moved that the following resolution be re- adopted, since properlegal notice was not given of the November 13, 1972, Commissioners meeting, at which this resolutionwas adoptedCommissioner Howard Benton seconded the motion which was read in full, considered and adoptedRESOLUTION AUTHORIZING, ADOPTING, APPROVING, ACCEPTING AND RATIFYING THE EXECUTION OF GRANTAGREEMENT FOR PROJECT NO A -37- 0068 -01 BETWEEN THE UNITED STATES OF AMERICA AND JOHNSTONCOUNTY AND THE JOHNSTON COUNTY AIRPORT AUTHORITYBE IT RESOLVED, by the Board of CommissionersSECTION 1 That said Board hereby authorizes, adopts, approves, accepts and ratifies theexecution of Grant Agreement between `the Federal Aviation Administration on behalf of the United Statesof America and Johnston CountySECTION 2 That the execution of said Grant Agreement in quadruplicate on behalf of saidJohnston County by J Dobbin Bailey, Chairman, Board of County Commissioners and the impression of theofficial seal of the County and the attestation of said execution by Eleanor Creech, Clerk, is herebyauthorized, adopted, approved, accepted and ratifiedSECTION 3 That the Chairman, Airport Authority is hereby authorized to execute though it were fully copied herein2 Holiday Schedule Veterans DayJames C Woodard, Clerk of Superior Court, appeared before the Board regarding certain holidaysobserved by the County and State offices Mr Woodards main concern was Veterans Day, which is nowobserved on the last Monday in October Mr Woodard explained that observing this day usually disrupteda court week, which had to begin on Tuesday Mr Woodard further stated that Sampson and HarnettCounties had set the Friday after Thanksgiving as their Veterans Day holiday and he was making thissame request for Johnston CountyIn discussion of this matter, the Board felt that this might impose on the public and decidednot to tkke any action at this time3 Extension Service ReportC W TarltonExtension ChairmanAt this time, J Dobbin Bailey, Retiring Chairman, of the Johnston County Board of Commissioners,stated that it had been indeed a pleasure to serve as a County Commissioner and he had served with someof the finest men in this county Mr Bailey further stated that he would sincerely miss serving thisCounty, but he personally felt that Johnston Countys Government was in extremely good handsOther members of the board commented to Mr Baileys never ending loyalty, faithful services,wisdom and leadershipUpon a motion made,duly seconded and carried the Johnston County Board of Commissionersadjourned1 Organization of New BoardCommissioner Norman C Denning, Vice Chairman, called the meeting to order, and Mr James CWoodard, Clerk of Superior Court, administered the Oath of Office to Commissioner Freddie Adams andHoyt Castleberry2 Election of ChairmanCommissioner Howard Benton moved that Commissioner Norman C Denning be elected as Chairman ofthe Johnston County Board of Commissioners for a term of two acclamationCommissioner Freddie Adams seconded the motion which was carried unanimously4 Board of Education - Request for Revenue Sharing MoneyxMr Ray Boyette, Chairman, Ether members of the Board of Education, J B Long, Superintendentand Carlton Daughtry, Superintendent, appeared before the Board akking for at least 225,000 of theCountys first year revenue sharing money for school construction Mr Boyette explained that projectsat Clayton, Princeton and North Johnston would probably be a year late, if they did not receiveadditional funds from some source Mr Boyette further stated that there are pressing needs in otherareas of the County for additional school facilitiesIn discussion, the Board advised School Board Members that according to the Local GovernmentCommission, at the present time, local governments can not use - revenue sharing funds for expenses ofeducation in public schools The School Board expressed much concern about letting contracts forconstruction of these projects not knowing if funds would be available or on anticipated revenue TheBoard of Commissioners advised the School Board that using revenue sharing money for other County needsmight relieve county - -funds that could be used for schoolsW R Britt, County Attorney and W H Britt, Auditor, advised the Board of Education membersthat contracts could be let on anticipated revenues5 ReportsThe following reports were filed with the BoardrHarper Godwin Tax Collector -M W Knott Electrical InspectorRubert C Barbour Dog WardenEdith Park Department of Social ServicesWilson Broadwell Civil DefenseWilliam Ward Library Written Report6Senator Elect Jack Blanchard and Barney Paul Woodard, House of Representatives visited withthe Board of Commissioners and offered their services to the county7 Senior Citizens Program - County Funds GrantedPaul Keller, Executive Director, Johnston County Community Action, along with Mr Fred Lingleand Mr Charlie Spencer, with the Governors Council on Aging, appeared before the Board and renewedthe request for County funds to help finance a Senior Citizens Program for Johnston County Mr Kellerexplained that County funds would be lumped with grants from the municipalities to help get a matchinggrant of 5,50000 from the State Governor`s Coordinating Council on Aging for a County wide SeniorCitizens Program Mr Keller stated, however, if certain municipalities failed to participate serviceswould not be offered in those communitiesAfter discussion, Commissioner Frank B Holding moved to appropriate seven - eights 78 of therequested 164700 144100 which will be for seven months December through June, 1973 providedthat Johnston County Council on Aging incorporates to oversee the senior citizens programCommissioner Howard Benton seconded the motion which was carried8 State Highway CommissionPaul Anderson, District Engineer, visited with the Board and introduced Ron Bonnema, AssistantEngineer for this District9 Road Petition - S R # 2544The Board of Commissioners was presented a road petition from Mr Robert H Kemple and otherproperty ownerson Secondary Road # 2544 located in Boon Hill Township, requesting the State HighwayCommission to pave this roadCommissioner Freddie Adams moved that the petition be approved and mailed to the State HighwayCommission in Wilson, North Carolina, with the Boards recommendationsCommissioner Frank B Holding appeared before the Board regarding the JohnstonCounty Sanit aryLandfill Mayor Wiggs stated that it was his understanding that if certain conditionswere not corrected the landfill would be closed by the State Health Department Mayor Wiggs furtherstated that this would be a major concern for the Town of Selma should this happenThe Board assured Mayor Wiggs that efforts would be made to take care of this situation12 Overpayment of Welfare CasesMrs Edith Park, Director, Department of Social Services, appeared before the Board and advisedof five 5 cases of overpayment of grant accounts Mrs Park stated that these cases were reportedto the State Department in 1971, but the State was just getting around to reviewing these cases Therecipients were receiving income from other sources and had failed to report this to the department,it was determined at the time of their eligibility review Mrs Park stated that she had taken thismatter before the County Social Services_ Board and they recommended that the County take civil actionto recover the money Johnston County is responsible for 7,33630 in these five 5 casesAfter much discussion, Commissioner Freddie Adams moved that this matter be turned over to theCounty Attorney for investigationCommissioner Howard Benton seconded the motion which was carried13 Positions Reclassified - Department of Social ServicesCommissioner Hoyt Castleberry moved that six 6 positions with the Department of Social Servicesbe reclassified in conformity with the pay plan approved for Johnston County Four 4 of thesepositions to reflect salary increases, namely; Clerk II to Clerk III, from 38000 to 43500;Clerk I to Clerk II, from 32100 to 38000; Typist I to Typist II, from 34900 to 39700; andClerk I to Typist I, from 32100 to 34900, retroactive to July 1, 1972 Two positions reclassifieddo not require any increase in salary, Social Worker II to Social Worker I and Social Work SupervisorI to Social Services Eligibility Supervisor II The Countys portion of these salary increases willamount to 90227 for the entire fiscal yearCommissioner Howard Benton seconded the motion which was carried by the following voteAye Hoyt Castleberry Nay Freddie AdamsHoward BentonFrank B Holding14 Request from Mental Health f or Revenue Sharing FundsM W Stancil, Chairman, Johnston County Area Mental Health Board, along with James C Woodard,and James L Creech, members, appeared before the Board of Commissioners requesting revenue sharingfunds for the Mental Health Program Mr Stancil explained that the Mental Health Department wasin urgent need of an alcoholic rehabilitation center at the Mental Health Clinic or at the hospitalThe Board discussed this matter and advised the Mental Health Board members that they wouldtake this under consideration15 Adoption of 1973 Tax Assessment RatioCommissioner Frank B Holding introduced the following resolution and moved that it be adoptedRESOLUTIONWHEREAS, W H Britt, Tax Supervisor, has informed the Board that he has complied with Section105 -284 of the General Statutes in notifying the representatives of the municipalities in the Countythat it is the intention of the Board to fix the tax assessment-ratio for the year 1973, andWHEREAS, no recommendations have been made by the representatives of the towns in the county,NOW THEREFORE, be it resolved that the Board of County Commissioners of Johnston County adopta tax assessment ratio of 5070 of the appraised value of all property in Johnston County for the year1973, and that the North Carolina State Board of Assessment be advised of this actionCommissioner Hoyt Castleberry seconded the motion which was carried unanimously16 1973 Tax Listing PeriodUpon the recommendation of W H Britt, Tax Supervisor, Commissioner Hoyt -Castleberry moved thatthe 1973 tax listing period extend from January 1, 1973, to February 10, 1973, with no further extensionof timeCommissioner Frank B Holding seconded the motion which was carried unanimously17 Medicaid Funds LowW H Britt, Auditor, advised the Board of Commissioners that the Medicaid funds were low andthere would not be enough money to cover this months medicaid expensesThe Board took no action on this matter418December 4, 1972 Cont18 1972 Delinquent Tax ListersW H Britt, Tax Supervisor, submitted to the Board a list of property owners who had failedp, sto list taxes for 1972, Mr Britt explained that he had notified these P eo ,le three time, and had hadno response to dateAfter discussion, Commissioner Freddie Adams moved that W R Britt, County,Attorney, notifythese delinquent listers and advise that unless immediate response is made they will be prosecutedaccording to law for failure to list their property for Johnston County taxes for, 1972 , ,Commissioner Frank B Holding seconded the motion which was carried unanimously19W H Britt, Tax,,Supervisor, advised the Board that Earl Bradley, Property,Tax,Appraiser, in,the Tax Department had the opportunity of another job and would be leaving his office unless the Boardof Commissioners agreed to raise his salary enoughto make it advantageous for him to stay with theCountyThe Board instructed Commissioner Freddie Adams to negotiate with Mr Bradley and see ifsomething could be worked out20 Placement of Radio Tower for County Communications SystemSheriff Rayf ord Oliver appeared before the Board regarding the placement of the radio towerfor the County Communications System Mr Oliver explained that there Vere two sites in mind, theCounty property located on 301 North, between Selma and Smithfield, beside Jones Brothers Furnitureand the county property at the new dog pound Mr Oliver further explained that the installation costwould be the same, but the monthly rate would be about twice as much if located at the new dog poundbecause of the distance involvedThe Board discussed this matter and asked Commissioner Freddie Adams to work with the Sheriffto determine the best location21 Christmas Decorations for CourthouseSheriff Oliver advised the Board of Commissioners that he_had been contacted by the ,SmithfieldJunior Womans Club about Christmas decorations for the Courthouse The Womans Club has,beendecorating the Courthouse at their own expense, but find that they cannot this year and had advisedthat it would cost about,7500The Board of Commissioners took no action on this matter22 The Johnston County ForumMr Tom Lassiter visited with the Board of Commissioners and explained to them the JohnstonCounty Forum to be held during the first three months of 1973 and its purposes This forum is beingsponsored by the Johnston Technical Institute and the Public Library of Johnston County and SmithfieldThe Johnston County Forum is financed by an 8,000 federal grant and is to be matched by local -in -kindprovisions Mr Lassiter explained that these educational programs will give the people of JohnstonCounty an opportunity to learn more about The Impact of Urbanization,on Johnston CountyDuring this three month period, the forum will conduct six workshops, which will be open tothe public free of chargeMr Lassiter further stated that Dr Robert S Rankin of Duke University would be the keyfigure in the forum In conclusion, Mr Lassiter asked the Board of ,Commissioners for specialconsideration on Wednesday, March 28, 19 7 5;1 which will be the final night of the forum with a dinneraround 530 or 6 oclock with Terry Sanford as guest speakerAt this time the Board of Commissioners expressed their appreciation to Mr Lassiter for hisefforts and activity in this Johnston County Forum23 Appointment - County AttorneyW iCommissioner Freddie Adams moved that William R Britt be reappointed as County Attorney fora term
