June 14, 1984The Johnston County Board of Commissioners reconvened in regular sessionThursday, June 14, 1984, at 7 oclock pm, in the Commissioners Room, JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, John M Booker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Recreation Grant Amended - Four Oaks Civitan ClubCommissioner John M Booker moved that the Four Oaks Civitan Club begranted permission to use their Revenue Sharing Recreation Grant 8384 of 2,00000toward the purchase of a building This grant 8384 -20 to be amended from originalrequestCommissioner Frank B Holding seconded the motion which was carried2 Recreation Grant Extension - Civitan Club of SmithfieldCommissioner Frank B Holding moved that a 30 day extension for the useof the balance of the Revenue Sharing Recreation Grant for the Civitan Club ofSmithfield be approved as requestedCommissioner John M Booker seconded the motion which was carried3 Fireworks Display - Town of Pine LevelCommissioner John M Booker moved that the Town of Pine Level be grantedpermission to conduct a fireworks display at the Pine Level Recreation Park,on Wednesday, July 4, 1984Commissioner James W Cash seconded the motion which was carried4 Lenoir County Courthouse AdditionThe board reviewed photographs of the Lenoir County Courthouse Addition5 Budget Work SessionSince the last board meeting budget session the Budget Officer, as instructedby the board, had worked on several areas of the budget requests, and presentedthis for the boards consideration in reducing the proposed budgetFreddy Narron, Chief Deputy, asked that the board give serious considerationto more manpower for the Sheriffs Department He emphasized they desperatelyneed more deputies, especially for night duty, and a drug team The Chief` Deputyadvised that the detectives- are overloaded with cases, a lot of the drug investi-gations are done on their own time, they spend many hours writing, typing andpreparing records and reports for attorneys and court Mr Narron stated thata secretary would give the detectives much more time for investigations In closinghe emphasized that the Sheriffs Office, especially with the rising drug problemin Johnston County, is experiencing a critical time with the manpower they presentlyhaveAfter much discussion of the Sheriffs Department requests, the board asof this meeting has tentatively approved three new positions, and se,weral, othernew items as presentedThe board again discussed at length requests from the Board of Educationfor current expenses and capital outlay The School Board has asked for 3 millionfor capital outlay which includes 27 million for a new school at Selma They ala_again discussed at length requests from the Board of Education for an increaseof approximately 672,000 for current expenses and 3 million requested for capitaloutlay At this time, the board has tentatively agreed to cut some of the schoolsrequests in current expenses and capital outlayIn discussion of the 22 million in capital reserve funds previously setaside for a new government building and jail, the board tentatively reducedthis amount to 500,000 In further discussion of the 1984 -1985 Proposed Budgetrequests, the board tentatively agreed to several other reductions; the PrincetonWaterline budget; Addition to Health Center; Parking lot - Johnston TechnicalCollege and supplement to Johnston Memorial HospitalThe board discussed many areas of the 1984 -1985 Proposed Budget, however,took no final action at this meeting6 Talton Property PurchasedCommissioner James W Cash moved that the county purchase the Hugh HubieTalton and Hugh Talton, Jr property located at the corner of South Third andJohnston Streets, Smithf -ield, for a purchase price of 90,000 Commissioner Cashfurther moved that the County Manager be authorized to work out the paymentor payments with the TaltonsCommissioner Frank B Holding seconded the motion wnicn was carrreuby unanimous voteUpon a motion by Commissioner John M Booker, duly seconded by CommissionerHoward Benton and carried, the board recessed until Monday, June 25, 1984, at730 pmNorman C Den i ng, Chairman?JEleanor N CreecClerk to the Boa dfIiDetailsAnnotationsEntry PropertiesModified11192013 14551 PMCreated4172003 124943 PMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date6141984Book17
