Meeting of Board of County CommissionersJune 15, 1983The Johnston County Board of Commissioners reconvened in regular session Wednesday,June 15, 1983, at 7 30 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, HowardBenton and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Budget Work SessionThe County Manager reviewed with the board budget requests in the 1983 -84 ProposedBudgetIn discussion of the Capital Outlay expenditures, the board tentatively agreed toincrease or add to several items; recreation grants, rescue squad ambulance, Firemens Building -Johnston Tech and automobiles for the Sheriffs DepartmentThe County Manager told the board he had found additional revenue that would off -setthe increase in the above Capital Outlay items, and at this point should be able to stay withthe 3? tax rate increaseThe board discussed the Hospital Construction Fund and Hospital Revenues with regardto the Construction Fund interest money of 255,000, which will remain in the county budgetuntil such time as it is needed by the hospitalThe board further discussed and again reviewed the following requestsa School Budget with regard to county teachers salary increasesb Landfill - Capital Outlay and request for two additional employeesc Health - Home Health Program - number of employees requested for this programAfter further discussion, the County Manager suggested the board allow theHome Health Program two additional employees Commissioner James W Cashagreed that he would go along with this recommendationCommissioner Holding favored limited services for the Home Health Program; theboard discussed available space, maybe in the old Nurses HomeChairman Denning recommended the board approve the Home Health Program budgetrequest, emphasizing this program is self- supportingd Library Budget - the board strongly feels the county appropriation and the townappropriation should be the same, and indicated they would be willing toappropriate what the town doese The County Manager reviewed with the board the following,budgets1 Contingency Fund; 2 Debt Service Fund 3 Employment Training Fund;4 Hospital Construction Fund; 5 HousingAssistance Program; 6 MentalHealth Fund; 7 Princeton Community Development FundCommissioner John M Booker asked the County Manager about what it cost to maintainthe countys communications equipment The County Manager stated that he would have to checkon this figure, as he was not sure what the annual cost would beCommissioner Booker stated to the board members that he favors keeping the tax ratethe same and would work toward that goal2 Health Department - Sanitarian Technician - Migrant ProgramCommissioner Frank B Holding moved that Helen Ray, Health Director, be authorized tohire a Sanitarian Technician for ninety 90 days to assist with the migrant program, anamount of 3,000 to be allocated for this position to come from the migrant money appropriatedto the county by the General Assembly Commissioner Holding further moved that the remainderof the migrant money be appropriated to the hospital to be applied on accounts created bymigrants which amounts to an unpaid balance of 80,000Commissioner John M Booker seconded the motion which was carried by unanimous vote`Upon a motion by Commissioner Frank B Holding, duly seconded by Commissioner John MBooker and carried, the board recessed until Monday, July 27, 1983, at 730 pmgAt4c? ;? djb?u_j_Eleanor N CreechClerk to the Board1Norman C Denning, Chairman
