353The Johnston County Board of Commissioners met in special session in the Meeting Room of thePublic Library of Johnston County and Smithfield, Smithfield, North Carolina, May 8, 1972, at 8 oclockpm, with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 Landscaping Plans for County Parking AreasMrs Hubert Denning and Mrs William Wellons, Co-- Chairman of the Smithfield Garden Clubs CivicBeautification Committee, and other members of the Garden Club, met with the Board of County Commissioner,regarding the beautification and landscaping of the County owned parking areas behind -the CourthouseThe plans were drawn by Fred Eichenberge and Bruce Pizzimenti, landscape architects from North CarolinaState University School of Design, Raleigh, North CarolinaMr Pizzimenti and Mr Eichenberger explained the plans very carefully and in detail Theseplans present an attractive court yard and parking area around the CourthouseThe Board at a previous meeting had agreed to spend up to 2,80000 for the landscaping of thisarea Mr Pizzimenti stated that this plan would cost approximately 2,30000, this does not includeshrubbery, trees and other plantings, however the Garden Club assured the Board that the shrubbery wouldbe providedAfter discussion and recommendation of this plan by the Smithfield Garden Clt}b, CommissionerFreddie Adams moved to retain the services of Mr Eichenberger and Mr Pizzimenti and instructed themto go ahead with working drawings of these plans so the project could be advertised for bidsCommissioner Norman C Denning seconded the motion which was carried unanimouslyMEETING 830 PM - AUDITORS OFFICE FOR BUDGET HEARINGS1 Helen M Ray - Health DepartmentMrs Helen M Ray, Acting Administrator, Johnston County Health Department, along with MayorJohn Dail, Chairman of the Health Board, appeared before the Board and reviewed their budget request for1972 -1973 Mrs Ray outlined in detail the many programs the Health Department is involved in, inreviewing her budgetNo action was taken by the Board at this time2 C W Tarlton, Extension ServiceMr C W Tarlton, Extension Chairman, appeared before the Board and presented his budget requestfor the fiscal year 1972 -1973No action was taken at this time pending further study3 Dr John Tart, President - Johnston Technical InstituteDr John Tart, President, Johnston Technical Institute, along with W R Britt, Chairman of theBoard of Trustees, appeared before the Board and reviewed their budget request for the year 1972 -1973No action was taken at this timeUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner Norman CDenning the Board recessed to meet again Monday, May 15, 1972, at 8 oclock pm, in the Auditors Officefor further budget hearingsleanor N Creec cting Clerk J Dobbin Bailey, Chairman
