March 6, 1972 - Regular1 4Fit width341Meeting of Board of Commissioners for County of JohnstonMarch 6, 1972The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, March 6, 1972, at 11 oclock am, withthe following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 Paving of County Owned Parking LotPursuant to an order of the Board and after due advertisement there was only One 1 bidreceived for the paving of the county parking lot, this bid being that of S T Wooten ConstructionCompany Since there was not a sufficient number of bids received, the bid from S T Wooten Constructiwas not opened and ordered returned, and it was further ordered that Ragsdale Engineers readvettise forbids on the paving of the parking lot, said bids to be opened first Monday in May2 Dr Page Hudson, Chief Medical ExaminerDr Page Hudson, Chief Medical Examiner, and Mr Larry Parker, Health Administrator, ChapelHill, N C, along with Mr V J Underwood, Acting Medical Examiner, met with the Board to discussand review the new Medical Examiner System in North CarolinaDr Hudson advised the Board that the pay of a Medical Examiner would be 2500 per caseAfter much discussion, Commissioner Frank B Holding moved that the County continue to payMr Underwood 100 per month and when the number of cases exceed four 4 per month, Mr Underwood,Acting Medical Examiner, be paid 2500 per caseCommissioner Freddie Adams seconded the motion which was carried unanimously3 Air Conditioning Vents in Superior CourtroomThe Honorable Coy E Brewer, Judge, presiding over a term of Civil Superior Court came beforethe Board and discussed the possibility of replacing the air conditioning vents in the Courtroom withones that could be adjusted upward and downward, Judge Brewer stated to the Board that the present ventswere turned downward and were not adjustable, and the flow of air was to much on the jurors in the box4 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanM W Knott Electrical InspectorHarper Godwin Tax CollectorM J Oliver Fire MarshallEdithPark Social ServicesEleanor Hooks LibrarianRubert C Barbour Dog WardenWilson Broadwell Civil Defense5 Paul Keller, Request for Unemployment Compensation AppropriationPaul Keller, Executive Director, Johnston County Community Action, appear6d before the Boardrequesting an additional 320600 county appropriation for the purpose of paying unemploymentc ompen s at i onAfter much discussion the Board took no action6 Johnston County Airport AuthorityJimmy R Flowers, Chairman, Johnston County Airport Authority, met with the Board and advisedthat his Board had met and organized, but had taken no final action on any mattersMr, Flowers stated that several locations for an air strip were under considerationAfter much discussion with Mr Flowers the Board moved that the 20,000 appropriation in the1971 --1972 budget be paid to the Airport Authority Account, and that 50000 be set up as a checkingaccount with the Treasurer of the County to take care of miscellaneous expenses of the Authority, andthat the remaining 19,500 be invested into a saving account7 Privilege Licenses - Carson Levy McGee, DisabledUpon the recommendation of Harper Godwin, Tax Collector, Commissioner Norman C Denning movedthat Mr Carson Levy McGee, 708 W Horne Street, Clayton, North Carolina, who is disabled from polioand an accident, be issued privilege licenses without chargeCommissioner Freddie Adams seconded the motion which was carried unanimously342March 6, 1972 Cont8 NAACP - RequestThe Rev J T Hocutt, President, NAACP, Walter Barnes and Colonel Leon Penny, appeared beforethe Board °and made a special request that the Board in making future appointments to various boards forthe County, that the County Board of Commissioners consult the NAACP as to recommendations according topolicyThe Board of Commissioners expressed its desire to grant the request and agreed to follow suchprocedure in the selecting of future boards9 Adoption of Tax Assessment Ratio - 1972 -1973adoptedCommissioner Adam J Whitley, Jr introduced` the following resolution and moved that it beRESOLUTIONWHEREAS, W H Britt, Tax Supervisor, has informed the Board that he has complied with Section105 -284 of the General Statutes in notifying the representatives of the municipalities in the Countythat it is the intention of the Board to fix the tax assessment ratio for the year 19727 andWHEREAS, NO recommendations have been made by the representatives of the towns in the county,NOW THEREFORE, be it resolved that the Board of County Commissioners of Johnston County adopta tax assessment ratio of 50 of the appraised value of all property in Johnston County for thetaxyear 1972, and that the North Carolina State Board of Assessment be advised of this actionCommissioner Freddie Adams seconded the motion, which was carried10 Department of Social Services - Board Members to be IncreasedCommissioner Adam J Whitley, Jr moved that the Board of County Commissioners request thatthe membership of the Johnston County Board of Social Services be increased from three to five membersCommissioner Norman C Denning seconded the motion which was carried11 Payment for Examinations of Mental Patients at SalisburyCommissioner Freddie Adams moved that the County pay 2500 per physician to two physicians forexamining mental patients at the Veterans Hospital in Salisbury, North Carolina, when such examinationsare necessary, and when properly billed by authorities in Rowan CountyCommissioner Adam J Whitley, Jr seconded the motion which was carried12 Mr Ottis Ross, County Supervisor, FHAMr Ottis Ross, County Supervisor, FHA, advised the Board that he needed additional help in hisoffice and requested that the Board of Commissioners make some appropriation for this purpose sincethere are no federal funds availableAfter discussion of the matter with Mr Ross, the Board took no action13 Repairs to Rescue Squad Buildings - Benson and ClaytonWilson Broadwell, Civil Defense Director, after making his report, advised the Board thatcertain repairs to the Benson Rescue Squad building and the Clayton Rescue Squad building were necessaryand that the cost of these repairs would be financed through the Governors Highway Safety ProgramAfter much discussion, Commissioner Norman C Denning moved thatMr Broadwell be authorizedto advertise for bids for the necessary repairs to the Benson Rescue Squad building and the ClaytonRescue Squad building These bids to be opened at a regular meeting of the Board of County Commissionerat noon, April 4, 1972Commissioner Freddie Adams seconded the motion which was carried14 Selma to Organize Rescue SquadWilson Broadwell advised the Board that citizens of Selma were interested in the organizationof a r es cue ,quad After some discussion, Commissioner Freddie Adams moved that the Board of Commissioners endorsethe Selma Rescue Squad and grant it 100 per month, this being the same remuneration that -other rescuesquads in the county receive, provided it meets the State requirementsCommissioner Frank B Holding seconded the motion which was carried - unanimouslyF A14-MMarch 6, 1972 Cont15 Resignation of Katherine Hill - Register of Deeds OfficeW G Massey, Register of Deeds, advised the Board that he had received the resignation ofKatherine Hill and proposed with the Boards permission to move-Mrs Chassie Rowe into this positionat 37583 per month Mr Massey further stated that because of the increased work load, he neededan additional employeeAfter much discussion, Commissioner Frank B Holding moved to transfer Mrs Chassie Rowe intoKatherine Hills position and that Mr Massey be authorized to hire an additional employee in theRegister of Deeds OfficeCommissioner Freddie Adams seconded the motion which was carried unanimously16 Landscaping and Beautifying Parking AreasThe Board of County Commissioners in further consideration of the paving of the parking areasadjacent to the Courthouse decided that some landscaping to these areas would be in order and it wassuggested maybe the Smithfield Garden Club would assume the responsibility of the landscaping andbeautification Mrs James L Creech, President of the Smithfield Garden Club, was contacted and askedto meet with the Board and discuss the landscaping project Mrs Creech explained to the Board thatshe could not speak for the entire club, but she felt the club would be receptive to the idea, and shewould present it to the membership at its next meeting Mrs Creech was advised by the Board of CountyCommissioners that the County would pay for the project and they could employ a landscaping architectto assist them It was pointed out that a three 3 foot sidewalk around the office building of W RBritt and the county owned Veterans Service Office would be necessary and that the price of this shouldbe included in the landscaping expensesAfter the discussion with Mrs Creech, Commissioner Frank B Holding moved that the SmithfieldGarden Club be authorized to spend up to 280000 for the landscaping and beautification of the specifieparking area The cost of the three 3 foot sidewalk around the west and south side of the officebuilding of W R Britt and the south and east side of the Veterans Service Office to be included in the280000 appropriation Commissioner Holding further moved that the 280000 be transferred from theContingent Fund to the Courthouse and Grounds appropriation of theGeneral FundCommissioner Norman C Denning seconded the motion which was carried unanimously17 Repairs - Board of Elections OfficeCommissioner Freddie Adams brought to the attention of the Board the condition of the wallsinthe Board of Elections office, and after some discussion, Commissioner Frank B Holding moved thatCommissioner Whitley be authorized to make the necessary repairs and have the office panelled or paintedCommissioner Norman C Denning seconded the motion c4hich was carried18 Tax Listing Study CommitteeCommissioner Adam J Whitley, Jr advised the Board that he felt a study of the tax listingsystem in Johnston County should be made and the system up- datedAfter much discussion, Commissioner Frank B Holding moved that Chairman Bailey appoint acommittee of three, namely; Commissioners Adam J Whitley, Jr and Norman C Denning, and W H Britt,Tax Supervisor, to make a study of the tax listing system and to make recommendations to the Boardwithin the next six 6 months of any foreseen up- datingCommissioner Freddie Adams seconded the motion which was carried19 Discussion of Planning Board AppointmentsThe question of the appointment of the Johnston County Planning Board again come up, but noaction was taken at this time, pending further study20 Stop- Caution Light at Intersection of NC 242 and NC 55Upon motion of Commissioner Norman C Denning and seconded by Commissioner Frank B Holding,the following res olut ion was adoptedRESOLUTIONBE IT RESOLVED, by the Board of Commissioners of Johnston County that the State HighwayCommission be petitioned to install a stop- caution light at the intersection of highways NC 242 andNC 55, near the Sampson County line, just east of Dunn, North Carolinas This intersection has becomevery hazardous and several serious accidents have occurred her in recent months21 Pleasant Grove Community Building Audit ReportCommissioner Norman C Denning moved that the Pleasant Grove Communtiy Building Audit beaccepted as follows84-4March 6, 1972 ContFebruary 29, 1972The Books of the Pheasant GroveCommunty Building were auditred from February 3, 1970 to February 29,1972 and found-to be correct as follows _Cash First Citizens Bank, Angier, N C 45126Cash Held by Treasurer not yet deposited in Bank 7550Total Cash on Hand 52676Signed Donnie StephensonWilbert CoatsCommissioner Freddie Adams seconded the motion which was carried22 Additional Work -
