H J Whitley, Forest RangerH J Whitley, Forest Ranger, appeared before the Board and presented his budget request for1972 -1973No action was taken at this time2 Land to be Sold for TaxesMr Ronnie Stewart appeared before the Board and expressed an interest in a piece of propertylocated in Benson Mr Stewart explained that this property was deeded to Alice Parnell, who is nowliving in Ohio Harper Godwin, Tax Collector, along with Mr Stewart, stated that this property hadseemed to be abandoned and taxes were due back to 1963Harper Godwin, Tax Collector, further explained to the Board there were two more pieces ofproperty that needed to be sold for back taxes, Lila Poole lot in Clayton Township and Jesse Woodproperty 50 acres and 18 acres in Cleveland Township ,The Board instructed Mr Godwin to clear up this property located in Benson, Clayton andCleveland Township with the assistance of the Tax Attorney, County Attorney and county surveyor ifnecessary3 Resignation - Josephine Cawthorne, Home Economics AgentMr C W Tarlton, Extension Chairman, presented a letter of resignation from Josephone CawthorneAssociate Home Economics Extension Agent, effective June 30, 1972Commissioner Frank B Holding moved that the Board accept Mrs Cawthornes resignation withregretCommissioner Freddie Adams seconded the motion which was carried4 Area to be Cleared at Agriculture Building for ParkingThe Board of Commissioners recommended that C W Tarlton get the area owned by the Countyadjacent to the Agriculture Building cleared, dug out and graded to create a baser`to hold asphalt, sothat it can be paved at a later date This area to be used for more parking space5 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanM W Knott Electrical InspectorRubert C Barbour Dog WardenEdith Park Social ServicesHarper Godwin Tax CollectorEleanor i Hooks Librarian6 Frank Lewis, Association of County CommissionersMr Frank Lewis, North Carolina Association of County Commissioners, visited with the Board andexpressed the associations sympathy on behalf of the late Commissioner Adam J Whitley, JrMr Lewis also informed the Board of the National Association of County Commissioners conventionin Washington, D- C7 Resolution - Schedule B LicensesUpon the recommendation of Harper Godwin, Tax Collector, Commissioner Frank B Holding movedthat the following resolution be adoptedWHEREAS, it is provided in Chapter,158, Public Laws of 1939,, in an act entitled Revenue Acto - 193911, under Article II Section B, License Taxes of said Chapter, as- amended, that the countiesof North Carolina or any of them may impose and levyl a county license or privilege taxes for theprivilege of carrying on the business exercises, exercising the privilege of doing the act named therein,beginning June 1, 1972 and ending May 30, 1973;WHEREAS, the County of Johnston, a body corporate and politic in the State of North Carolina,by and through its Board of Commissioners, desires to impose and levy said licenses and privilege taxesin Johnston County for the said tax year 1972 -1973, in strict accordance with the provisions of saidJune 5 1972 ContArticle II, Schedule B; and to impose and levy said taxes, and to require reasonable reports fromdistributors in order to make the tax Levy and collection effective, in amounts to full extent andlimit authorized under said Article II, Schedule BNOW `THEREFORE, did resolve; that the Board of Commissioners of Johnston County do hereby imposeand levy in and for the County of Johnston, North Carolina, for the tax year beginning June 1, 1972,and ending-May 31, 1973, licenses and privilege taxes provided for and authorized under the provisionsof Article II, Schedule B, of Chapter 158, Public Laws of 1939, as amended, and which under saidArticle the Counties of North Carolina are authorized and empowered to impose and levy, collect andrequire reasonable reports from distributors in order to make the tax levy and collection effective;and did resolve further, that said Board of Commissioners does hereby impose, levy and require reason-able reports from distributors in order to make the tax levy and collection effective in amounts to thefull extent and limit authorized under staid Article II, Schedule BCommissioner Freddie Adams seconded the motion which was carried8 Note of Appreciation from Mrs WhitleyChairman J Dobbin Bailey read a note of appreciation to the Board from Mrs Adam J Whitley, Jrfor their kindness and sympathy9 State Matching Funds for Drug AbuseMr Joe Hines, Agent, North Carolina State Bureau of Investigation, along with Sheriff RayfordOliver, informed the Board that the State had matching funds available for drug abuseAfter discussion, the Board instructed W H Britt, Auditor, to put an appropriation of 1,000in the Sheriffs budget for this purposeSheriff Oliver also talked with the Board regarding the new radio equipment that he hasrequested in his 1972 -1973 budget Sheriff Oliver explained that this appropriation, if approved, wouldbe matched by federal funds and the countys share would only be about -25 Sheriff Oliver furtherexplained f6 the Board that the central control tower for this radio equipment needed tobe locatedon county owned property and the most desirable place at this time seemed to be at the County DogPound The Board agreed, if this equipment is approved, that this would be the most suitable place10 Steel Doors - County JailSheriff Rayford Oliver informed the Board that Mr VA Fish, State Jail Inspector, hadrequested and instructed him to install steel doors in the County Jail to prevent anyone from enteringthe Jailors Office and quarters without first being recognized by the jailor This is to comply withState regulationsThe Board instructed Sheriff Oliver to get this work done if it is necessary11 Johnston County Airport AuthorityJimmy R Flowers, Chairman, and members of the Airport Authority, met with the Board to reporton the progress of the authority Mr Flowers stated that they had obtained land options of about 400acres and would need budget appropriations to complete the purchase within the next 12 months, totalcost of the land will amount to about 270,000, with federal participation of about 75,000, this meanscounty government will have to provide approximately 195,000 for land for a county airport Mr Flowerstated that the total cost of this project would be about 770,000, 500,000 for construction of airportfacilities and 270,000 for land Mr Flowers further informed the Board that it could expect about;325,000 frnm the Federal Government and at least 60,000 from the State, which would leave the Countyshare of 385,000 for land and airport development Mr Flowers further stated that they were talkingabout a lot of money, but several industries are-, waiting to see if we get this airport before locatingin Johnston CountyAfter much discussion of the airport project, Commissioner Frank B Holding moved that theChairman be authorized to execute an application to the Federal Aviation Administration for a federalgrant to develop a Master Plan for the Johnston County AirportCommissioner Freddie Adams seconded the motion which was carried unanimously12 County Landfill Fee Policy to Be Worked OutLeRoy White, Selma Town Manager, appeared before the Board regarding charges at the CountySanitary Landfill Mr White asked the Board what the County intended to charge the Town of Selma fordumping at the landfill Mr White explained that the Selma city dump was filling up and he neededto know the charges in order to make an appropriation for this expenditure in the towns budgetAfter much discussion, Chairman Bailey appointed Commissioners Frank B Holding and Norman CDenning to a committee to work out a satisfactory fee policy with the contractors and landfill usersas soon as possibleThe County Commissioners at the present time are getting requests for landfills in other partsof the county, according to Chairman BaileyGiix ??rJune 5, 1972ContMr White also talked with the Board regarding a water line loop around Ricks Road to ShallcrossManufacturing Company He stated that Shallcross was on the end of a line and they were having aproblem with water pressure and clean water, no settlement Mr White further explained that with aloop Shallcross would -have more pressure and clean waterThe Board assured Mr White they would look into this situation to see what could be done tohelp the Town of Selma concerning this matter13 Soil Survey - Johnston CountyMr, William I Allen, Chairman of the Board of Supervisors, Johnston County Soil ConservationService, along with other members of the Board and James H Griffin, Conservationist, explained to theBoard of Commissioners that there will not be a soil scientist assigned to Johnston County this year,unless more interest is shown However, Mr Allen stated that they will continue to give informationregarding soil samples andsome work-will continue in Johnston County through the District OfficeMr Griffin informed the Board that the recreation potential booklet was ready to be publishedfor next year and they had received an estimate from-North Johnston Graphic Arts Department of 1,000for 500 copies, if the Board should see fit to have this work doneNo action was taken at this time on this matter14 District Engineer - N C Highway DepartmentW H Pridgen, District Engineer, State Highway Commission, and Paul Anderson, Resident Engineer,visited with the Board15 Reappointment Members - Library Board of TrusteesCommissioner Norman C Denning moved that Mrs Raleigh Griffin, and Mr Julius Corbettbereappointed to the Board of Trustees of the Public Library of Johnston County and Smithfield for a threeyear term, effective June, 1972 1Commissioner Freddie Adams seconded the motion which was carried unanimously16 Adoption of County Pay PlanCommissioner Frank B Holding moved that, subject to the approval of the North CarolinaPersonnel Board, and State Agencies, namely State Department of Social Services, State Health Departmentand the State Mental Health Department, the county adopt the following pay plan for the Local SocialServices Department, Local Health Department and Local Mental Health Department, effective July 1, 1972Social Services DepartmentDirectorProfessionalClericalHealth DepartmentDirectorProfessionalClericalMental Health DepartmentDirectorProfess ionalClericalminus 2 grademinus 2 grademinus 2 grademinus -2 grademinus 2 grademinus 2 grademinus 2 grademinus 2 grademinus 2 gradeCommissioner Freddie Adams seconded the motion which was carried17 Modification of County Pay PlanCommissioner Norman C Denning moved that W H Britt, Auditor, be authorized to execute thenecessary forms requesting modification of the County pay plan and forward same to the State PersonnelDepartment along with a copy of this orderThe motion was seconded by Commissioner Frank B Holding and was carried18 Resolution - Commissioner Adam J Whitley, Jr, DeceasedCommissioner Norman C Denning moved that the following resolution be adoptedRESOLUTIONWHEREAS Honorable Adam J Whitley, Jr, lived in this county for seventy -eight years; whereashe was a progressive farmer, a devoted husband and father, a leading Baptist layman, and an excellentneighbor; whereas he served with honor and fidelity in World War One, and for the remainder of his lifehe was very active in veteran affairs; whereas he served the people of Johnston County and the State ofNorth Carolina in the North Carolina Senate with great distinction; and whereas Mr Whitley later waselected as County Commissioner and rendered diligent service in this public office until his death; andwhereas we have lost a great friend;June 5 , 197 2 -,fontNOW BE IT RESOLVED, that the Board of Commissioners take official notice of the passing ofCommissioner Adam J Whitley, Jr, and the splendid record of service rendered by him throughout hismany years as Senator and County Commissioner, and be it ordered that copies of this resolution beforwarded to his widow, to the Pou- Parrish Post of the American Legion and to Pisgah Baptist ChurchIt is further ordered this resolution be spread upon the permanent minutes of this BoardCommissioner Frank B Holding seconded the motion which was carried unanimously19 Recommendations for Howard Benton for County CommissionerA delegation from Benson including Mr Ed Johnson, Wilbur Barbour and three members of theBenson Town Council, Garland McLamb, Billy Parrish and R B Whittington appeared before the Commissionsto endorse the appointment of Mr Howard Benton to the Board of County Commissioners It was expressedthat Mr Benton would be an asset to this Board and CountyChairman Bailey stated that fifty -eight precinct chairman and vice chairman had been contactedand four- fifths were in favor of the appointment of Mr Benton to the Johnston County Board ofCommissionersChairman Bailey further informed members of the Board that he had received letters from Claytonrecommending someone from that area of the County, but had no specific recommendations Chairman Baileyalso received recommendations from the Johnston County Chapter of NAACP and Johnston County BlackCaucusAfter much discussion by the Board and review of the recommendations, Commissioner Frank BHolding moved that Mr Howard Benton of Benson, North Carolina, be appointed as a County Commissioner to fill the vacancy of the late Commissioner Adam J Whitley, Jr effective immediatelyCommissioner Norman C Denning seconded the motion which was carried unanimously20 Mr Rual Cogswell, Sylvania - Regarding LandfillMr Rual Cogswell of Sylvania appeared before the Board briefly in regards to the CountySanitary Landfill The Board explained to Mr Cog °swell that a committee had been appointed by theChairman to look into this problem regarding charges at the landfill21 Appropriation of Equalizing Funds to APTDCommissioner Norman C Denning moved to appropriate 5,000 equalizing funds to the APTD Accountof the General Welfare Fund, which was received as unanticipated revenueCommissioner Frank B Holding seconded the motion which was carried22 Appropriation of Equalizing Funds to Medicaid AccountCommissioner Norman C Denning moved to appropriate 60,000 equalizing funds to the MedicaidAccount of the General Welfare Fund, which was received as unanticipated revenueCommissioner Frank B Holding seconded the motion which was carriedUpon a motion by Commissioner Norman C Denning and duly seconded by Commissioner Freddie Adamsthe Board recessed to meet again Wednesday, June 7, 1972, at 8 oclock pm for further budget studyleanor N Cre h, Clerk
