty 30 priorities13 Secondary Road to County LandfillCommissioner Frank B Holding moved that the North Carolina State Department of Transportationand Highway Safety be-requested to extend-Secondary-Road # 1503 into the new Johnston County SanitaryLandfill site Commissioner Holding further moved that the Highway Division expedite this projectCommissioner Hoyt Castleberry seconded the motion which was carried14 Bids - Holts PondCommissioner Freddie Adams moved that the North Carolina State Department of Transportationand Highway Safety be requested to study the feas,ibil ity of installing guard rails along ,the bridgeapproaches on Secondary Road # 2530 at Holts PondCommissioner Frank B Holding seconded the motion which was carried unanimously16 County Purchases Old Hospital PropertyE VWilkns, Attorney, appeared before the Board of Commissioners representing Dr -V ADavidian Mr Wilkins advised the Board that Dr Davidian had agreed to sell the Old Hospitalproperty approximately four 4 acres to the County for 205,000It was explained that a house located on,this property is leased for a three 3 year periodat a monthly rental of 4500, Attorney Wilkins stated that it,will be necessary that the Countyhonor this lease agreementDr Davidian has also asked for a reasonable length of time to vacate the apartment he occupiesin the old hospital buildingAfter much discussion, Commissioner Hoyt Castleberry moved that the County of Johnston purchasethe Old Hospital property consisting of approximately four 4 acres from Dr V A Davidian at-a-purchase price of 205, 000 Commissioner Castleberry further moved that the County pay Dr Davidian40,000 now and the balance of 165,000 within the next three years, deferred payments at an interestrate of six 6Q, per centCommissioner Freddie Adams seconded the motion which was carried unanimouslyIn discussion of the purchase of this property and the Department of Social Services movinginto the old hospital building, the Board authorized Commissioner Howard Benton and Commissioner HoytCastleberry to work with Edith Park, Director, Departmettt` of Social Services regarding plans andpreparation for remodeling and moving503August 69 1973Cont17 Additional Sewer Line at Clayton Project York BuildingBill Ragsdale and Gene Cobb, Ragsdale Engineers, talked with the Board regarding an additionalsewer line to serve the York Building at the Clayton Industrial site, this line to be a gravity flowline Mr Cobb explained to install this line it will be necessary to go deeper into the ground andthese unit prices are not the same as the unit prices on the line to CutterThe Board after discussion, asked Mr Ragsdale and Mr Cobb to compare unit prices and reportback to the Board18 Landfill Water Supply and TrenchRoland Hatcher, Manager, Johnston County Landfill, talked with the Board regarding the watersupply for the landfill, Mr Hatcher advised that 9,,we711-,? ebuadrbe d or water could be pumped fromthe County Dog Pound The Board recommended that the water supply for the landfill be pumped from theCounty Dog Pound wellThe Board also instructed Mr Hatcher to start making plans and preparations for the excavationof a trench for garbage disposal at the landfillThe Board also talked with Mr Hatcher about equipment operators19 Johnston County Rescue Squads - Commissioners to Attend MeetingsNorman C Denning, Chairman, asked Commissioners Freddie Adams and Hoyt Castleberry to attendrescue squad meetings throughout the County to help these units in anyway possibleUpon a motion by Commissioner Howard Benton, seconded by Commissioner Hoyt Castleberry andcarried, the Board recessed to meet again Tuesday, August 14 ,1973, at 8 oclock pmsNorman C Denning, ChairmanEleanor N Creech, Clerk
