October 2, 1972 - Regular1 6Fit width403,Meeting of Board of Commissioners for County of JohnstonOctober 2, 1972The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, October 4, 1972, at 11 oclock am ,with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Freddie Adams and HowardBentonMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 County Communications Equipment Contract AwardedMr James Durham, Planning Director, Triangle Commission on Criminal Justice, explained to theBoard the communications system equipment had been advertised for bids, three bids were received,General Electric, Motorola and RCA, Motorola being the low bidder Mr Durham stated that 5,00000was available for Johnston County to update its communications system, Mr Durham explained that thebids had been studied and reviewed by the Systech Corporation, a Maryland consulting firm employedby the Governors Law and Order Committee to provide technical assistance for the Law EnforcementAssistance Administration, and they had recommended that General Electric be awarded the contractbecause they had submitted the lowest responsive bid Mr Durham stated that the Post EvaluationCommittee consisting of himself, W H Britt, W R Britt, Sheriff Rayf ord Oliver and Police Chiefsof County had met and reviewed Systechs summary of evaluation and agreed to go along with itsrecommendation Mr Durham further explained to the Board that it was his opinion that federal fundsmight be withheld if the contract was awarded to Motorola, and not to General Electric as recommendedby SystechAfter much discussion with Mr Durham, General Electric and Motorola representatives,Commissioner Norman C Denning moved that the contract for Communications Equipment and Allied Servicesfor a County Communications System for Johnston County be awarded to General Electric Company thelowest responsive bidder,Commissioner Freddie Adams seconded the motion which was carried unanimouslyThe Board of County Commissioners expressed appreciation to Mr Durham for his cooperationand assistance regarding the County Communications System2 New Director - Public Library of Johnston County and SmithfieldMr William S Ward, Director, Public Library of Johnston County and Smithfield, who wasemployed in September, 1972, visited with the Board3 Hyder -Video Cable T VMr Jonas Kessing, Sales Manager, Hyder- Video, Inc Cable T V met with the Board requestinga statement of the Countys legal position or its authority to grant a franchiseThe Board, after consultation with W R Britt, County Attorney, realized they did not, atthe present time, have any authority to grant a franchiseAfter discussion, Commissioner Frank B Holding moved that Commissioner Howard Benton consultfurther with W R Britt and work out an agreement that would be satisfactory for the CountyCommissioner Freddie Adams seconded the motion which was carried4 Proposed Landfill Site AbondonedMr_ Doug Parnell, Mr E C Pittman and Mr M S Edwards of the Kenly -Micro area appearedX before the Baar,d of Commissioners to express opposition to a possible landfill site that had beenproposed near Little River east of Micro R R Holt Estate to serve the northeastern section of thecounty Mr Pittman stated that this property was located near a residential area, long and narrowand needed draining, and furthermore, he knew of other sites in the same area that would be bettersuited for a landfill Mr Edwards stated that if this site was used the landfill property would comewithin 100 feet of his lotThe Board assured Mr Parnell, Mr Pittman and Mr Edwards that the Commissioners had madeno commitment to use this land and did not want to put a landfill where it would decrease the valueof anyones property Chairman Bailey stated that he had visited this particular area and he did notthink it was suitableAfter discussion, Commissioner Frank B Holding moved that this particular tract of land whichis located along the north side of S R # 1001 between the river and R 2342 be abondoned as alandfill siteCommissioner Freddie Adams seconded the motion which was carried unanimouslyOctober 2 1972 Cont5 ReportsThe following reports were filed with the BoardC W TarltonM W KnottHarper GodwinRubert C BarbourEleanor HooksExtension ChairmanElectrical InspectorTax CollectorDog WardenLibrarian6 Payment to James Paul Edwards, Inc - Agriculture Building WorkCommissioner Norman C Denning moved that James Paul Edwards, Inc, Smithfield, North Carolina,be paid for work done at the Agriculture Building in the amount of 97429, and this amount transferredfrom the Contingent Fund and appropriated to the Agriculture Building Maintenance Account T -6Commissioner Freddie Adams seconded the motion which was carried7 Employment of Assistant Home Economics AgentUpon the recommendation of C W Tarlton, Extension Chairman, Commissioner Frank B Holdingmoved that Miss Mary Kay Seaford of Concord be employed as an Assistant Home Economics Agent with theJohnston County Extension Service effective October 16, 1972Commissioner Norman C Denning seconded the motion which was carried unanimously8 Courthouse WiringMr Robert Beasley, Electrician, appeared before the Board and advised that the electricalwiring in the Courthouse needed immediate repair Mr Beasley stated there was faulty wiring whichwas very dangerous and he estimated the cost to repair this wiring at approximately 2,500 The Boardof Commissioners discussed this matter with Mr M W Knott, Electrical Inspector, who was present,and he explained that Mr Beasley was correct and the work needed to be done in order for the Courthouseto meet the reauirments of the North Carolina Electrical CodeAfter discussion;, Commissioner Howard Benton moved that Mr Beasley proceed with the electricalwork immediately under the supervision of Mr KnottCommissioner Freddie Adams seconded the motion which was carriedMr Beasley also mentioned to the Board that several light fixtures at the Courthouse neededrepair Chairman Bailey asked Commissioner Norman C Denning to work with Mr Beasley in getting thiswork done9 , Work Incentive ProgramMrs Edith Park, Director, Department of Social Service, advised the Board of Commissionersthat effective October 2, 1972, as a requirment for eligibility of assistance, all AFDC recipients,except those exempt for some specific reason, will have to register for employment with eligibilityspecialists An applicant for, or recipient of,AFDC, if they claim to be disabled, will have to havea medical form completed by family or attending physician, these medical examinations at full ratesto be paid by the County, which will be reimbursed 100 by the Department of LaborAfter discussion, Commissioner Howard Benton moved that the County Auditor and Treasurer beauthorized to pay doctors as set out in this Work Incentive ProgramCommissioner Norman C Denning seconded the motion which was carriedMrs Edith Park also advised the Board of a letter from Clifton M Craig, Commissioner,State Department of Social Services, regarding the 1972 -1973 County Budget Mr Craig stated that theMedical Assistance Budget was considerably too low and reminded the Board that should expendituresexceed appropriations the County Commissioners would be responsible for providirig`funds10 Automobiles Bids - Extension of S R # 1114The Board of Commissioners was presented with a petition from Leon Parker, Route # 2, BensonMeadow Township requesting the State Highway Commission to extend S R # 1114, six tenths 6 ofa mileCommissioner Norman C Denning moved that this petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendationCommissioner Freddie Adams seconded the motion which was carried15, Letter of AppreciationChairman J Dobbin Bailey read a letter of appreciation from Mrs William Taylor Newton ofRoute # 2, Dunn, North Carolina, for the action the Board of Commissionerstook to help get a stop -cautionlight installed at the intersection of Highway N C 242 and N C 5516 Johnston County HistoryMr C S Coats visited with the Board asking that theCounty Commissioners appropriate fundsto write a history of Johnston County Mr Coats stated that he had done a lot of research that hadnever been written and had complied notebooks of clippings and historical notes Mr Coats offeredhis services to get a manuscript ready for publication and estimated its cost at approximately 1,000to 1,500During discussion, Commissioner Howard Benton emphasized that he would like to see somethingdone about a County History and getting it in proper form, and suggested that consideration be givenat next budget making time17 Resolution - W H Pridgen, District EngineerCommissioner Norman C Denning moved that the following resolution be adoptedRESOLUTIONWHEREAS, W H Pridgen, District Engineer, North Carolina State Highway Commission, comprisingJohnston and Wayne Counties, has been promoted to the position of Assistant Division Engineer, effectiveOctober 9, 1972; andWHEREAS, Mr Pridgen assumed the position of District Engineer on July 8, 1967, and since thattime has admirably discharged the duties and responsibilities of his office in an efficient, diligentand forthright manner, always alert to the policies of the Commission, and at the same time recognizingthe rights and needs of the people, performing the functions of this office conscientiously and fairly,reflecting honor and distinction to himself, as well as to the county and state; andWHEREAS, he has made regular bi- monthly appearances before the Board of County CommissionersAnd has acted with dispatch, firmness and courtesy to requests - Removed from Approved ListRubert C Barbour, Dog Warden, advised the Board of a letter he had received from Mr John IFreeman, DVM, MPH, Chief, Veterinary Public Health Section, which stated that on September 5,1972, at a meeting of the Executive Board of the North Carolina Veterinary Medical Association aresolution was adopted to recommend that all inactivated tissue culture origin rabies vaccine beremoved from the approval list for use in North Carolina of January 1, 1973 Mr Barbour furtherstated that on September 7, 1972, the Board of Health took this same action, and that if the Boardof Agriculture acted in this same manner, the inactivated tissue culture origin rabies vaccine woulddefinitely be removed from the approved list and could not be used in North CarolinaThe Board discussed this matter and asked Commissioner Norman C Denning to confer with MrJim Graham, Commissioner of Agriculture, and report back to the BoardI064bOctober 2, 1972 Cont19 Water and Sewer to Cutter LaboratoriesTom Moore, Engineer, Ragsdale Engineers, appeared before the Board with preliminary drawingsfor water and sewer lines for the new industry of Cutter LabDratories, Inc, to be located east ofClayton off highway 70 The county water and sewer lines will extend from Clayton at an estimatedcost of 275,000, and the water line 16 inch line designed to become part of the plans for thecounty-wide water systemAfter discussion, Commissioner Howard Benton moved that the County be prepared to run waterand sewer lines to the new Cutter plant near Clayton as soon as contract is let for constructionCommissioner Benton further moved that Tom Moore proceed with final drawings for water and sewer linesCommissioner Freddie Adams seconded the motion which was carriedunanimously20 Payment of Statement - Work at Dog Pound and Produce MarketThe Board was presented with a bill from James Paul Edwards of Smithfield in the amount of351170 for work done at the Old Dog Pound and Produce MarketAfter discussion, Commissioner Freddie Adams moved that this bill from James Paul Edwards inthe amount of 351170 be paid and this amount transferred from the Contingent Fund and appropriatedto the Miscellaneous Account of the General Government Account A-9Commissioner Norman C Denning seconded the motion which was carried21 Resolution - Master Plan - Federal Aviation County AirportThe following Resolution was introduced by Commissioner Howard Benton, seconded by CommissionerFrank B Holding, read in full, considered and adoptedRESOLUTIONRESOLUTION ADOPTING AND APPROVING THE EXECUTION OF THE GRANT AGREEMENT FOR MASTER PLANNINGPROJECT NO BETWEEN THE UNITED STATES OF AMERICA AND JOHNSTON COUNTY, NORTH CAROLINAIBE IT RESOLVED, by the Board of County Commissioners of Johnston County, North Carolina;SECTION 1 That said Board of County Commissioners hereby authorizes the execution of theGrant Agreement between the Federal Aviation Administration on behalf of the United States of Americaand the County of Johnston, North CarolinaSECTION 2 That the Chairman, Board of County Commissioners is hereby authorized anddirected to execute the said Grant Agreement on behalf of said Johnston County, North Carolina andthe Clerk, Board of County Commissioners is hereby authorized and directed to impress the officialseal of Johnston County and to attest said executionSECTION 3 That the Grant Agreement referred to hereinabove shall be attached hereto andmade a part of this Resolution as though it were fully copied herein 1122 Repairs CourthouseCommissioner Freddie Adams reported on repairs at the Courthouse and especially theCommissioners Room Commissioner Adams stated that the walls in the Commissioners Room neededimmediate attention and that he had considered using wallpaperAfter discussion,Commissioner Frank B Holding moved that Commissioner Adams work with theSheriff and use prison labor to get these walls scraped and painted, throughout the Courthouse wereneededCommissioner Howard Benton seconded the motion which was carried23 Hospital Paving Project - Additional County FundsMr Lloyd Gilbert, Administrator, Johnston Memorial Hospital, appeared before the Board andstated that following a re-advertisement for bids covering the re-surfacing and paving of,the parkingareas on the hospital and Mental Health grounds, that said bids were opened on September 28, 1972,with only two 2 bidders S T Wooten Construction Companywas low bidder at 118,13750, and thatthe amount of the low bid, plus the architech fee Holloway-Reaves of Raleigh in the amount of10,04169, made a total of 128,17919 Since the county had appropriated only 96,80000 to coverthe cost of re-surfacing and paving of the Hospital and Mental Health grounds, this leaves a balanceneeded in the amount of 31,37919 Mr Gilbert stated that in order to accept the low bid and topay for advertising for bids and other miscellaneous expenses incurred in,conn I ection with this projectthat an additional 32,00000 would be needed and asked for guidanceAfter di I scussion, Commissioner Frank BHolding moved that the Board of Trusteesof JohnstonMemorial Hospital be authorized to accept the low bid and award the contract to S T WootenConstruction Company, and to proceed with the comp1,etion of the work and that 32900000 be madeavailable to the hospital as needed to cover the work as it progressesCommissioner Howard Benton seconded the Motion which was carrried unanimouslyUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner FreddieAdams the Board adjourned7Eleanor N Cr ee Clerkbob-b?n Bailey, Chairmanr
