Oneida Water and Sewer ProjectPursuant to an order of the Board of Commissioners and after due advertisement the followingbids were received and opened for the Oneida Water and Sewer project near Clayton, North CarolinaA Rogers Construction Company, Smithfield, North CarolinaMIN0Is19,900005 Bid BondBob L Moore and Associates, Graham, North Carolina189968505 Bid BondWhite Brothers Construction,- Havelock, North Carolina20,020005 Bid BondCharles B Gordon, Clayton, North Carolina15,295005 Cashiers CheckGelder and Associates, Inc199089505 Bid BondI1 ,0- 0After much discussion by the Board and review of bids, by Tom Moore of Ragsdale Engineers,Commissioner Norman C Denning moved to accept the low bid of Charles B Gordon, Clayton, North CarolinaCommissioner Adam J Whitley, Jr seconded the motion which was carried2 Mrs Alice Little, Director, Day Care Center for Mentally Retarded ChildrenMrs Alice Little, Director of the Day Care Center, and other delegates representing the JohnstonCounty Association of Retarded Children, appeared before the Board of Commissioners Mrs Little care-fully outlined to the Board the objectives of the Day Care Center Mrs Little explained that theenrollment nowwas eleven 11 children and they had more children who were acceptable, but did not haveroom for any more until theycould secure adequate shelter Mrs Little further expressed the desireto have room fora Day Activity Program, which she feels is very important to the retardateMrs Little introduced to the Board, Dr Robert B Duke, Psychologist, who is working with thechildren in the center Dr Duke cited to the Board many cases of improvements at the center becauseof proper training According to Dr Duke the changes in the children have been remarkable and he feelsthe Day Care Center needs all the support it can get from County GovernmentMrs Little further explained that a larger shelter would mean increased enrollment and morefunds Several locations were mentioned, South Campus Elementary School seemed to be the most promisingsite at this time Commissioner Frank B Holding stated that the County has the same obligation to thesechildren as any other children in this countyThe Board talked with Mr E S Simpson, Superintendent of Public Instruction, about this matterand he stated he felt something could be worked out, as he felt the association was doing a fine jobMr Simpson stated that he would report back to the Board at a later dateAfter a very lengthy discussion on the Day Care Center, Commissioner Frank B Holding movedthat the Board of Commissioners endorse the application made by the Johnston County Association forMentally Retarded Children Unit 1296, requesting transportationCommissioner Adam J Whitley, Jr seconded the motion which was carried unanimously3 Bids - Route # 1, SelmaNoah Lee Blackman, Route # 1, Selma, North Carolina, appeared before the Board and advised thathe and his neighbors were opposed to county -wide planning and zoning Mr Blackman stated that as aproperty owner he felt a person should have the right to use its property as they see fit and that hewas definitely against zoning of the countyThe Board explained to Mr Blackman that the Planning Board, will not be involved with zoningat the present time and if and when it does, it will be in an advisory capacity only5 Selma Rescue SquadCommissioner Frank B Holding moved that the newly organized Selma Rescue Squad be advancedtwelve 12 monthly payments of 10000 per month, effective as of April 1, 1972,; this appropriationto be transferred from the Contingent FundCommissioner Freddie Adams seconded the motion which was carried unanimously6 Radio Equipment for Selma Rescue SquadCommissioner Norman C Denning moved that the County pay for one-half of the cost of the radioequipment for the Selma Rescue Squad as it has done for the other rescue squads in the County, when thisequipment is purchasedCommissioner Freddie Adams seconded the motion which was carried7 ReportsThe following reports were filed with the BoardHarper Godwin Tax CollectorM W Knott Electrical InspectorRubert C Barbour Dog WardenWilson Broadwell Civil Defense8 Resolution - Endorsement of Clean Water Bond IssueRESOLUTIONWHEREAS, the Johnston County Board of Commissioners believe it to be in the best interests ofthe people of Johnston County for the State Clean Water Bond Issue to carry; and whereas, all saidCommissioners support said Bond IssueNOW THEREFORE, upon motion of Commissioner Adam J Whitley, Jr and seconded by CommissionerFreddie Adams, it was unanimously passed that the Commissioners of Johnston County endorse the StateClean Water Bond Issue and urge all citizens of Johnston County to vote for said Issue in Saturdaysprimary9 Request from Board of EducationMr E S Simpson, Superintendent of Public Instruction, appeared before the Board ofCommissioners on behalf of the Johnston County School Board, requesting permission to borrow 155,000from the North Carolina State Literary Fund at an interest rate of 4 to apply on the school buildingprogram, the 155,000 to be used on the South Johnston High School gymnasium and Smithfield SelmaSchool After much discussion the Board indicated that it had rather be more generous with sales taxmoney than to go into debt to finance new construction at these schools10 In- Patient Wing of Mental Health CenterA resolution passed by the Johnston Memorial Hospital Board of Trustees was presented to theBoard of Commissioners recommending, that the In- Patient Wing of the Mental Health Unit be treated asan extension of Johnston Memorial Hospital for operational purposes and that necessary budgetappropriations for staffing, supplies and other expenses be made for its openingAfter discussing with Mr Gilbert by phone the effective date of this proposal, the Board tookno action at this time11 Ramp at CourthouseMr C Stanton Coatsappeared before the Board again to request that a ramp for the handicappedbe constructed and installed at the CourthouseAfter discussion of this matter by the Board, Chairman Bailey instructed Commissioner Adam JWhitley, Jr to work with Mr Coats to see what can be worked out and to come up with some estimates ofcost on this projectEfE851May 1, 1972 ContMr Coats also state that he felt that Johnston County should adopt an official county seal andthat this County being one of the older counties in the state should have a county history12 Mayor J Hayden Wiggs - Town of Selma - Regarding LandfillMayor J Hayden Wiggs, and other councilmen of Selma, came before the Board requesting that theTown of Selma be allowed to dump its garbage at the County landfill free of charge Mayor Wiggs statedthat he felt the Town of Selma should be allowed to use the landfill the same as anyone elseThe Board discussed this matter at length and stated that this could prove to be an expensiveoperation, if the Board allowed the Town of Selma to dump without charge, the other towns in the Countywould expect the same treatment The Board further indicated that County Government may have to chargea token fee to all individuals who use the County landfill The Board further assured Mayor Wiggs thatit would try to work out a more feasible method of operation for all residents13 Signs - County LandfillCommissioner Frank B Holding moved the Board request the State Highway Commission to postsufficient signs with arrows directing residents to the Johnston County LandfillCommissioner Norman C Denning seconded the motion which was carriedChairman Bailey instructed Commissioner Denning to contact W H Pridgen, District Engineerregarding these signs14 Johnston County Airport - Land OptionJimmy R Flowers, Chairman, and other members of the Johnston County Airport Authority, reportedto the Board of Commissioners that the Airport Committee had decided on a land site for the JohnstonCounty Airport, located about five miles northwest of Smithfield, near the Burkett Jones Crossroads,lying between highway 70 and the Cleveland School roadMr Flowers stated that the authority had advertised for land sites and received several offers,but other sites had to be ruled out because of some type of obstructions not favorable for an airportsite Mr Flowers further advised the Board that funds were needed to help finance development of amaster plan for the airport project and also for land options If these options are exercised, thesefunds will become part payment for the airport property This master plan will indicate total cost ofthe entire airport project and what funds are to be provided by local, state and federal governmentAt this time the airport authority hopes to receive 5To from the Federal government and 2570 from theStateAfter a very lengthy discussion of the airport project, Commissioner Adam J Whitley, Jr movedto exercise the land options by granting the Airport Authority 261080 for this purpose, 2,00000Ir payable to Wolf Summit Coal Company of Raleigh, North Carolina, and 61080 tb, Elmer J Wellons, Jrof Smithfield, North Carolina, Commissioner Whitley further moved that 6,00000 be granted when ,neededto help pay for the cost of an airport master development plan, the total cost of this plan to be 18,000Commissioner Freddie Adams seconded the motion, which was carried unanimously15 Lots in Kenly to be Sold by CountyUpon motion of Commissioner Frank B Holding and seconded by Commissioner Adam J Whitley, Jr,it was unanimously ordered by the Board that the parcels of property hereinafter described belonging tothe County of Johnston be duly advertised and sold to the highest bidder for cash on the premises, saidreal property being more particularly described as followsParcel One BEGINNING at a stake on First Street in the Town of Kenly, North Carolina, EdithW Hares corner, and runs thence along First Street in a northerly direction 977 feet to a stake;thence South 84 East 1045 feet to a stake; thence parallel with First Street in a southerly direction408 feet to a stake in Edith W Hares line; thence along Edith W Hares line in a westerly direction85 feet to the point of BEGINNING, and being Lot No 23 on the map of record in Plat Book 1, page 224,of the Johnston County Registry,Parcel Two BEGINNING at a stake, corner of Darden Street and Second Street in the Town of Kenlyand runs thence along Second Street in a southerly direction 25 feet to a stake, Braxton S WatsonsCorner; thence along Braxton S Watsonxs line and paralled with Darden Street in a westerly direction 100feet to a stake in the alley; thence along the alley and parallel with Second Street in a northerlydirection 25 feet to a stake, Darden Street; thence along Darden Street in an easterly direction to thepoint of BEGINNING, and being Lot No 17 on the map of record in Plat Book 1 page 224, of the JohnstonCounty RegistryParcel Three; BEGINNING at a stake, corner of Gardner Avenue and Goldsboro Street in the Townof Kenly, and runs thence along Goldsboro Street in a southerly direction 125 feet to a stake; thenceparallel with Gardner-,,Avenue in an easterly direction 75 feet to a stake; thence parallel with GoldsboroStreet in a northerly direction 125 feet to a stake in Gardner Avenue; thence along Gardner Avenue in aWesterly direction 75 feet to a stake, the point of BEGINNING, and being Lots 15 and 16 of the 0 WSasser division of record in Plat Book 1, page 140, of the Johnston County RegistryIt is further ordered that the-County Tax Attorney and the County Attorney work together in theadvertisement and sale of said property, and it was further ordered that the sale of said property besubject to the approval and confirmation of the Board of Commissioners of Johnston County-5 2-May 1, 1972 Cont16 Statement -,Edwards Electric ,CompanyJames C Woodard, Clerk of Superior Court, presented a bill from Edwards Electric Company, Wilson,North Carolina, electrical contractor for the Courtroom in the amount of 7196, which was for connectinga water fountain in the new district courtroom, this seemed to be overlooked in the contract Mr Woodardstated that he was representing Harry McGee, Architect, and requesting that this bill be paidAfter discussion of said statement, the Board felt that the County should not have to bear thisexpense, since it was an oversight of the contractor17 Water Problems - Basement Office of Clerk of Superior CourtCommissioner Frank B Holding moved that James C Woodard, Clerk of Superior Court, be instructedand authorized to get the water problem in his basement office correctedCommissioner Adam J Whitley, Jr seconded the motion which was carried18 Shrubbery at CourthouseCommissioner Adam J Whitley, Jr inquired of the Board the possibility of getting a contract tokeep the shrubbery around the Courthouse trimmed and sprayedNo action was taken at this time19 Guard Dogs at County Dog PoundCommissioner Adam J Whitley, Jr reported to the Board of more vandalism, at the County Dog PoundAt the suggestion of Rubert C Barbour, Dog Warden, Commissioner Whitley stated that the Dog Pound needed• fence to completely surround it with guard dogs, which would -,bea 24 hour watch service and eliminate• night watchman -The Board accepted this pr oposalf avorably20 Helen Ray, Acting Administrator - JohnstonCounty Health DepartmentCommissioner Adam J Whitley,,Jr moved that the Board of County,Commissioners concur with theJohnston County Board of Health in the appointment of Mrs Helen, M Ray, as Acting Administrator of theJohnston County Health Department, until a Medical Health Director can be hired, effective May 1, 1972 Mrs Ray is to be compensated in the - ,amount of 10000 per month in addition to her present salaryCommissioner Freddie Adams seconded the motion which was carried unanimously21 Appointment - Members - Board of Directors, Bentonville Community BuildingUpon motion of Commissioner Norman C Denning, seconded by Commissioner Frank B_ Holding andcarried, Mrs Pauline Davis and Mr James Westbrook, were re- appointed to the Board of Directors of theBentonville Community Building for a six 6 year term, these terms to expire April, 1978122 Road Petition - Lakeshore Acres, Clayton, N CThe Board of Commissioners was presented with a road petition from the property owners of LakeshorAcres, Clayton, N C, requesting the State Highway Commission to add this road to the Secondary RoadSystem for maintenance and upkeepCommissioner Adam J Whitley, Jr moved that the petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendationsCommissioner Frank B Holding seconded the motion which was carried23 Discussion - Johnston County Planning BoardThe Board of Commissioners again discussed the appointment of the Johnston County Planning Board,but took no official action at this time24 Bentonville Community Building - Special School FundsUpon request by Letter fromthe Bentonville Community Building Board of Trustees, CommissionerAdam J Whitley, Jr moved that the Bentonville Special School Funds in the amount of 24439 be turnedover to the Board of Trustees of the Bentonville Community Building to be used for repairs and maintenanceCommissioner Norman C Denning seconded the motion which was carried25 Discontinue Use of Selma DumpCommissioner Frank B Holding moved that the County discontinue use of the Selma City Dump,effective May 1, 1972 , due to the opening of the County Sanitary Landfill, and it being located nearSelmaCommissioner Freddie Adams seconded the motion which was carried26 Compensation for Additional Duties - Tax Supervisor and Auditors OfficeCommissioner Norman C Denning moved that the salary of W H Britt be terminated effective May1, 1972, for an indefinite period of time Commissioner Denning further moved that Gladys Hartley,1k853May 1, 1972 ContAssistant in the Tax Supervisors Office be compensated for additional duties in the amount of 10000per month, effective May 1, 1972, and until further ordered by the Board of County Commissioners, andthat Eleanor N Creech, Assistant in the Auditors Office and Acting Clerk to the Board of Commissioners,be compensated for additional duties in the amount of 12500 per month, effective May 1, 1972, and untilfurther ordered by the Board of County CommissionersCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon a motion made and duly seconded the Board recessed to meet again May 8, 1972, at 8 oclockpm, at the Public Library of Johnston County and Smithfieldlean or N Creech, Acting Clerk
