X21Meeting of Board of Commissioners County of JohnstonDecember 18, 1972The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Monday, December 18, 1972, at 230 pm,with the following members presentFrank B Holding, Vice Chairman, Freddie Adams, Howard Benton and Hoyt CastleberryMember Absent Norman C Denning, ChairmanThe following business was transacted1 Plans Approved for Technical InstituteAfter much discussion and consideration, Commissioner Howard Benton moved that the JohnstonCounty Board of Commissioners endorse the construction project of Johnston Technical Institute and itsendeavors to provide vocational and technical education and that County Government appropriate 765,000over a three year period to help finance the expansion of Johnston Technical Institute CommissionerBenton further moved that W H Britt, Auditor, be authorized to sign the necessary application to theNorth Carolina Department of Community Colleges for a State grant of capital construction funds to matchCounty appropriationsCommissioner Hoyt Castleberry seconded the motion which was carried2 Soil Test Borings of New Campus SiteCommissioner Freddie Adams moved that up to 10,000 of the present appropriation 40,000 beused for soil test borings and other preliminary measures of the proposed campus site William Smithproperty located at the intersection of 1-95 and 70 and if found feasible that this site be approvedfor the new campus developmentCommissioner Hoyt Castleberry seconded the motion which was carried3 Kenly Water Line Extension ApprovedAfter much discussion and consideration, Commissioner Freddie Adams moved that County Governmentauthorize and approve a 5,000 foot extension of water and sewer lines at an estimated cost of approximatel121,000 to a new plant site on I -95 south of Kenly It was further moved that application be made forfederal funds on this projectCommissioner Howard Benton seconded the motion which was carried4- Trust Fund for Revenue Sharing MoneyCommissioner Freddie Adams moved that the following resolution be adoptedA RESOLUTION ESTABLISHING A TRUST FUND TO ACCOUNT FOR FUNDS RECEIVED UNDER THE STATE AND LOCALFISCAL ASSISTANCE ACT OF 1972BE IT RESOLVED by the Board of Commissioners of Johnston CountySection 1 There is hereby established on the books of Johnston County a trust fund to be knownas the Revenue- Sharing Trust Fund The trust fund shall remain available without fiscal year limitationand shall consist of such amounts as may be appropriated to it and desposited in it from funds madeavailable to Johnston County by the United States Treasury pursuant to the State and Local Fiscal Assistan eAct of 1972 PubLaw 92 -512Section 2 All monies disbursed from the trust fund established by this resolution shall bedisbursed through a special checking account established for the trust fund in an official deppsitory ofJohnston CountySection 3 The Auditor and Treasurer of Johnston County are authorized to invest and reinvestall or any portion of the monies in the trust fund in deposits and securities eligible for investmentof local funds under the General Statutes of North Carolina until such time as the monies are actuallyneededSection 4 This resolution is effective upon its adoptionCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Hoyt Castleberryand carried the Board adjournedNorman C Denning, ChairmanEleanor N Cfekzh, Clerk
