10 SEW 4 1972 June 23 , in the Commissioners in special called session The Johnston County Board of Commissioners met 1972 , June 23 , Smithfield , at North Carolina , Friday , 1 , 30 p m , Room of the Johnston County Courthouse , present with the following members and Howard Frank B Freddie Adams Chairman , Norman C J Holding , Denning , Dobbin Bailey , Benton Members Absent None transacted The following business was Commissioner Freddie Adams - Courthouse Repairs 1 at the Chairman J Dobbin Bailey appointed Commissioner Freddie Adams to supervise repairs in the Court - The Board discussed and inspected several areas Courthouse for the next several months house that need immediate attention and emphasized that the toilet facilities needed top priority soon as possible done as instructed to see that this work is Commissioner Adams was I Commissioner Norman C 2 County Farm Denning , Agent - I P269 be Commissioner Frank B for County owned farm No Holding moved that farm records Johnston Agent , Jr , Agent to Norman C transferred from Adam J for the County of Whitley , Denning , Commissioner Freddie Adams seconded the motion which was carried unanimously 3 State Board Marshall Staton , In response to a letter from Mr Sanitary Engineering Division , of 1971 , and notice of applications of Health , , for a water supply regarding the Clean Water Bond Act system grant , the Board designated Commissioner Frank B Holding to be placed on the mailing list to receive notice of applications Facilities Inadequate 4 Jail and Department of Social Services - Clifton M Craig , Chairman Bailey called to the attention of the Board letters received from Mr Mr of Social Services and the County Jail Craig stated that regarding facilities at the Department these facilities do not meet state minimum requirements according to reports from field representatives taken on this matter at this time No action was on Landfill Rates 5 Committee s Recommendations reported to the Board that as a Committee , Commissioners Norman C Denning and Howard Benton , operators and private collectors and worked out dumping rates that were they had met with landfill satisfactory with both parties length Commissioner Denning presented a fee schedule which was debated , at Commissioner Norman C After much discussion and consideration , Denning moved that the following r rates for dumping at the existing county sanitary landfill be adopted 00 1 Pick - up load 1 8 12 discount a 35 per yard 42 40 yard dump 4 67 discount 35 per yard 42 23 yard dump discount 3 65 35 per yard 42 18 yard dump 3 50 minimum per load Packer Truck or Flat BodyPageJune 23 , 1972 Cont Commissioner Denning further moved that only garbage from Johnston County be dumped in the a 25 cent charge per househould load dumped by on a 60 - day trial basis , County landfill and that or each individual household to use the landfill individuals of times during a year for any number charged this would be in accordance with rates 1 35 per member of the household , for a fee of municipalities for use of the county landfill Commissioner Frank B carried unanimously Holding seconded the motion which was 6 Commissioners to Look for Additional Landfill Sites sites for other landfill Chairman Bailey again brought to the attention of the Board requests The Chairman suggested that Commissioners Norman C Denning and Howard Benton start in the County and that he and Benson and southern Johnston County , looking for a landfill site to serve Four Oaks , Micro , Princeton and the Commissioner Freddie Adams would be looking for a site to serve Kenly , northeastern area of the County - Denning and duly seconded by Commissioner Freddie Upon a motion by Commissioner Norman C Adams the Board adjourned c Creech , rk Eleanor N Page
