April 9, 1973 - Recessed1 3Fit widthClerk April 9, 1973ChairmanThe Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, April 9, 1973, at 730 pm, with thefollowing members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and HoytCastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Request from Sheriff Rayford OliverSheriff Rayford Oliver appeared and asked the Board of Commissioners for compensation for hisdeputies for working around the clock from Friday noon until Sunday morning in connection with theTuscarora Indians arriving in the County and attempting to march through Smithfield without a paradepermit Sheriff Oliver said these meaworked long hard hours in the rain and bad weather He furtheradvised that Anna Cuddington, Secretary, in his office and two other ladies from the Department ofSocial Services assisted SaturdayAfter much discussion, Commissioner Frank B Holding moved that the deputies be paid 50 forextra dutyand expenses incurred during the week -end April 7th and 8th, during the Indian affair,and further moved that Mrs Anna Cuddington be paid for a days work 1250 and the two other ladieswho worked for a few hours be paid 750 eachCommissioner Freddie Adams seconded the motion which was carried2 Awarding Contract for Water and Sewer to Cutter PostponedCommissioner Frank B Holding moved that Tom Moore, Ragsdale Engineers, ask for an extensionof fifteen to thirty 15 to 30 days in awarding contracts for construction of water and sewer linesand tank contract to serve the Cutter Laboratories plant site near ClaytonCommissioner Howard Benton seconded the motion which was carried3 Landfill DiscussionTom Moore advised the Board-that he -had results ofsoil test borings from the new proposedlandfill site and asked if the Board wanted him to release this information to Mr O W Strickland,State Board of HealthCommissioner Hoyt Castleberry moved that this information be forwarded to Mr Strickland withthe North Carolina State Board of Health, Raleigh, North CarolinaCommissioner Freddie Adams seconded the motion which was carried unanimously4 Planning Board Presents Recommendations for County Administrative OfficerMr Norman Grantham,Chairman, Johnston County Planning Board presented the followingrecommendations to the Board of CommissionersResolution of the Johnston County Planning Boardto the Johnston County Board of CommissionersCounty government is unique in that it consists of elected officials who are responsible foroperation of their separate departments, and appointed officials who are responsible to the CountyCommissioners for their special programsThe departments of elected officials are operated independently with the exception of theavailability of funds which are appropriated by the County Commissioners However, appointed officialsserve under the direct supervision of the County Commissioners In addition, there are programs inwhich the County Commissioners have direct or indirect responsibilitiesThe new program of Federal funding, new approaches to public services, health, welfare,recreation and new land use patterns resulting from the massive reorientation of people, jobs, andliving habits has taken place, within a framework of government not fully prepared to cope with themultitude of demands placed upon it in such a short period of timeJohnston County with its continuing expansion of economic and industrial growth, has and isexperiencing these changes which places greater demands and responsibilities upon the County Commissioneras they increase the scope of county operationsConsidering the organization of County Government and the increasing demands placed upon it,it appears there is a definite need for an additional arm of county government to, assist the CountyCommissioners in administering and supervising these various programs and services, and to provide the444April 9; 1,973 Contday to day continuity necessary in rendering these, servicesTherefore, be it resolved that the Johnston Count y Plannin g Board recommends to,-the JohnstonCounty Board of Commissioners that they employ a competent individual to serve as the administrativeofficer of the County government, with such responsibilities and duties as the County Commissionersmay assignN B GranthamN B Grantham, ChairmanM A- MorganM A Morgan, Vice - ChairmanR L Holt R L Holt, SecretaryRobert A TartRobert , A TartWilliam J SuggWilliam J SuggThe Board of Commis s ioners , took no action on this recommendation- at this time5 Revenue Sharing _Discussion _The Board of County Commissioners discussed at length projects for ,Revenue,SharirLg money and,ascertained that they had sixty 60 days in which to submit planned use reports to the RevenueSharing Office to show -how they intendto spend Revenue Sharing funds received,between now and July 1,1973 The Board discussed many potential - ,projects such,as school construction, Johnston CountyTechnical Institute construction, water and sewer- lines, landfill and garbage ;d,isposal, soil survey,Health Department expansion, Mental Health Center in- patient section, Johnston Memorial Hospitalalcoholic detoxification unit and construction and renovation of the courthouse and county jailThe Board asked W R Britt, County Attorney to write Mr Jeffrey Schiff, Information Officer,Office of Revenue Sharing, and get a legal opinion in writing as to how Revenue Sharing money can bespent and if it can be used for the above projects and report back to the Board The Board alsosuggested that BillyBritt contact Daniel G Matthews, CPA ,of, Smithfield, North Carolina, regardingRevenue Sh,aring;,laws and regulations,The Board was advised that the County has received a total of 1,085,991 to date April 9,1973 in revenue sharing funds -Mr E S Simpson met with the Board and discussed revenue sharing funds,for school constructionpriorities as had been brought to the attention of the Board at a previous meeting Mr Simpson advisedthat the Board- of Fducation,;desires -tbe County Commissioners to, make; available for, school _ constructionthe maximum- ,amount of , funds possible from the revenue sharing money-,r6 Political Action Committee MeetingChairman Norman C Denning asked Commissioner Hoyt Castleberry-to attend- the PAC Polit;icalAction Committee meeting to be held in Raleigh on April 12, 1973, at the Sir Walter Hotel representingthe Johnston County Board of Commissioners -7 Norman C Denning, Chairman Au,th;orized Representative- Water Poject , Commissioner Frank B Ho ldingmoved that Norman CDenning, Chairman, be appointed as the newauthorized representative for project NoSBH -003, Johnston County Water System, Johnston,Count,y,,NorthCarolina, since Mr J Dobbin Bailey has retired, and further moved that the following resolution beadopted Commissioner Howard Benton seconded the motion which was carried unanimouslyJOHNSTON COUNTYRESOLUTION BY GOVERNING BODY OF APPLICANTWHEREAS, The North Carolina Clean Water Bond Act of 1971 has, authorized the making ,of grantsto aid eligible units of government in financing the cost of construction of wastewater treatment works,wastewater collection systems, and water supply system, andWHEREAS, Johnston County, has- needfor and -intendsto construct awater supply system projectdescribed as The Johnston County Water System,, andWHEREAS, Johnston County intends to request State -grant assistance for the projectNOW THEREFORE-BE IT ,RESOLVED BY THE Board of, Commissioners ,of Johnston County -That Johnston County will arrange financing for all remaining costs of the project, if approvedfor a State grant awardThat Johnston County will provide for efficient operation afid maintenance, of the ,project oncompletion of construction thereofThat Norman C Denning is hereby - authorized -to execute and fide anapplication on behalfofJohnston County with the State of North Carolina for a ,grant to aid in -the construction of the project# ?drApril 9, 1973 Contdescribed aboveThat Norman C Denning, Chairman is hereby authorized and directed to furnish such information-,as the appropriate State agency may request in connection with such application or the project;
