Coor Farm SupplyMr E 0 Coor, Jr, President of Coor Farm Supply Service, Inc, Smithfield, North Carolina,appeared before the Board to inquire about leasing or buying the County owned property where the dogpound was located Mr Coor explained to the County Commissioners that this site was desirable becauseof the railroad siding, which their company would needThe Board asked Commissioner Frank B Holding to check into this matter and discuss with MrCoor, and they would reach a decision at a later date2 Johnston County Mental Retardation CouncilMr Robert L Harvey, member, Johnston County Mental Retardation Council, appeared before theBoard with Mr Michael Haswell, Vocational Rehabilitation Counsellor and Mrs Barbara L Goodmon, AreaCoordinator, North Carolina Council on Mental Retardation, on behalf of the Mental Retarded Programin Johnston County Mr Harvey explained the program and the financial struggle it was faced with atthe present time Mr Harvey stated that the Sheltered Workshop at Cherry Hospital had allocatedJohnston County 12 student spaces at the workshop Their problem is keeping enough students availableto finance the transportation to these workshops Mr Harvey further explained their urgent financialneed until this program has sold itself to the public Therefore, Mr Harvey requested the CountyBoard of Commissioners to appropriate a supplement amount to subsidize this most worthwhile projectUpon motion of Commissioner Norman C Denning and duly seconded by Commissioner Adam J Whitley,Jr and carried it was ordered that 1200 be transferred from the Johnston County Contingent Fund andappropriated to the Johnston County Council on Mental Retardation for the fiscal year 1971 -1972, thisappropriation to be administered by the Johnston County Mental Health Center3 Tax Discounts - 1972Commissioner Frank B Holding moved that no discounts be allowed for 1972 ad valorem taxesin concurrence with the Machinery Act of 1971, GS 105- 360cCommissioner Norman C Denning seconded the motion which was carried4 Contract Awarded - Rabies VaccinePursuant to an order of the Board and after due advertisement, the following bids were receivedand opened for furnishing the County with 8,000 doses of phenolized rabies vaccine, with tags It isnecessary that 500 doses carry an expiration date of April 1, 1973, or later, and the balance with anexpiration date of June 1, 1972, or later;a Ace Animal Supplies Company, Charlotte, North Carolina285 per 50 cc or 10 dose and per specificationsb Anchor Laboratories, Inc, Indianapolis, Indiana28 cents per dose and per specificationsCommissioner Norman C Denning moved that the contract be awarded to Anchor Laboratories,Inc, Indianapolis, Indiana, low bidderCommissioner Adam J Whitley, Jr seconded the motion which was carried5 Road Request -# 1559 -_Clayton TownshipMrs Thelma Barnes and Rev Henry Merritt and other delegates from Clayton Township appearedbefore the Board regarding Road #,1559 The Board explained the priority system and the rating of thisroad which was # 89 The Board also asked W H Pridgen, District Engineer, North Carolina StateHighway Commission to re- evaluate this road6 ReportsThe following reports were filed with the BoardHarper Godwin Tax CollectorM W Knott Electrical InspectorEleanor Hooks LibrarianRubert Barbour Dog WardenM J Oliver Fire MarshallWilson Broadwell Civil Defense8?8February 7, 1972 Cont7 Request - Johnston Technical InstituteDr John Tart, President, Johnston Technical Institute, met with the Board and explained that theinstitute was having heating problems, which had amounted to a breakdown of the heating system and leftsome of the buildings without heat Dr Tart explained that the Board of Trustees had directed him tohave a new oil heating system installed which was going to cost 5,100, however, if the Boardof CountyCommissioners could not see fit to finance the entire project, they could get by with 3,000, if thisamount could be providedAfter much discussion, Commissioner Adam J Whitley, Jr moved that the Johnston TechnicalInstitute budget be amended by 3,000 to help finance this emergency project of a new heating systemCommissioner Whitley further moved that this appropriations be transferred from the Johnston CountyContingent FundCommissioner Norman C Denning seconded the motion which was carried8 Keys - New Mental Health CenterChairman J Dobbin Bailey informed the Board of Commissioners that the keys to the new MentalHealth Center had been turned over to Mrs Clarice Barbour, Administrative Assistant9 Mr Willis D Barlow - L E Wooten and CompanyMr Willis D Barlow, Engineer, L E Wooten and Company, met with the Board regarding thepreliminary water study for Johnston County Mayor Whitley Hood of Benson and other citizens werepresent,interested as to what the County intended to do at the present time regarding the CountyWide Water SystemAfter much discussion, Commissioner Frank B Holding moved that the Board accept thispreliminary report and that L E Wooten and Company, Consulting Engineers of Raleigh, North Carolina,be authorized to apply for a federal grant of 500,000 that would help to finance the proposed waterline extension from Smithfield to Benson, with full understanding that-,the County, as contracting agent,is much concerned as to where it will get money to match this grantCommissioner Adam J Whitley, Jr seconded the motion which was carried unanimously10 Road Request - # 1128 - Meadow TownshipMr Worth Thornton and others from Meadow Township appeared before the Board regarding road# 1128 The Board explained the priority of this road was # 24, and that it was in good shape forpaving in the next year or so, if the priority does not change11 Voluntary Patrol - Pleasant Grove CommunityMr G Willie Lee and Mr T 0 Noles of Pleasant Grove Township appeared before the Board todiscuss with them the feasibility of a voluntary patrol by their fire department members in PleasantGrove Community After much discussion with the Board and Wilson Broadwell, Civil Defense Director,the Board determined that this would not be feasible at this time12 Recommendations - Greater Smithfield - Selma Area Chamber of CommerceMr Mac Reid, Manager, members and leaders of the Greater Smithfield -Selma Area Chamber ofCommerce met with the Board of County Commissioners and presented two proposals for the Boardscons ider at ion Mr James Chandler of Selma, Chairman of the Chambers County Administrator Planning Committee,presented the request for the hiring of an ,experienced County Administrator at a total expense of25,00000 yearly The Chamber further recommended the appointment of a planning board consisting ofseven membersThere was much discussion on these recommendations and the Board indicated much interest, however,it was also noted that the Boards commitments were already far ranging of about five 5 years Therewas no action taken at this time on the County Administrator requestAfter discussion, W R Britt, County Attorney, informed the Board of state law authorizingappointment of a Planning Board to study needs of the County, Commissioner Norman C Denning moved thatthe Board of County Commissioners appoint such board at its next regular meetingCommissioner Frank B Holding seconded the motion which was carried13 Johnston County Airport Authority - AppointedTom Moore, Chairman of the Chamber of-Commerce Airport Committee, met with the Board of CountyCommissioners and expressed that immediate action would be favorable in developing a County airport MrMoore explained that there was an excess of federal funds available now for airports and that the federalgovernment was looking for projects At the present time federal participation is 50 , State alsohas funds for airports of about 25 or less Mr Moore asked the Board of Commissioners to considerearly action in buying land for a County airportAfter much discussion and upon motion of Commissioner Adam J Whitley, Jr, ,,,,the following namedpersons were appointed to the Johnston County Airport Authority,fI ?I IIIJimmy R FlowersColonel Paul E Johnson44yearyeartermtermgraham H,innant4yeartermRual Cogswell2yeartermGeorge Brannan2yearterm3February 7, 1972Commissioner Norman C Denning seconded the motion which was carried14 Compensation for Additional Duties - Tax Supervisors Office and Auditors OfficeCommissioner Adam J, Whitley, Jr moved that Gladys Hartley, Assistant in the Tax SupervisorsOffice, be compensated for additional duties in the amount of 10000 per month, retro - active toJanuary 1, 1972, and until W H Britt, who is on -leave of absence, returnsto his duties as TaxSupervisor Commissioner Whitley further moved that Eleanor N Creech, Assistant in the AuditorsOffice and Acting Clerk to the Board of Commissioners, be compensated for additional duties in theamount of 12500 per month, retro- active to January 1, 1972, and until W H Britt, who is on leaveof absence, returns to his duties as Auditor and Clerk to the Board of County CommissionersCommissioner Frank B Holding seconded the motion which was carried15 Report - New County Dog PoundCommissioner Adam J Whitley, Jr reported that the construction of the new County Dog Poundwas complete and asked that he be released from his obligation as supervisor since this project wasfinishedThe Board asked Commissioner Frank B Holding to contact the Sheriff, and see if he couldarrange to get the grounds at the Dog Pound cleaned upChairman Bailey and Board members commended Commissioner Whitley for the job he had done inconnection with the new County Dog Pound16 Benson Rescue Squad Needs County Owned BuildingMembers of the Benson Rescue Squad advised the Board that they were interested in a buildingin Benson, that is not in use, owned by the County Board of EducationAfter discussion, Commissioner Frank B Holding moved that the Board of Education be requestedto consider making this property available for the Benson Rescue SquadCommissioner Norman C Denning seconded-the motion which was carried17 Adam J Whitley, Jr_- AgentCommissioner Frank B Holding moved that farm records for County owned farm No 269 betransferred from W H Britt, Agent to Adam J Whitley, Jr, Agent, for County of JohnstonCommissioner Norman C Denning seconded the motion which was carried18 Tax Listing Extension - 1972At the request of the Tax Supervisors Office, Commissioner Norman C Denning moved that theperiod for tax listing be extended through February 11, 1972Commissioner Frank B Holding seconded the motion which was carried19 James A Price Property - Ingrams Township - Welfare LienW R Britt, County Attorney, presented to the Board a letter from C G Grady, Attorney,regarding four and one half acres of Viand located in Ingrams Township owned by James A Price, who isdeceased The only heir of Mr Price is his sister Mrs Lessie Jones Mr Britt further explainedto the Board that there is a welfare lien on this property in the amount of 2,95700, and Mr WadeAllen, an adjoining property owner, wanted to buy this land and had offered Mrs Jones 1,000 MrBritt also presented an affidavit furnished by Mr Grady as to the value placed on this propertyAfter much discussion the Board appointed Commissioner Norman C Denning and Commissioner AdamJ Whitley, Jr, to make a personal inspection of this property and to make own evaluation, and reportback to the Board at the next regular meeting20 Additional Base Station for Central ControlAt the-request of Wilson Broadwell, Civil Defense Director, Commissioner Frank B ,Holding movedthat the County purchase, under the Governors Highway Safety Program, one 1 base station at a costof approximately 1200 to be located in the Smithfield Police Department for central emergency control,which will provide ambulance and rescue squads a 24 hour communications service The Countys partof this expenditure to be appropriated from the Contingent FundCommissioner Norman C Denning seconded the motion which was carriedFebruary 7, 197221 Johnston County Mental Health Area BoardUpon motion of Commissioner Frank B Holding and duly seconded by Commissioner Norman C Denningand carried the following named persons were appointed to the Johnston County Area Mental Health BoardJpDr Cleon Sanders P D Grady, JrMrs Ann Dunigan Dr Donnie,JonesMi h l l Dr , Woodrow BattenRev Harold tc e ?Hubert Massengill James C CreechJames C Woodard H F PalmerTroy Page, Jr M W StancilDavid Richardson Adam J Whitley, JrMrs Carolyn EnnisUpon a motion made and duly seconded the Board adjournediDo Bailey, Chairmanr -leanor N Creech cting Clerki
