Selma - Tax ComplaintMt Straford Batten of Route # 2, Selma, N C, appeared before the Board with a tax complaintMr Batten advised that he had tracts of land of about forty acres each in Micro and Selma Townships andthe taxes were much higher on the tract in Micro than in SelmaAfter discussion with Mr Batten, the Board advised him they would have Earl Bradley, Appraiser,met with him and go over his valuation6 Blinker Lights at Railroad Crossing at Oak Grove InnUpon motion of Commissioner Frank B Holding, seconded by Commissioner Freddie Adams, it wasunanimously passed that the Board of Commissioners respectfully request the North Carolina StateHighway Commission to install blinker lights at the railroad crossing on Secondary Road # 2141, atOak Grove Inn, located in Micro Township, between Micro and Kenly, this road being heavily traveledby school buses7 Vandalism - New County Dog PoundCommissioner Adam J Whitley, Jr reported to the Board on the vandalism at the new dog poundon Highway 210 Commissioner Whitley stated that several panes from windows and doors were broken8 Dog Pens at Various Locations in County ProposedThe Board of Commissioners discussed the problems of controlling stray dogs in the CountySuggestions were made about placing dog pens at different locations in towns and rural communitiesthroughout the County Residents could deposit stray dogs in the nearest public pen and then notifythe County dog warden to pick them up to be taken to the County dog poundz3January 4, 1972 CoptThe Board asked Rubert Barbour, Dog Warden, and Commissioner Adam J Whitley, Jr to getestimates of what th-proposed dog pens would cost and the feasibility of placing these pens in variouslocations in the County9 Regulations Pertaining to Grouting of Bored and Drilled Wells - Johnston CountyMr Graham Kornegay, Kester Kornegay, of Kornegays Well Boring Service and Billy R Flowersof Master Well and Builders Company, Incorporated, appeared before the Board protesting a new regulationadopted by the State Department of Water and Air Resources made effective January 1, 1972 Thisregulation requires well builders to place concrete grout to a depth of at least20 feet below landsurface, unless an exception is approved by the department The well drillers have been complying withregulations established by the State and County Health Departments, under these standards, wells mustbe grouted to a depth of 10 feet, which they feel is sufficient in this County, and has not posed anyhealth problemsThe County Commissioners realized the urgency of resolving the conflict in regulations passedby the State Health Department and the Department of Water and Air Resources, therefore, upon motionof Commissioner Adam J Whitley, Jr and seconded by Commissioner Freddie Adams and carriedthefollowing res of ut ion was adoptedRESOLUTIONWHEREAS, the Johnston County Board of Health in 1969 adopted rules and regulations governingprivate water supplies based on Bulletin No 476 of the North Carolina State Board of Health, that,in parti-cu ar, sa-d -regulations were set up pertaining to the grouting of bored and drilled wells inJohnston County; that subsequently the North Carolina State Department of Water and Air Resourcesadopted regulations in conflict with the regulations adopted by the Johnston County Board -of Healthbased on said Bulletin No 476 of the North Carolina State Board of Health;, that extensive newconstruction of private homes is being conducted throughout Johnston County;NOW, THEREFORE, the Board of Commissioners of Johnston County respectfully request the NorthCarolina State Department of Water and Air Resources to permit the continued boring of wells inJohnston County in compliance with the Johnston County Board of Health regulations adopted pursuantto Bulletin 476 of the North Carolina State Board of Health, and that copies of this resolution bemailed to Governor Robert W Scott, the North Carolina Department of Water and Air Resources, theNorth Carolina Board of Health and the Johnston County Board of Health100 County Wine LicensesHarper Godwin, Tax Collector, appeared before the Board and asked if he had the authority tosell wine licenses The Board advised Mr Godwin and W R Britt, County Attorney, to check into thismatter1J Landfill OperationRed Shirley met with the Board regarding the operation of the Countys Sanitary Landfill Inorder to prepare the present site there is need for a 3000 foot canal to be dug and the proper; place-ment of fill -in dirt in order to comply with State Board of Health regulations Mr Shirley statedthat this work would cost approximately 3,000, and could be finished by February 1, 1972, and hopedthey could start the landfill operation by that dateCommissioner Norman C Denning moved that Commissioner Frank B Holding and Commissioner AdamJ Whitley, Jr be authorized and instructed to work with Mr Shirley to prepare the landfill site assoon as possible for use according to State Health Department requirementsCommissioner Freddie Adams seconded the motion which was carried12, Advance Turn-Over of Tax CollectionsHarper Godwin, Tax Collector, and Daniel G Matthews, CPA, met with the Board in regards toan advance turn -over of funds from the Tax Collectors Office to the County TreasurerCommissioner Frank B Holding moved that Harper Godwin be authorized to make advance paymentsof current tax receivables, during any month in which he has accumulated a large amount of funds, tothe County Treasurer without making final tax settlement and distribution of funds reportCommissioner Adam J Whitley, Jr seconded the motion which was carried13, Unemployment Compensation Request - Johnston County Community ActionMr Paul Keller, Executive Director, Johnston County Community Action, advised the Board thathe had been notified several months ago that beginning January 1,,1972, non - profit organizations withover four employees would be required to pay unemployment compensation not previously required MrKeller stated that this involved an increase in their current budget of 27 of payroll through May31st, which was not provided for in their budget in total would amount to 3206 Mr Kellerrequested a supplementary appropriation to tk e care of this amountNo action was taken at this time14 Advertisement for Rabies VaccineCommissioner Norman CDenning moved that the Clerk be authorized to advertise for rabiesvaccine to be used by the Dog Warden in his 1972 vaccine programgalIajE,885January 4, 1972 ContCommissioner Adam J Whitley, Jr seconded the motion which was carried15 Cross -Over on U S Highway 301 - Town of KenlyUpon motion of Commissioner Norman C Denning, and seconded by Commissioner Frank B Holding,it was unanimously passed that the Board of Commissioners respectfully request th Carolina??ate Highway Commission to construct a cross -over on U S Highway 301 near the corporate limits ofe Town of Kenly at the entrance to the premises of Tart Chevrolet, Incorporated16 Resolution - Norman C Denning - State Wildlife CommissionerUpon motion of Commissioner Adam J Whitley, Jr and-second of Commissioner Freddie Adams itwas resolved that the Board commend Governor Robert W Scott for his excellent appointment of CommissioneNorman C Denning to the North Carolina Wildlife Resources Commission, and it was further resolved thatthe Board officially wish Commissioner Denning much success in the performance of his new duties Itwas- ordered that a,copy of the foregoing resolution be sent to Governor Robert W Scott, and also aCOPY be sent to Commissioner Norman C DenningThose voting for Commissioner Adam J Whitley, Jr, Commissioner Freddie Adams and CommissionerFrank B Holding, and abstaining Commissioner Norman C DenningUpon a motion of Commissioner Freddie Adams and duly seconded by Commissioner Frank B Holdingand carried, the Board adjourned Dobbin ailey, ChairmanrEleanor N Creech, Acting Clerk
