Meeting of Board of Commissioners for Johnston CountyaiNovember 26, 1984The Johnston County Board of Commissioners met in special session, Monday,November 26, 19841 at 12 oclock noon, in the Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following businesswas transacted1 Princeton Waterline - Railroad Easement - Engineers To Advertise forConstruction BidsCommissioner Frank B Holding moved that Southern Railway System bepaid a one time charge of 14,637 to cover the encroachment and placement ofa waterline on railway right -of -way from Pine Level to Princeton, with the under-standing this will be a permanent right -of -wayCommissioner Holding further moved that Ragsdale Consultants be authorizedto advertise for bids for the construction of a 16 inch water line from Pine Levelto PrincetonCommissioner James W Cash seconded the motion which was carried byunanimous vote2 Wilsons Mills Community Development - Water Line to Wilsons MillsThe County Manager informed the board the proposed 12 inch water lineto Wilsons Mills is estimated to cost 415,000 Not any of the 100,000 committedby the County for the Wilsons Mills Community Development Project can be usedon the water line from US Highway 70 to Wilsons Mi I I s If the county spends 419,000on the water line to Wilsons Mi l Is, the county is st i I I committed to spend 100,000on the Wilsons Mills Community Development target area It is possible for theCounty to get a release of 60,000 of the committed 100,000 if the State is willingto release 60,000 as money which would have been spent to dig wells I t wasexplained to the board that the 12 inch water Fine to Wilsons Mills will total419,000 and the county is still committed to spend an additional 40,000 for awater line within the Community Development area The question is whether ornot to spend 459,000 on a water line to Wilsons Mills or to spend 100,000 inthe Wilsons Mills Community Development target area As far as the CommunityDevelopment project, the County receives no credit for running the water line toWilsons Mills The county should not consider the water line from Highway 70to Wilsons Mills as part of the project; should the county consider it as partof the project, the water line is subject to all of the rules and regulations ofthe Community Development grant including the Bacon -Davis Act which w i l l increasethe cost for construction of the water lineAfter much discussion, the board instructed the County Manager to meetand confer with State Community Development officials to see if they will release100,000 county committed funds from the Wilsons Mills Community Developmentproject or free 60,000 of the 100,000 to be used on the water Fine from US 70to the Wilsons Mills CommunityEXECUTIVE SESSIONCommissioner John M Booker moved that regular session be recessed andthe board go into Executive Session to consider the acquisition of real estateCommissioner James W Cash seconded the motion which was carriedREGULAR SESSIONCommissioner John M Booker moved that Executive Session be closed andthe board go back into Regular Session Commissioner Howard Benton secondedthe motion which was carried3 Purchase of Property Moore, Broome and Cobb Third Street PropertyCommissioner Howard Benton moved that the County purchase propertylocated on SThird• Street from joint owners Thomas Moore and wife, Lea; TimothyBroome and wife, Phyllis; and Gene Cobb and wife, Carol for the total sum of100,000Commissioner James W Cash seconded the motion which was carried byunanimous vote}Iai48November 26, 1984 Continued4 Architect - Discussion of Plans for New County BuildingWilliam Fripp, Architect, Grier - Fripp Associates, met with the boardand discussed at length plans for the new county building Mr Fripp presenteda rough estimate of floor space needed in the new building, and talked withthe board about cost, size, schedule and feesAfter much discussion, the board instructed the County Manager to negotiatefurther with the architect regarding a fee and contract for architectural plansUpon a motion by Commissioner John M Booker, duly seconded by Com-missioner Frank B Holding and carried, the board adjournedINorman C Denning, Chairm nPEleanor N CreechClerk to the Board
