December 14, 1972The Johnston County B,oard of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse in Smithfield, North Carolina, December 14, 1972, at 930 am, withthe following members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Johnston County Landfill Discussion - 0 W StricklandMr 0 W Strickland, Supervisor, Solid Waste Management Program, North Carolina State Boardof Health, met with the Board of County Commissioners regarding the operation of the Johnston CountyLandfill Mr Strickland advised the Board that he was very concerned about Johnston Countys LandfillMr Strickland stated the site is not being operated according to State rules and regulations and hewill have no other choice but to close this landfill unless the operators bring the landfill operationinto compliance with the State Solid Waste Disposal regulations, and this will have to be done rightawayMr Strickland further advised the Board of Commissioners that he had visited the landfill onseveral different occasions, and had once to find it in satisfactory condition, it is his opinion that1acY of supervision is one of the main problemsIt was brought to the attention of the Board that this site was not originally recommended bythe State Board of Health, because of its water problem However, Mr Strickland says, since theCounty has already spent money at this site they would probably want to stay here for a period of time,its excellently located and has good access, but much work is to be done to get this site in satisfactorycondition420December 14, 1972ContMr Strickland suggested a dike and a deeper drainage ditch to help improve this site as asanitary p y rd asked Mr,Strickland to give them anestimate of how thiis1s teawouldelasteatXpresent usage g p toestimate of h g a cost to bran this site a to StatestandardsIn conclusion, Chairman Denning appointed-Commissioner Frank B Holding and CommissionerHoward Benton to work with Mr Strickland in finding a solution to Johnston Countys Solid Waste problemMr Strickland concluded that in the interim period the present site has to be operated betterand according to State rules and regulations or it will be closed2 Johnston Technical Institute - Proposed Site for New CampusDr John Tart, President, W R Britt, Chairman, Board of Trustees, and other trustee members,met with the Board of County Commissioners regarding the purchase of land located just east ofSmithfield along 70 and I -95 for a new campus site -Total purchase price of this 100 acre tract ownedby William Smith of Goldsboro is 230,000 W R Britt advised the Commissioners that this site wasan excellent prospect because it was centrally located and has good access from all sections of theCountyThe trustees also presented the Board with plansfor the first phase of construction on thenew site which includes construction of two buildings, containing classroom space, library, officeand storage space Including the purchase of land and the development of Johnston Technical Institutenew campus site the Technical Institute is asking County Government for approximately 1,240,000 overa three 3 year period The Board of Commissioners emphasized much concern as to where this money iscoming from Mr revenue sharing money was hopedt o help, and Dr TartBritt stated that federaladded that he had been advised that County grantstf or capital improvements at the Institute would belegal use of revenue sharing funds Dr Tart further stated that State Government had promised265,000 for the school expansion, provided this amount is matched this year by County Government,and that the Commissioners need to decide immediately, by Monday, December 18, 1972, to qualify forState FundsThe Board advised Mr Britt, Dr Tart and other Technical Institute officials that they wouldtake this matter under advisement and make a final decision by Monday,December 18, 19723 Industrial Prospect Near KenlyMayor Gilbert Ray Whitley, J Dobbin Bailey and others, representing the KenlyIndustrialDevelopment Corporation appeared before the Board of Commissioners requesting a 5,000 foot water andsewer line extension to serve a new plant to be built south of KenlyMr Al Callaway with the State Department of Conservation and Development stated to the Boardthat this plant was greatly needed since his office had several inquires a week regarding availableplant sitesMr Tom Moore, Ragsdale Engineers, advised the Board of Commissioners that a 16 inch waterline extension to the new plant site would cost approximately 120,000 and that this line would tiein with the County wide water systemThe Board advised Mayor Whitley and others that they would take this matter under considerationand make a final decision on Monday, December 18, 1972Upon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Frank B Holdingand carried the Board adjournedNorman C Denning, ChairmanEleanor NCreec, Clerk
