Work Done At Agriculture BuildingC W Tarlton in making his report advised that additionalparking spaces had been constructedat the Agriculture Building by James Paul Edwards, and the work was complete Mr Tarlton furtherreported that the building had been painted by Rabils Interiors, and he was negotiating with theinsurance company for compensation on the smoke and furnace damageAfter discussion of the work at the Agriculture Building, Commissioner Frank B Holding movedthat James Paul Edwards, Smithfield, and Rabils Interiors, Smithfield, be paid for their servicesCommissioner Freddie Adams seconded the motion which was carried4 Johnston County Planning Board - OrganizationThe newly appointed Johnston County Planning Board appeared before the Board of CountyCommissioners and announced their organization The Planning Board assured the Board of CountyCommissioners that they were ready for the challenge realizing they will need advice and assistancein determining their responsibilities and dutiesCommissioner Howard Benton mentioned to the Planning Board members that Triangle J was availableto local organizations for assistance Commissioner Benton further stated he had information and materiafor the Planning Board and offered his assistance if he could be of any helpThe Board of County Commissioners emphasized that they were very proud of their Planning Board,they feel very enthusiastic and are confident that they know real needs of Johnston CountyAfter discussion with the Planning Board, Commissioner Frank B Holding moved that 1,00000be transferred from the Contingent Fund of the County General Fund, appropriated and made available bythe Auditor and Treasurer when needed for the Johnston County Planning BoardCommissioner Freddie Adams seconded the motion which was carried unanimously5 Fuel Oil ContractPursuant to an order of the Board and after due re- advertisement the following bids were receivedand opened for the furnishing of # 2 fuel oil for heating the County buildings for the fiscal year July1, 1972 to June 30, 1973 a Denning - 1973Commissioner Freddie Adams seconded the motion which was carried6 S T Wooten - Paving ContractDue to negotiations between S T Wooten Company, Commissioner Frank B Holding and FredEichenberger, Landscape Architect, regarding the design of certain items in the paving of the Courthouseparking areas, an error was found in item # 2 paving of the construction bid Item # 2 pavingshowed 901 square feet of paving and should have been _2702 square feet This error causing a mis-calculation of Line item # 2 and an increase of about`4`00Vin the final bid priceAfter discussion and consultation with S T Wooten Company representative it was determinedthat certain item cost could be reduced and one item # 5 2 x 4 stakes of construction could be deletedcompletelyItcvas determined by the Board of County Commissioners that further negotition with S T WootenCompany was necessary to work out the final cost of this project7 Paving -_Johnston County Rescue Squad Building LotIt was again, at this time, called to the attention of the Board that the Johnston County civilDefense Rescue Squad lot needed pavingChairman Bailey asked Commissioner Norman C Denning and Commissioner Frank B Holding toconsider this lot, in their negotiationswithS T Wooten Company regarding the Courthouse parking lot,and see what could be worked out for the Civil Defense Lot8 Civil Defense Request Old Communications Equipment from Sheriffs DepartmentWilson Broadwell, Director, Civil Defense, appeared before the Board requesting the Board ofCounty Commissioners to donate to the Johnston County Civil Defense Agency the old communicationsequipment from the Sheriffs Department when their new equipment is installed and ready for useToe Board took no action on this matter at this time9 Possible Sanitary Landfill SiteAt the request of the Board of County Commissioners, James H Griffin, Soil Conservationist,made a soil survey of a possible sanitary landfill site and reported that it was acceptable for use asan area type sanitary landfill However, Mr Griffin further explained that the sites high water tablecould present a problem unless it is properly drained This site is located in the northeastern partof the county and would serve the areas of Kenly,Mi;cro, Pine Level and PrincetonThe Board took no action on this proposed landfill site as Chairman Bailey explained that theBoard is looking over, severalother possible sites10 go-saluti on - Tr; nn?gl , J__- Lead OrganizationCommissioner Howard Benton moved that the following resolution be adopted-JOINT RESOLUTION SUPPORTING APPLICATIONFOR DESIGNATION AS LEAD REGIONAL ORGANIZATIONWHEREAS, the Governor declared on May 11, 1971, that one legally constituted organization willbe designed as the LEAD regional organization in each of the 17 multi - county regions in North Carolina;andWHEREAS, such LEAD regional organization will be expected to provide leadership for effectiveregional planning and for program implementation; andWHEREAS, such LEAD regional organization must be created by general purpose local governmentsand must have its membership open to all general purpose local governments within its region; andWHEREAS, the Triangle J Council of Governments meets all of the above descriptions andstipulations;sli r} M1September 5, 1972C ontNOW, THEREFORE, BE IT RESOLVEDTHAT the governing body of the COUNTY OF JOHNSTON joins with suchother municipalities and counties in this multi - county planning region as may pass this resolution insupport of the designation of the Triangle J Council of Governments as the LEAD regional organizationin multi- county planning region JCommissioner Frank B Holding seconded the motion which was carried unanimously11 Remodeling - District CourtroomJames C Woodard, Clerk of Superior Court, reported on the work to be done in the DistrictCourtroom to provide additional office space for the Solicitor and his staff, and stated that he didnot have any definite prices on the remodeling of this area for office space at this time However,Mr Woodard explained to the Board that the heating and air conditioning system in this building is notadequate With the present system you have to heat or cool the entire building to heat or cool oneoffice, or one floor Mr Woodard estimated to convert the present system, so that you could heat orcool one floor at the time, or both, and to take care of additional offices would be approximately 1200After much discussion, Commissioner Frank B Holding moved that Mr Woodard, Clerk of SuperiorCourt, be authorized and directed to co- ordinate this entire project at the District Courtroom to thebest of his abilityCommissioner Norman C Denning seconded the motion which was carried unanimously12 Advertise - Automobiles for Sheriffs DepartmentCommissioner Frank B Holding moved that Sheriff Rayford Oliver immediately advertise for four4 new automobiles, bids to be opened October 2, 1972, at 12 oclock noonCommissioner Freddie Adams seconded the motion which was carried unanimously13 Road Petition - R ollingwood - Clayton TownshipThe Board of County Commissioners was presented with a petition from the property owners onOakdale Avenue and Meadow Lane, Rollingwood, Clayton, North Carolina, requesting the State HighwayCommission to add this road to the Secondary Road System for maintenanceCommissioner Frank B Holding moved that the petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards` recommendationsCommissioner Norman C Denning seconded the motion which was carried14 Joe S Boyette - Special Deputy - West Smithfield Sanitary DistrictUpon recommendation of the West Smithfield Danitary District, Commissioner Freddie Adams movedthat Joe S Boyette be appointed Special Deputy for this districtCommissioner Frank B Holding seconded the motion which was carried15 Water Line - Benson Mootel ProjectAfter much discussion of the Benson Motel water line project, Commissioner Howard Benton movedthat the County Commissioners appropriate up to 4,500 for the boring and installation of a 12 inchwater line under I -95 at Benson This appropriation based on this water line becoming part of theultimate county wide water systemCommissioner Frank B Holding seconded the motion which was carried unanimously16 Taxes Released - Lot - Ingrams TownshipUpon recommendation of Harper Godwin, Tax Collector, Commissioner Frank B Holding moved thattaxes in the amount of 1489 for the years 1944 through 1962 on a lot in Ingrams Township be releasedas this property was sold to St John Free Will Baptist Church during the year 1943 and never transferredon the tax recordsCommissioner Howard Benton seconded the motion which was carriedUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner Howard Bentonthe Board adjourned ^l4,1-e Eleanor N CreerkDo iley, Chairman
