1 2Fit width506August 21, 1973The Johnston County Board of Commissioners met in special session in the Auditors Office of theJohnston County Courthouse, Smithfield, North Carolina, August 21, 1973, at 8 oclock pm,with thefollowing members presentNorman C Denning, Chairman, Frank B Holding, Howard Benton and Hoyt CastleberryMember Absent Freddie AdamsThe following business was transacted1 Health Building - Addition and RenovationHelen M Ray, Acting Director, Johnston County Health Department, and Harry McGee, Architect,appeared before the Board of County Commissioners regarding preliminary plans for the addition andrenovation at the Johnston County Health Department Mrs Ray explained that she was requesting ,authorization from the Board of Commissioners to go ahead with the plans for the new Health facilityThe Board discussed this matter with Mrs Ray and Mr McGee and advised that they would takethis under consideration and let them know their decision at an early date2 Parents Fees - Day Care Center for Retarded Children,The Board was advised that It was `not clearly understood if Parents Fees for the Day CareCenter were to be included in the amount budgeted 750000 for 1973 -74 equal to 62500 per monthfor the Johnston County Association for Retarded ChildrenThe Board discussed this and advised the Clerk that this was the intention of the Board atbudget making time, Parents Fees,are to be included in the monthly payment of 62500 to the JohnstonCounty Association for Retarded Children3 Payment to W R Britt, County Attorney - Davidian Property Title CertificateCommissioner Howard Benton moved that William R Britt, County Attorney, be paid for TitleCertificate - Dr V A Davidian and Wife Margaret Graves Davidian Property, in the amount of 30100,Title Certificate 150009 Johnston County Holding Company, Inc 15000, and advancement to Registerof Deeds for copy 100Commissioner Frank B Holding seconded the motion?,,which was carried unanimously4 Ivery Daughtry Damage to LivestockCommissioner Frank B Holding advised the Board of Commissioners that he had been contacted byMr Ivery Daughtry, Route # 3, Smithfield, North Carolina, regarding, damage to his hogs by dogsThe Board expressed that theywere verysorry that this happened, but discussed Legislature of1961, G S 67 -34, excluding Johnston County from any liability in the damage of livestock by dogsThe Board suggested that the Clerk write Mr Daughtry and explain this action5 Fire Hydrants on Cutter Water LinesChairman Denning reported that M J Oliver, Fire Marshall, had been in contact with theClayton Fire Chief regarding the fire hydrants on the water line to Cutter6 General DiscussionThe Board of Commissioners discussed several matters; possible purchase of property, officespace for electrical inspector and office space for Water and Soil Conservation7 Landfill Equipment - DiscussionThe Board of County Commissioners discussed at length equipment for the Johnston County Landfill,but took no official action at this timeiii509August 21, 1973 ContUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Benton Iand carried the Board adjourned71,Eleanor N Creech, Clerk
