855Meeting of Board of Commissioner for the County of JohnstonMay 23, 1972The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, Tuesday, May23, 1972, at 8 oclock pm,with the following members presentJ Dobbin Bailey, Chairman, Frank B Holding, Norman C Denning and Freddie AdamsMembers Absent NoneThe following business was transacted1 Budget Hearing - Civil DefenseWilson Broadwell, Director, Johnston County Civil Defense, presented his budget request for1972 -1973No action was taken pending further budget study2 Budget Hearing - Board of EducationMembers of the Johnston County Board of Education, along with Mr E S S impson, Superintendent,met with the Board and reviewed its 1972 -1973 budget requestThe Board of Commissioners, along with the Board of Education, discussed this budget_,at length,but no action was taken at this time3 Budget Hearing - Dog WardenRobert C Barbour, Dog Warden, met with the Board and presented his 1972 -1973 budget requestNo action was taken at this time4 Vandalism at Dog PoundMr Rubert Barbour, Dog Warden, also discussed with the Board of Commissioners the problem ofvandalism which is continuing and getting much worse at the county dog poundCommissioner Frank B Holding recommended that the Board make a special request of the SheriffsDepartment to handle this situation at the County Dog Pound5 Budget Hearing - Mental Health CenterSeveral members of the Area Mental Health Board met with the Board, along with Mrs ClariceBarbour, and presented their budget request for 1972 - 1973After much discussion and an indication from the Board that the County needed more State funds,it took no official action at this time pending further study6 Application Filed for Federal Grant - Water ProjectW R Britt, County Attorney, presented to the Board a resolution authorizing filing ofapplication with the Department of Housing and Urban Development, for a grant under PL 89 -117, toaid in financing the construction of basic water and sewer projects This application as a result ofthe Preliminary Engineering Report of the Water Plan for Johnston County, North Carolina, made by L EWooten and Company, Consulting Engineers of Raleigh, North CarolinaCommissioner Frank B Holding moved that the Board of Commissioners designate J Dobbin Bailey,Chairman, to execute this resolution, authorizing the filing of application with the Department ofHousing and Urban DevelopmentCommissioner Freddie Adams seconded the motion which was carried unanimously7 Discussion of Appointment of County CommissionerAfter a lengthy budget session, the Board of Commissioners discussed the appointment of a CountyCommissioner to fill the unexpired term of the late Commissioner Adam J Whitley, Jr, several nameswere mentioned, but no action was taken on the matter at this timeUpon a motion made and duly-seconded the Board recessed to meet again Tuesday, May 30, 1972, forfuther budget hearingsn Bailey, hai mainEleanor N Creech, Acting Clerk
