41 Al;CzMeeting of Board of-Commissioners for the County of JohnstonMay 15, 1972The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, May 15, 1972, at8 oclock pm, with thefollowing members presentJ Dobbin Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr,Frank B Holding andFreddie Adams -Members Absent NoneThe following business was transacted1 Budget Hearing -_Courthouse DepartmentsW G MasSey, Register of Deeds, Rosa W Gilbert, Treasurer and Rayford Oliver, Sheriff appearedbefore the Board and reviewed their budget request for the fiscal year 1971 -1972Mr Massey explained to the Board, in regards to his request, that he was very much interestedin a modern system of recording, which would be beneficial to the entire county Mr Massey statedthat he had budgeted for a camera and reader in his departments budget, however, he felt that a largertype xerox machine should be a General Government item, since all departments would be needing servicesof this machine Mr Massey further stated that one person should be designated to operate this equip-mentThe Board discussed Mr Masseys proposal very favorably, however, no official action was takenpending further budget study2 Budget Hearing - Veterans Service OfficerL P Creech, Veterans Service Officer, appeared before the Board and reviewed his budgetrequest for the year 1972 -1973No action was taken pending further budget study3 Budget Hearing - Tax CollectorHarper Godwin, Tax Collector, appeared before the Board and reviewed his budget request for theyear 1972 -1973No action was taken at this time4 Contract Signed for Couityard LandscapingCommissioner Norman C Denning presented to the Board a proposal from Mr Fred Eichenbergerand Mr Bruce Pizzimenti for the design and development of the parking areas of the County Courthouseand other County buildings This proposal includes the work which has been done and the work which hasto be done in order to complete this project Commissioner Denning explained, as stated in the proposal;• that if this was acceptable, this document could be executed as a contractAfter discussion, Commissioner Adam J Whitley, Jr moved that this document be executed byChairman Bailey as a contractCommissioner Norman C Denning seconded the motion which was carried unanimouslyCommissioner Frank B Holding further suggested that W R Britt, County Attorney, see propertyowners adjacent to county property about oil tanks which will need to be move for paving these areas,and also, check with owners about paying pro -rated share to pave up to their property or buildings5 5 Appointment - Johnston County Planning BoardCommissioner Adam J Whitley, Jr moved that the following persons be appointed to the JohnstonCounty Planning BoardLt Col William J SuggR L HoltM A MorganN B GranthamRobert k,b TartCommissioner Norman C Denning seconded the motion which was carried unanimously6 Appointment - Member - Johnston County Board of Social ServicesCommissioner Adam J Whitley, Jr moved that David Richardson, Route # 1, Wendell, NorthCarolina, be appointed to the Johnston County Board of Social Services for a three year 3 term,effective July 1, 1972Commissioner Norman C Denning seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding and seconded by Commissioner Freddie Adams theBoard recessed to meet again Tuesday, May 23, 1972, at 8 oclock pm for the purpose of further budgethearingsleanor N Creech, cuing Clerk J Dobbin Bailey, Chairman
