Meeting of Board of Commissioners for Johnston CountyAugust 6, 1984The Johnston County Board of Commissioners met in regular session Monday,August 6, 1984, at 10 oclock am in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, NC, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMAbsent NoneThe Chairman called the meeting to order and the following business wastransacted; Minutes of the July 2, 1984 board meeting stand approved as recorded1 Residential Treatment Center for FemalesSam Stallings, Chairman, Cornelia Stewart, Vice- Chairman, and Helen -Ray,Board Member, Day by Day Home of Johnston County, met with the board Ms Raymade a presentation requesting 50,592 of County ABC funds to purchase a houseto be used as a residential treatment center for alcohol ic- dependent females Thepurpose of this center will be to provide a community based treatment alternativeto institutional commitment for alcholism; for rehabilitation, educate and learningto cope with life and family education Ms Ray explained the Day by Day Homeof Johnston County located in Selma for the treatment of alcohol ic- dependent maleshas been very effective and a center for the treatment of females is needed Thetreatment cost in a residential center is about 2300 per day as compared toapproximately 20000 per day at the Mental Health Center Ms Ray told the boardin order to secure Title XX federal funding they must have a building for thecenter The Day by Day Board has located a two -story house in Selma that canbe purchased The county is being asked to purchase and hold title to this facilityIn discussion, it was_ pointed out there are three female residential treatmentcenters in North Carolina Also, this facility can not be restricted to JohnstonCounty residents because of Title XX federal fundingThe Board of Commissioners agreed to take this request under advisement2 Sign Ordinance DiscussionJim Morrison, Sign Specialist, North Carolina Department of Transportation,met with the board concerning the proposed Interstate Sign Ordinance Mr Morrisonspoke briefly regarding North Carolina State Regulations and Laws to control outdooradvertisingIn considering an ordinance to regulate billboards along Interstate highwaysin Johnston County The Board of County Commissioners has held a public hearingand discussed this matter at several meetings Business owners, sign owners andrepresentatives and owners of outdoor advertising companies attending this meetingspoke opposing the adoption of a sign ordinance restricting billboards along Interstatehighways It was pointed out that an ordinance with these proposed restrictionswould hurt Johnston Countys businesses and tourist tradeIn discussion of billboards already along 1 -951 Ray Green, advisor withTriangle J Council of Governments, who drafted this ordinance, stated he believesthe county could restrict billboards on 1 -40 without regulating the billboards on1 -95After much discussion, the board agreed they did not favor any regulationsmore strict than the State regulations on outdoor advertising The board emphasizedthat outdoor advertisers need to be discreet in putting up billboards along InterstatehighwaysIn conclusion, Commissioner Howard Benton moved that the Ordinance toRegulate Signs Along Interstate Highways be tabledCommissioner Frank B Holding seconded the motion which was carried3 Easement - DOT - Hospital RoadCommissioner Frank B Holding moved that the North Carolina Departmentof Transportation be granted a temporary easement to install curb and gutter atthe conjunction of Highway 301 and the Hospital RoadCommissioner John M Booker seconded the motion which was carriedII4August 6, 1984 Continued4 Easement - DOT - Jones Brothers RoadCommissioner Frank B Holding moved that the Chairman be authorized toexecute an easement to the North Carolina Department of Transportation, for thepurchase of 001 acre of land at the corner of Highway 301 and Jones BrothersRoad, to construct curb and gutter and widen the conjunction, if the Chairmanis satisfied and agreeable with the site approach from Highway 301 to the countysbulk container siteCommissioner John M Booker seconded the motion which was carried5 Central Medical Dispatch - EMS GrantCommissioner James W Cash moved the county accept an EMS Grant fromthe State in the amount of 8,000; and further that the county appropriate 20,350from the Contingency Fund to provide funds to purchase EMS equipment to establisha central medical dispatch center in the Johnston County Sheriffs Office to enablecentral dispatching for all rescue squads in the countyCommissioner John M Booker seconded the motion which was carried6 Designation of Civil Preparedness CoordinatorAction on the designation of the Countys Civil Preparedness Coordinatorwas deferred at this time7 User Fee Schedule - Central Johnston County Regional Wastewater FacilityCommissioner James W Cash moved the Wastewater Facilities User Fee Schedulefor 1984 -1985, based on cost per 1000 gallons, be approved and effective as ofJuly 11 1984 This new fee schedule represents an average increase of approximately22 ; due to contract operation; insurance cost and to generate a capital reservefundCommissioner Frank B Holding seconded the motion which was carried8 Subdivisions Approveda Upon the recommendation of the County Planning Board, CommissionerJames W Cash moved that the Smith Ridge Estates, Section 11, Subdivision, ownerWilliam A Smith, located SR 1700, 1 mile north of Clayton, Clayton Township,17 lots, Phase 11, be approved and the Chairman authorized to execute the platCommissioner Howard Benton seconded the motion which was carriedb Upon the recommendation of the County Planning Board, CommissionerJames W Cash moved The Plantation Subdivision, owner John Q Adams, III, locatedSR 15829 2 miles south of Cleveland School, Cleveland Townhip, 7 lots, be approvedand the Chairman authorized to execute the platCommissionerJohn M Booker seconded the motion which was carried9 Appointment- Council on the Status of WomenCommissionerHoward Benton moved that JudyBeasleyHolland, Ken Iy, NC,be appointed to theJohnston County Council on theStatusof Women for a twoyear term to beginimmediately This term expiring July,1986CommissionerFrank B Holding seconded the motionwhichwas carried10 Department of Transportationa Wayne Bailey, District Engineer, furnished the board with an OutdoorAdvertising Manual from the North Carolina Department of Transportationb The District Engineer reported he had contacted Ms Christine Hodge,Oneals Township, regarding a drainage problemc The District Engineer reported he had contacted Carolyn King, Princeton,regarding the state requirements in getting a road added to the Secondary RoadSystem for maintenance11 Appointment - Library Board of Trustee MemberAction on the appointment too the Library Board of Trustees to fill a vacantposition created by the resingation of Patricia Renfrow was deferred at this time12 Water Line to Industrial Site - Active Knits, IncorporatedCommissioner Frank B Holding moved the county construct a 16 water lineapproximately 2000 feet to the plant site of Active Knits, Inc, located near theintersection of Highway 70 and 70A near Wilsons MillsCommissioner James W Cash seconded the motion which was carried by thefollowing voteAye Frank B Holding, James W Cash, John M Booker and Norman CiDenningNay NoneAbstaining Howard Benton13 Engineering Contract - Water_ Line to Active Knits, IncorporatedCommissioner James W Cash moved that Ragsdale Consultants, Inc, beauthorized to furnish professional engineering services in connection with the watersupply facility; a 16 inch water line of approximately 2000 I ft, to serve thenew industry, Active Knits, Inc, to be constructed on a site adjacent to USHighway 70A, Clayton TownshipCommissioner Frank B Holding seconded the motion which was carried14 Automobiles - Sheriffs Department Contract AwardedCommissioner Frank B Holding moved the County accept the low bid, meetingthe specifications, of Brack Wilson Ford, Inc, Smithfield, NC, for two ford 4 -drCrown Victorias at the price of 23,500 for the Johnston County Sheriffs DepartmentCommissioner James W Cash seconded the motion which was carried by thefollowing voteAye Frank B Holding, James W Cash, John M Booker and Norman CDenningNay NoneAbstaining Howard Benton15 Wilsons Mills Community Development GrantThe County Manager advised the board that the Wilsons Mills CommunityDevelopment Block Grant of 750,000 had been approved by the North Carolina Depart-ment of Natural Resources and Community DevelopmentIn discussion the board was reminded that the county has committed 100,000for water improvements for the Wilsons Mills Project16 Water Line to Industrial Site and Wilsons Mills CommunitIn discussion of the water improvements for the Wilsons Mills Community,as related to the Community Development Grant, and the water line to serve theplant site of Active Knits, Inc, near by, the board decided to consider runninga 12 inch water line from Highway 70 down 70A to the Wilsons Mills CommunityThe board agreed that running the water line to Wilsons Mills, in lieu of diggingwells to serve this community, would enable these residents to draw water fromthe Smithfield Water Plant, and would eliminate the maintenance problem of wellsIn earlier session, the board committed approximately 50,000 to run awater line to the plant site of Active Knits, Inc, on Highway 70A, and consideringthat the county has funded 100,000 for the Wilsons Mills Community Developmentj Project for water improvements, the board agreed that the extra cost to extendthe pipeline on to Wilsons Mills would be reasonableAfter much discussion, Commissioner Frank B Holding moved that predicatedupon getting permits to do the entire water line project, that the county proceedwith extending a 12 inch water line from Highway 70 dow -h 70A to the plant siteof Active Knits and approximately three miles 18,200 I ft to the Wilsons MillsCommunity, at an estimated cost of about 310,000Commissioner James W Cash seconded the motion which- was carriedNOTE It was the intent of this motion item # 16 that the motion made duringearlier morning session, item # 12, page-456, be rescinded, and further intentedthat the engineering agreement read 12 inch water I i ne August 6, 1984 Continued17 Budget Amendment -
