contemplate informal but thorough investigations,affording all interested persons and their representatives, if any,an opportunity to submit evidence relevant to a complaint Under31 CFR 5155 d2, the County of Johnston need not process complaintsfrom applicants for employment or from applicants for admission topost- secondary educational institutions4 A written determination as to the validity of the complaint and descriptionof resolution, if any, shall be issued by the Johnston County Sheriffand a copy forwarded to the complainant no later than 10 days afterits filing5 The Section 504 coordinator shall maintain the files and records ofthe County of Johnston relating to the complaints filed6 The complainant can request a reconsideration of the case in instanceswhere he or she is dissatisfied with the resolution The request forreconsideration should be made within three days to the Johnston CountyManager7 The right of a person to a prompt and equitable resolution of thecomplaint filed hereunder shall not be impaired by the persons pursuitof other remedies such as the filing of a Section 504 complaint withthe Office of Revenue Sharing, US Department of the Treasury Utilizationof this grievance procedure is not a prerequisite to the pursuit ofother remedies8 These rules shall be construed to protect the substantive rights ofinterested persons, to meet appropriate due process standards andto assure that the County of Johnston complies with Section 504 andthe ORS regulations6 Highway Engineer - 301 Projecta Wayne Bailey, District Engineer, North Carolina Department of Trans -portation, met with the board Board members asked Mr Bailey about the fundingof the 301 project between Smithfield and Selma; as they had heard that fundingfor this project had been lost Mr Bailey stated that he was not aware of this,however, the work would be delayed because the State did not allow enough timeto get the work done as had been scheduled; and further, that the bid shouldbe let in February, 1985 Mr Bailey assured the board he would check furtheron the project and report back to the County Managerb Secondary Road #, 1728Wayne Bailey also reported that the State has been unable to get LloydTippett, a property owner on Secondary Road # 1728, to sign giving the Stateright -of- way on his property for the paving of this secondary road Mr Baileyasked the board for permission for the State to begin condemnation proceedingsof this propertyCommissioner James W Cash moved that the North Carolina Department ofTransportation, Division of CommissionersPrinceton Water LineWater ua i y onsiderations We have evaluated the operational conditionsof a number of transmission main installations, particularly concerning detentiontimes versus the occurrence of bacteria We have also researched applicable technicalliterature on the subject We have found that without a satisfactory chlorine residual,unsanitary conditions ie growth of bacteria can occur with detention timesof only a few days With a suitable chlorine residual maintained in the pipelinesusually by chlorine addition via remote booster stations, satisfactory water qualitycan be maintained with residence times of five to eight daysWith a 16 diameter main from PineLevel toPrinceton, theminimum recommendeddelivery rate to Princeton to hold thedetentiontime in thepipeline under eightdays is approximately 60,000 gpd If a12 mainwere installed between Pine Leveland Princeton, the minimum required deliverywould be 45,000gpd In either event,a chlorine booster station must be installed between PineLevel and PrincetonThe contract documents for the proposedmain doinclude sucha station A chlorinebooster station will be required whether a16 mainor 12 main isinstalledWater Quantity Considerations We have previouslylimits for various pipeline sizes from Princeton to theshould be based not only on the normal usage andthe Princeton area, but on the capacity for deliverythe central portion of the County if the County chooseemploy the Little River as a future supply sourcereported on supply capacitySmithfield-Selma area Sizeemergency supply needs ofof water from Princeton the projected water usage of the Princeton area is considerablyless than either of these two flow ranges, it is desirable to have an adequatelylarge delivery rate for fire protection purposes In event of an emergency, theCounty supply facilities serve to refill depleted elevated water storage tanks onthe towns systemRecommendations We have carefullyconsidered the information and dataconcerning water qualityand quantity forthe proposedPine Level to Princetonwater transmission mainAccordingly, we believe that itis in the best interestof the County and the Town of Princeton toinstall a 16diameter main from PineLevel to Princeton Ourrecommendation isbased on thedelivery capacity fromthe Smithfield -Selma areato Princeton andthe desirabilityto maintain the optionof future water supply fromLittle River in Princetoninto theCounty systemThe County Commissioners and engineers being concerned about the sizeof line needed for Princeton, because of a recent problem with water standingin the water line between Selma and Pine Level and becoming contaminated, realizethis could cause a similar problem in the line going to Princeton The Board ofCommissioners asked that the County Manager and engineers meet with PrincetonCommissioners to determine how much water Princeton will need and draw fromthe line before the county builds the connecting water line13 Personnel Policy AmendedUpon a Request 911 NumberThe County Manager told the board that Princeton Rescue Squad has requestedthe county provide a 911 emergency number for Princeton An emergency numberwould cost the county approximately 3,69600 annuallyNo action was taken on this matter at this time20 Board of Elections Request Compensation IncreaseThe County Manager referred to a request from Elizabeth R Hoyle, Chairman,Johnston County Board of Elections; that the Commissioners raise compensationpaid to members of the County Board of Elections to 2500 per meeting, the samerate paid the County Board of Social Services and the County Board of Healthand that this be retroactive to September I ; also that compensation for boardmembers on Election Day and Canvass Day be raised to 5000 so as to be moreequitable with compensation for precinct election officials, which is set by statelaw at 335 per hour on election day; 5025 for a 15 hour day, since boardmembers are on duty until all precinct returns are in, ours is a longer dayThe board discussed this request, however, took no action at this timeThe board asked the County Manager to furnish them with information of a l l boardsthat the County
