November 6, 1972 - Regular1 5Fit widthMeeting Board of Commissioners for the County of JohnstonNovember 6, 1972The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, November 6, 1972, at 11 oclock am,with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Freddie Adams andHoward BentonMembers Absent NoneThe following bus ines s was transacted1 Funds for Transportation for Mentally RetardedMr Ray Cobb, Chairman, Johnston County Council on Mental Retardation, appeared before theBoard requesting funds for transportation for the mentally retarded to attend sheltered workshopsMr Cobb advised the Board that the appropriation made in February of 1972 was exhausted Mr Cobbexplained that at the present there are only five 5 students using the bus, which make it necessaryto ask for financial assistance from the County, however, if the number should increase to eight 8,with the assistance from the State Vocational Rehabilitation Program, the program should become self -sustainingThe Board of Commissioners expressed a feeling of responsibility, obligation and desire toassist this programAfter discussion, Commissioner Frank B Holding moved that funds be transferred from theContingent Fund of the County General Fund and appropriated to the Johnston County Council of MentalRetardation to pay 16000 per month to assist ins transporting mentally retarded citizens of JohnstonCounty to Sheltered Workshops Wake County effective November 1, 1972, and until June 30, 1973, oruntil this program should become self supportingCommissioner Norman C Denning seconded the motion which was carried unanimously2 ReportsThe following reports were filed with the BoardMr C W Tarlton, Extension Chairman, in making his report introduced to the Board, Miss MaryKay Seaford, new Home Economics Agent, with the County Extension Service The Board of Commissionerscordially welcomed Miss Seaford to Johnston CountyII3 Senior Citizens Request for Financial AssistancePaul Keller, Director, Johnston County Community Action, appeared before the Board requestingcounty assistance to help finance the Senior Citizens Clubs throughout the County Mr Keller hadseveral Senior Citizens present which made an appeal for the continuation of this programMr Keller explained that the municipalities would also be asked for assistance, and askedthe Board of County Commissioners for 164700 to help assist the Senior Citizens ProgramThe Board of Commissioners discussed this matter at length, but took no official action atthis time4, Minor Changes - S R # 1169The Board of County Commissioners was presented with a petition from Clarence A Lee, Route 2,Four Oaks, and Ray McLamb, Route 2, Four Oaks, and other property owners on Secondary Road # 1169,requesting that this road be paved The Board explained that this road carried a priority number of# 69Commissioner Howard Benton moved that this petition be mailed to the North Carolina StateHighway Commission, Wilson, North Carolina with the Boards recommendations for considerationCommissioner Norman C Denning seconded the motion which was carried8 Preliminary Reconnaissance Survey of Johnston CountyMr Norman Grantham, Chairman, Johnston County Planning Board, met with the Board of Commissioneand advised that the Johnston County Planning Board had passed a resolution asking the Johnston CountyBoard of Commissioners to request the North Carolina Director of Community Services to make a PreliminarReconnaissance Survey of Johnston County Mr Grantham explained that this survey would be made at nocost to the County and would provide the Planning Board with information that is desired as a first stepin initiating a growth planning program for Johnston CountyAfter discussion, Commissioner Howard Benton moved that the Board of County Commissionersrequest that the Director of Community Services make the Preliminary Reconnaissance Survey of JohnstonCounty as recommended by the Johnston County Planning BoardCommissioner Freddie Adams seconded the motion which was carried unanimously9 Discussion to Up -Date County Tax Receivable RecordsThe Board discussed with W H Britt, Tax Supervisor, the possibility of up- dating the taxreceivable books writting off old delinquent tax receipts The Board felt that these records shouldbe in line with the recommendations of the Local Government Commission and up- dated to 1962Mr Britt advised the Board that he would discuss this with Harper Godwin, Tax Collector,and advise the Board at the next regular meeting10 Reclassification of Social Service EmployeesMrs Edith Park, Director, Johnston County Department of Social Services, advised the Board ofCommissioners of correspondence received from the State Department of Social Services, stating thatunless the County Commissioners agreed to reclassify six positions in the County Department of SocialServices, funds for Johnston County would be suspended This reclassification was requested at budgettime,but was denied by the Board of County Commissioners Mrs Park further explained that thisreclassification would cost the County only 90227 for this fiscal yearAfter much discussion, no official action was taken by the Board at this timeAt this time W H Britt, County Auditor, advised the Board of Commissioners that CountyMedicaid funds would soon be exhausted The Board appropriated 50,000 for the 1972 -1973 fiscal yearNo action was taken on this matter at this time11 Road Request - S R # 2544Mr Robert H Kempf, Boon Hill Township, and others appeared before the Board regarding thepaving of Secondary Road # 2544 The Board discussed this road with Mr Kempf and advised that ithad a- priority number of 41 The Board alsoadvised Mr Kemple and others to keep a close check onthe priority of this road12 Inspections of Substandard HousinMr R B Bob Jones, North Hills, Incorporated, Rental Management Company, Raleigh, NorthCarolina, appeared before the Board requesting assistance for inspections to determine whether adwelling is substandardMr Jones explainedthat Johnson Court Apartments was a federally sponsored project and isintended to provide housing for middle to lower income groups such as the handicapped, the elderly,victims of natural disaster, which usually cannot afford the expense of continued high monthly ratesMr Jones stated that HUD had set up a program for these low income individuals that allows them--,tobe partially reimbursed for the cost of their housing However, before one may become eligible forthese benefits, it must be determined that the person qualifies for them One way, Mr Jones explained,that a low income family could qualify for the program is if it is certified that they live in sub-standard housing Mr Jones stated that his request was that any official in the county would fromtime to time be able to make such inspections and that his company would be willing to compensate aperson for the extra expenses incurred while handling these inspectionsX12November 6, 1972 ContYFThe Board discussed this matter and informed Mr Jones that they would take it under advisement13 Raleigh Rescue Mission Granted Tax ExemptionCommissioner Frank B Holding moved that the Raleigh Rescue Mission Morton- Pritchard MissionFarm located in Johnston County, east of Clayton, North Carolina, which is an alcoholic rehabilitationcenter and operates as a non -
